Overview Al-Qaeda Was Responsible for the Most Horrific and Historically Significant Terrorist Attacks in American History WHAT IS AL-QAEDA? 9/11: PRE-VISIT OVERVIEW Al-Qaeda was responsible for the most horrific and historically significant terrorist attacks in American history, yet many Americans (especially those who were too young to remember the attacks) do not understand what al-Qaeda’s intention was. This lesson provides general material on al-Qaeda’s organizational structure, history, and mission. LENGTH OF LESSON One 45-minute lesson 1 of 7 WHAT IS AL-QAEDA? 9/11: PRE-VISIT RATIONALE In this lesson, students will explore the history of al-Qaeda from secondary source analysis and will answer critical discussion questions, helping them gain a better under- standing of al-Qaeda, and the political implications of the September 11th, 2001 attacks. OBJECTIVES Upon completion of this lesson, students will be better able to: • Analyze secondary source material describing al-Qaeda, its goals, and its motivation; • Discuss their understanding and impressions of the text; and • Listen carefully to their peers while engaging in collaborative conversation about a sensitive and important topic. Warm Up: Give students up to five minutes to work with a partner and write down everything they know about al-Qaeda. 2. Pass out Handouts 1 and 2. Give students 20 minutes to read and write down at least three questions about what they read. 3. Split students into small groups. Each group will be responsible for one of the discussion questions on Worksheet 1. 4. Reconvene the class, asking each group to present their information (including questions and comments). 5. Have the whole class discuss what they learned from the articles. 6. After the terrorist attacks of September 11, 2001, al-Qaeda (or al-Qa’ida, pronounced al-KYE-da) surpassed the IRA, Hamas, and Hezbollah as the world›s most infamous terrorist organization. Al-Qaeda—”the base” in Arabic—is the network of extremists organized by Osama bin Laden The death of bin Laden, who was killed in a joint operation by U.S. troops and CIA operatives in May 2011, complicated the future of al-Qaeda. Some speculated that the group will be emboldened and seek retaliation, while others wondered if it might founder without its supreme leader. In June, U.S. officials announced that after pouring through the documents and computer files taken from bin Laden›s compound, they confirmed their assumption that al-Qaeda in Afghanistan and Pakistan has been seriously weakened as a result of U.S. counterterrorism operations undertaken in Pakistan.More than a month after bin Laden’s death al-Qaeda named Dr. Ayman al-Zawahiri, al-Qaeda’s theological leader, as its leader. Bin Laden’s death was followed in June by the demise of another powerful, top-ranking al-Qaeda leader, Fazul Abdullah Mohammed. He was the leader of al-Qaeda in East Africa and organized the U.S. embassy bombings in Kenya and Tanzania in August 1998. He was killed during a shootout at a security checkpoint in Mogadishu, Somalia. Leadership and Structure Although al-Qaeda and Osama bin Laden have become virtually synonymous, bin Laden did not run the organization single-handedly. His top advisor was al-Zawahiri, bin Laden’s successor. Al-Zawahiri is an Egyptian surgeon from an upper-class family. He joined the country’s Islamist movement in the late 1970s. He served three years in prison on charges connected to the assassination of Anwar Sadat, during which time he was tortured. After his release he went to Afghanistan, where he met bin Laden and became his personal physician and advisor. He was likely instrumental in bin Laden’s political evolution. Al-Zawahiri is suspected of helping organize the 1997 massacre of 67 foreign tourists in the Egyptian town of Luxor and was indicted in connection with the bombing of U.S. embassies in Tanzania and Kenya. In 1998, he was one of five Islamic leaders to sign on to bin Laden’s declaration calling for attacks against U.S. citizens. He is wanted by the FBI and has been sentenced to death by Egypt in absentia. In March 2004 the Pakistani military began an assault on al-Qaeda troops along the Pakistan-Afghanistan border. These troops were believed to be defending al-Zawahiri, who managed to escape. Al-Qaeda’s leadership oversees a loosely organized network of cells. It can recruit members from thousands of “Arab Afghan” veterans and radicals around the world. Its infrastructure is small, mobile, and decentralized—each cell operates independently with its members not knowing the identity of other cells. Local operatives rarely know anyone higher up in the organization’s hierarchy. 5 of 7 WHAT IS AL-QAEDA? 9/11: PRE-VISIT Al-Qaeda differs significantly from more traditional terrorist organizations. It does not depend on the sponsorship of a political state, and, unlike the PLO or the IRA, it is not defined by a particular conflict. Instead, al-Qaeda operates as a franchise. It ovidespr financial and logistical support, as well as name recognition, to terrorist groups operating in such diverse places as the Philippines, Algeria, Eritrea,Afghanistan, Chechnya, Tajikistan, Somalia, Yemen, and Kashmir. Furthermore, local groups may act in the name of al-Qaeda in order to bolster their own reputation—even if they are not receiving support from the organization. Ideology and Goals The principal stated aims of al-Qaeda are to drive Americans and American influence out of all Muslim nations, especially Saudi Arabia; destroy Israel; and topple pro-Western dictatorships around the Middle East. Bin Laden also said that he wishes to unite all Muslims and establish, by force if necessary, an Islamic nation adhering to the rule of the first Caliphs. According to bin Laden’s 1998 fatwa (religious decree), it is the duty of Muslims around the world to wage holy war on the U.S., American citizens, and Jews. Muslims who do not heed this call are declared apostates (people who have forsaken their faith). Al-Qaeda’s ideology, often referred to as “jihadism,” is marked by a willingness to kill “apostate” —and Shiite—Muslims and an emphasis on jihad. Although “jihadism” is at odds with nearly all Islamic religious thought, it has its roots in the work of two modern Sunni Islamic thinkers: Mohammad ibn Abd al-Wahhab and Sayyid Qutb. Al-Wahhab was an 18th-century reformer who claimed that Islam had been corrupted a generation or so after the death of Mohammed.

Further, al Qaeda was caught off-guard by the “Arab Spring” revolutions that broke out across the Middle East and North Africa. These revolutions have since succeeded in toppling several regional strongmen, an avowed goal of al Qaeda that it has been unable to accomplish through terrorism. With al Qaeda’s leaders on the defensive and the efficacy of its ideology threatened by a new generation of political activists, many policymakers are increasingly questioning the future of the group2.

    Al Shabaab’s American Recruits Updated: February, 2015 A wave of Americans traveling to Somalia to fight with Al Shabaab, an Al Qaeda-linked terrorist group, was described by the FBI as one of the "highest priorities in anti-terrorism." Americans began traveling to Somalia to join Al Shabaab in 2007, around the time the group stepped up its insurgency against Somalia's transitional government and its Ethiopian supporters, who have since withdrawn. At least 50 U.S. citizens and permanent residents are believed to have joined or attempted to join or aid the group since that time. The number of Americans joining Al Shabaab began to decline in 2012, and by 2014, the Islamic State of Iraq and Syria (ISIS) replaced Al Shabaab as the terrorist group of choice for U.S. recruits. However, there continue to be new cases of Americans attempting to join or aid Al Shabaab. These Americans have received weapons training alongside recruits from other countries, including Britain, Australia, Sweden and Canada, and have used the training to fight against Ethiopian forces, African Union troops and the internationally-supported Transitional Federal Government in Somalia, according to court documents. Most of the American men training with Al Shabaab are believed to have been radicalized in the U.S., especially in Minneapolis, according to U.S. officials. The FBI alleges that these young men have been recruited by Al Shabaab both on the Internet and in person. One such recruit from Minneapolis, 22-year-old Abidsalan Hussein Ali, was one of two suicide bombers who attacked African Union troops on October 29, 2011.

Mohammed was reputed to be the head of al-Qaeda in east Africa, operated in Somalia and is accused of playing a lead role in the 1998 embassy attacks in Nairobi and Dar es Salaam, which killed 240 people. Mohammed is also believed to have masterminded the suicide attack on an Israeli-owned hotel in Mombassa, Kenya in November 2002 that killed 15 people, including three Israeli tourists. Introduction On the morning of November 28, 2002, Al-Qaeda launched coordinated attacks in Mombassa, Kenya against the Israeli-owned Paradise Hotel and an Israeli passenger jet.2 The near simultaneous attacks involved Al-Qaeda operatives supported by a local infrastructure. In the first attack, the terrorists fired two SA-7 surface-to-air missiles at a departing Israeli Arkia charter Boeing 757 passenger aircraft, carrying 261 passengers and crew, both missiles missed. The second occurred twenty minutes later, when an explosives- laden vehicle driven by two suicide attackers, blew up in front of the Israeli-owned Paradise Hotel. The attack was timed just as the hotel’s Israeli guests arrived—having traveled aboard the same Arkia plane that had embarked on the return flight to Israel. Since 2003, we have published the calendar in a daily planner format that provides our consumers with a variety of information related to international terrorism, including wanted terrorists; terrorist group fact sheets; technical issue related to terrorist tactics, techniques, and procedures; and potential dates of importance that terrorists might consider when planning attacks. The cover of this year’s CT Calendar highlights terrorists’ growing use of social media and other emerging online technologies to recruit, radicalize, and encourage adherents to carry out attacks. This year will be the last hardcopy publication of the calendar, as growing production costs necessitate our transition to more cost- effective dissemination methods. In the coming years, NCTC will use a variety of online and other media platforms to continue to share the valuable information found in the CT Calendar with a broad customer set, including our Federal, State, Local, and Tribal law enforcement partners; agencies across the Intelligence Community; private sector partners; and the US public. Its new leader, Ayman al Zawahiri, will attempt to rebuild the weakened organizational structures and Al Qaeda’s jihadist allies, its Middle Eastern branches and individual would-be jihadists inspired by the organization might aspire to avenge bin Laden’s death. Al Qaeda’s Leadership. Osama bin Laden died during a U.S. Special Forces raid in the Pakistani town of Abbottabad on 2 May. It is most probable that two weeks later the senior leaders of Al Qaeda decided to appoint Saif al Adel as the new interim leader (Emir) of the organization. Al Adel is the former chief of Al Qaeda’s military committee and spent the majority of the last decade in house arrest in Iran. However, his tenure as the interim leader was cut short by the 16 June announcement that another Egyptian—Ayman al Zawahiri, bin Laden’s former deputy and one of the most prominent spokespersons of the organization—was confirmed as Al Qaeda’s new Emir. He will attempt to rebuild the shattered organization and its morale with the preparation of spectacular terrorist attacks while simultaneously trying to ensure its survival during intensified U.S.

  • Abu Ubaida Al-Banshiri
    Abu ‘Ubayda al-Banshiri Ali Amin ‘Ali al-Rashidi, better known as Abu ‘Ubayda al-Banshiri, was born in May of 1950 in Cairo, Egypt. At 46, he was al-Qa’ida’s military commander and second-in- command when he perished in a ferry accident on Lake Victoria on May 21, 1996. After acquiring his nom de guerre in Afghanistan while fighting the Soviets in the 1980s, al- Rashidi became a founding member of al-Qa’ida. He was intimately involved in al- Qa’ida’s expansion to the African continent, as well as the operational planning of their activities there. Al-Rashidi’s documented history begins with the assassination of Anwar al-Sadat in October of 1981. ‘Abd al-Hamid ‘Abd al-Salam, al-Rashidi’s future brother-in-law, was one of the several assassins along with a National Police officer.1 The assassins were members of an early incarnation of Egyptian Islamic Jihad, also called al-Jihad. In the ensuing crackdown on radicalism, al-Rashidi was dismissed from his job as a National Police officer, and arrested briefly for exhibiting extremist tendencies and having alleged ties to al-Jihad.2 In 1983, al-Rashidi married Hafsah Sa’d Rashwan, the sister of ‘Abd al-Salam’s wife. According to testimony provided by al-Rashidi’s wife, his involvement in jihad actually began shortly after this time. She states that they were in a poor financial situation two months after their marriage, during which time he was working in construction but contemplating a move to Saudi Arabia.
