ADOOR PRAKASH: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमा셍ग मंत्री be pleased to state: (a) the present status of the construction of new by-pass on NH-66 in Attingal, Kerala by the National Highways Authority of India; (b) whether 3-A notification has been issued for Kazhakkuttam - Kadambattukonam stretch of NH-66 in which Attingal by-pass is proposed and if so, the details thereof; (c) whether the Government of Kerala has agreed for cost sharing in the national highway development projects in the State and if so, the details thereof; and (d) whether the Union Government proposes to take immediate measures for land acquisition and completion of the project without any delay and if so, the details thereof? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) Various National Highways of Kerala are identified under Economic Corridors (about 720 km), Inter-corridor Route (about 128 km), National Corridor (about 118 km), etc. of Bharatmala Pariyojana in order to optimize the efficiency of freight and passenger movement. This also includes construction of Bypass at Attingal. (b) The procedure for 3-A notification in this regard has been initiated. (c) to(d)The Government of Kerala has agreed to share 25% land acquisition cost for up-gradation of NH-66 in the State of Kerala. A Financial Participation Agreement to this effect has also been signed in October, 2019 amongst Government of India, Government of Kerala and Kerala Infrastructure Investment Fund Board (KIIFB) with provisions of various modalities adopted in this regard for expeditious land acquisition.
