TOLL FACILITIES IN THE UNITED STATES Bridges - Roads - Tunnels - Ferries August 2009 Publication No: FHWA-PL-09-00021 Internet: http://www.fhwa.dot.gov/ohim/tollpage.htm Toll Roads in the United States: History and Current Policy History The early settlers who came to America found a land of dense wilderness, interlaced with creeks, rivers, and streams. Within this wilderness was an extensive network of trails, many of which were created by the migration of the buffalo and used by the Native American Indians as hunting and trading routes. These primitive trails were at first crooked and narrow. Over time, the trails were widened, straightened and improved by settlers for use by horse and wagons. These became some of the first roads in the new land. After the American Revolution, the National Government began to realize the importance of westward expansion and trade in the development of the new Nation. As a result, an era of road building began. This period was marked by the development of turnpike companies, our earliest toll roads in the United States. In 1792, the first turnpike was chartered and became known as the Philadelphia and Lancaster Turnpike in Pennsylvania. It was the first road in America covered with a layer of crushed stone. The boom in turnpike construction began, resulting in the incorporation of more than 50 turnpike companies in Connecticut, 67 in New York, and others in Massachusetts and around the country. A notable turnpike, the Boston-Newburyport Turnpike, was 32 miles long and cost approximately $12,500 per mile to construct. As the Nation grew, so did the need for improved roads. -

Many toll facilities no longer offer the option for payment in cash. A number of national and local companies offer rental cars in Florida. The companies vary in their policies regarding the use of toll facilities. In sum, the bill: Requires toll facilities to ensure the presence of signage notifying drivers if cash payment is not an option. Requires rental car companies which impose an additional fee to renters who incur a toll from an electronic toll collection system: o to include the applicable terms and conditions in the rental car agreement, and o to post the applicable terms and conditions in a conspicuous location on the business premises or in the electronic rental disclosure provided to the renter. The bill does not appear to have a significant fiscal impact on state or local government. The bill has an effective date of July 1, 2016. Florida’s Orlando area Central Florida Expressway Authority is currently a member of and interoperable with the E-ZPass Group; however, interoperability with the remaining Florida toll agencies and the State Road and Toll Authority in Georgia had not yet occurred. We are now pleased to announce that these agencies are undertaking steps to bring E-ZPass to their facilities. PJ Wilkins, Executive Director of the E-ZPass Group, said “This news is very exciting, as interoperability along the east coast has long been sought after by the traveling public. As with previous semiannual reports, the performance data presented herein is compared to data from the same period in the previous fiscal year. This document will follow essentially the same format as the prior report. Any changes in methodology or data sources will be noted in the document. During March 2020, the last month in the first half of the fiscal year, the Lee County toll facilities began experiencing negative impacts due to the COVID-19 pandemic. Lee County suspended all cash toll collections starting March 18, 2020 on all three toll facilities, offering only transponder or Toll-by-Plate payments. COVID-19 will continue to negatively impact Lee County toll facilities during the second half of the fiscal year, which will be reported in the FY 2020 Annual Report. These negative impacts can be attributed to social distancing guidelines and stay-at-home orders throughout the State of Florida. This has resulted in the closings of schools, restaurants, malls, sporting events, beaches and other public venues. As a result, many people have been furloughed or lost their jobs.
