WELCOME to 2008 30th Anniversary

2008 sees the thirtieth year of the Northern NSW Schools Soccer Association and the Bill Turner Cup. More recently the girls Bill Turner Trophy series became part of the organisation. Last year’s final saw Hunter Sports win both the Cup and the Trophy without conceding a goal in either competition - a truly remarkable feat! It was very pleasing to see the Cup again won by a team from the Hunter region, the birthplace of the competition, after a gap of nineteen years. Once again there are large entries in 2008 from , Northern NSW, ACT, NSW and . The pilot competition in Western is still in recess. We are honoured to have endorsement from Football Federation Australia, along with NSW, ACT, Northern NSW, Queensland and Victoria, as well as from the Newcastle Jets, Central Coast Mariners, FC and Queensland Roar. We would also like to thank Northern NSW Football and the Queensland Roar for the financial assistance they give, to support the competitions. Our “Code of Behaviour” appears again in this year’s handbook. We encourage all readers to photocopy the documentation for distribution. There have also been a number of very important administrative alterations and rule changes. Please carefully read and check all the rules in this handbook. Personally I would like to commend the efforts of our dedicated Executive. They have worked tirelessly over recent years to keep the Bill Turner Cup and Trophy going strongly, despite having no major sponsor. 4 On behalf of Chairman Frank Lowy and the Board of Football Federation Australia, I am delighted to congratulate everyone associated with the 2008 edition of the Bill Turner Cup (boys) and Bill Turner Trophy (girls). Football’s massive junior base has long been intertwined with school football and the first serious football outlet for many young players is undoubtedly as a representative of the school team. Both the Bill Turner Cup and Trophy have long been an integral part of Australian football’s junior development structure, and, like all members and contributors to the Australian football family, have undeniably played a major role in the success of recent years. Indeed the two tournaments have seen the participation of a number of current Qantas Socceroos and Qantas Matildas who competed in the tournament during their formative years. It is a credit to the Executive Members, led by Patron Bill Turner and President Lindsay Hewison that the competition continues to thrive and strengthen. Thanks to the untiring efforts of both Bill and Lindsay, as well as countless other volunteers, the competition has grown from a humble Hunter region competition to the current structure featuring over 500 schools across a number of states. Undoubtedly the tournament has outstripped all expectations since it’s beginning over a quarter of a century ago. It would also be remiss not to acknowledge the efforts of the State Managers, Area Managers, coaches, principals plus referees, parents and the numerous volunteers. The longevity and success of the cup is a testament to the countless hours donated by all concerned as they uphold the rules and code of behaviour. Finally and perhaps most importantly of all, best wishes to those school students who will be competing in 2008. Enjoy every moment of your participation and remember that you are not only ambassadors for your school and the competition, but also for our great code in Australia.

Northern NSW Football recognizes the importance of this competition to developing junior talent at scholastic level and is proud to join with the likes of the Northern NSW Schools Soccer Association and the Football Federation of Australia in acknowledging the significance of the Bill Turner Cup. Integral to the success of this tournament over the years has been the dedication of teachers, administrators and members of the Northern NSW School Soccer Association, as well as the players, coaching staff and officials. Over 500 teams from schools across Eastern Australia competed in the 2007 competition, ensuring that the Bill Turner Cup remained the most respected school football knockout competition in Australia. With the continuedd growth of the A-League, the success of our Young Socceroos, Olyroos, Young Matildas and our elite national squads the Socceroos and Matildas, it is opportune to note that many of the players early careers were shaped through participation in this very tournament and we trust that once again the Bill Turner Cup may help pave the way for our next generation of national football stars. PREFACE The BILL TURNER CUP Executive Committee has an ongoing concern for the standard of behaviour exhibited by all those connected with the competition. These include parents, managers/coaches, spectators and players. The Committee jealously guards the standards of play which have been set in the previous years of the tournament. Discrimination, in any form, including race, religion and school location, is not condoned. In view of the publicity given to certain incidents occurring in school sport from time to time, it is felt that, in addition to the Rules and directives as set down in the Handbook, additional guidelines be provided for the expected behaviour of the various participants. AIMS OF THE COMPETITION The aims are many and varied, but should be seen in the context of the general aims for the education of students in secondary schools. These aims are to provide another avenue to assist in the producing of the future citizens of Australia. GENERAL AIMS These include: to provide a major knockout soccer competition for younger players in all secondary schools.

to promote the game of SOCCER with all of the attributes of a team sport. to provide for a social interaction which would not otherwise be available, especially in some of the more remote areas of the various States. to promote enjoyment in the playing of a sport as a healthy activity. to encourage appreciation of the value of cooperation in democratic practices, the obligation of citizenship. to provide an atmosphere that encourages the individual to have a sensitivity, respect and concern for the needs, feelings, opinions and interests of others as well as oneself. to develop a sense of the need for responsibility, self discipline and self development. to uphold the high health standards as required by all school systems against the use, in any form, of alcohol, tobacco and drugs. to provide opportunities for, and to encourage the development of the skills of each player, so that they may reach their potential both mentally and physically. to establish an environment in which all players may receive training in intelligent decision making and what it means to be a member of a team. to appreciate good play by opponents, as well as that by their “team mates”. to develop proper attitudes as a spectator, respecting all participants, be they players, officials or referees. to develop a sense of loyalty by the player to their school as part of the local community, sharing in the responsibility as a contributing member of society.

12 SPECIFIC AIMS

PARENTS: As parents are in contact with each player for the first five to six years of their life, it must be said that they may set the pattern for the development of a child’s attitudes to life in general, and to sport in particular.

Parents should:  allow children to play for their own enjoyment.  not force their children to make up for the parents’ lack of achievement in sport.  encourage children to participate in the sport of their own choice.  always encourage children to play according to the rules without resorting to “dirty tactics.”  teach by example. Always speak positively or not at all, when a match is lost or a mistake is made. Applaud all good and skilful play by both teams. Appreciate the efforts by the losing team.  support the work of the Referees and their assistants by encouraging efforts to remove verbal and physical abuse from all sport. Your Attitude And Behaviour Will Be Followed By Your Children.

TEACHERS/MANAGERS/COACHES: Managers and Coaches have the next greatest influence on children in relation to the time spent with them per day. As a Manager or Coach you have the responsibility to ensure that all members of your team are encouraged to give of their best at all times, in all circumstances, win or lose. Managers/Coaches should:  be familiar with the rules of the game, and the competition in particular.  take your players through the rules of the competition which apply to them.  encourage each player to be a part of the team, emphasising that resorting to unsporting play and tactics is letting the team down.  actively avoid and discourage any forms of verbal or physical abuse, directed at officials, players or spectators, as a part of the match preparation or during the actual fixture.  not promote a “win at all costs” attitude. At all times, remember that you are educating the youth of today to be the citizens of tomorrow.  at all times encourage a positive attitude to participating in sporting events, in a spirit of friendliness.

SPECTATORS: Being a spectator at a sporting event requires a positive attitude at all times. Team supporters and those watching an event for the enjoyment of that particular sport, may influence the result of the match as well as the behaviour of those participating. 13

Spectators should:  show appreciation for skilful play by the members of either side.  be prepared to congratulate all participants for their efforts on the field.  set a good example by showing respect for officials’ decisions.  show strong disapproval for any form of violence, be it by other spectators, manager/coaches or players, on or off the field of play.  not encroach onto or near the field for their own safety and that of the players and officials. A minimum of 2 metres is required.  carry out all reasonable directions by officials. PLAYERS: Players are representing their family, their school and their community. They should be conscious at all times that the consequences of their behaviour will reflect upon these groups. Players should:  rethink the reason/s for playing their favourite sport. Is it: - for enjoyment - to keep fit - to be part of a team, but definitely not for their egos.  be enthusiastic at all times.  attend training when required and listen closely to your Coach’s instructions and then try to carry them out.  become familiar with the rules and play within them. Ask your Coach for a copy to assist you.  abide by the decisions made by officials. Do not waste time by standing and arguing. Run back to your position and get on with the game. There are ten others in your team depending on you being on the field for the whole of the match. If allowed, seek clarification from the Referee of a decision, at a suitable time eg half time, or through your Coach. Always show a respectful and controlled manner. You should receive a more sympathetic hearing to your query, when you show a willingness to learn.  not resort to verbal abuse of any type directed at officials, opposition players or spectators. Be in control of yourself and you will be in better control of your game.  not attempt to distract or provoke an opposition player. Such actions are not permitted or acceptable.  learn to accept defeat in a game graciously. There can only be one winner of a game. At the same time be a gracious winner. Do not spoil the moment by some unkind act or comment directed at the opposition.  go out of your way to congratulate the opposing team on their efforts, irrespective of the result.  let your conduct be “gentlemanly” at all times. You will feel better about yourself. 14 BILL TURNER CUP RULES PLEASE READ CAREFULLY STATEMENT This is a knockout competition for players 15 years and under. It is played under the rules of F.I.F.A. with certain modifications to accommodate the very large number of entries. TEAM QUALIFICATIONS 1. Schools requesting to enter the competition must abide by all rules and conditions. 2. A school’s request to enter the competition is accepted under the proviso that there is the necessary Insurance Cover . . hospital . . medical . . accident . . etc. (See Insurance section on page 3). 3. (a) Schools which are part of a collegiate system must enter separate teams for each campus, not a combined team. 3. (b) Schools may enter only one team. 3. (c) Schools competing in the competition will be invoiced in October for the following year’s competition. PLAYER QUALIFICATIONS 4. Any players who reach 16 years of age on or before December 31, 2008 are not eligible to play in the Competition (Players must be born in 1993 or later.) 5. (a) Players can only play for the school where they are currently enrolled. 5. (b) A player can play for one school only during the current year. CONDITIONS OF PLAY - NOTE:- REFEREE and MANAGER/COACH 6. Size of the ball to be used - No. 5 ball. 7. (a) Each game shall consist of equal halves of thirty minutes with five minutes for half-time. Injury time is to be added on in all periods, including extra time. 7. (b) When a match is drawn at full time there shall be an interval of three minutes before extra time begins. 7. (c) Extra time will consist of ten minute halves with no interval between halves. The following conditions must occur during extra time. (i) At the commencement of extra time both teams shall consist of the same number of players as each team had on the field at the end of normal time (for example, if one team had ten players and the other team had eleven players then the team with ten players must start extra time with only ten players). (ii) A MATCH CONCLUDES IMMEDIATELY A GOAL IS SCORED. (iii) At the first dead ball after five minutes the referee shall hold up the game. Each school team will then remove one player from their own team. (iv) At the change of ends interval, each school team will then remove a second player, from their own team. (v) At the first dead ball after fifteen minutes the referee shall again hold up the game. Each school team will then remove a third player from their own team. (vi) Interchange of all players is allowed. See Rule 8(b) N.B. The team must contain a designated goalkeeper throughout extra time. 15 N.B. The removal of players from both sides shall cease, when one or both teams reaches a total of seven players. 7. (d) When a match is still drawn after extra time, then the F.I.F.A penalty kick system will operate. (i) Only the players remaining on the field at the end of extra time can take part in the penalty kick decider. (ii) Any player remaining on the field at the end of extra time can act as the goalkeeper during the penalty kick decider. 7. (e) At the conclusion of the game the referee shall record the result, including goal scorers, in the correct place on the Team Sheet. Cautions, send-offs and other referee reports are to be written on the back of the Team Sheet. If more space is needed then it should be written in letter form on a separate sheet of paper.

8. (a) Up to a maximum of sixteen players’ names should be printed (in UPPER CASE/BLOCK LETTERS) by the Manager/Coach alongside the numbers listed on the Team Sheet. (Should there be a missing shirt, print the existing number over the top of the missing number). 8. (b) All sixteen official players on the Team Sheet can be used on unlimited interchange. 8. (c) Interchange, at the centre line, may only occur with the referee’s permission. 8. (d) It is an automatic forfeit by a team that has less than seven players, whether at kick-off time or during a fixture. If during extra time, a player from a team with only seven players is sent from the field then the team with the player being sent-off will automatically lose by forfeit.

9. (a) All jewellry must be removed as requested by the referee 9. (b) There is no restriction on the use of spectacles, except where the referee decides that the spectacle frames are potentially dangerous. 9. (c) Players are required to wear shin pads covered by socks.

DETERMINATION OF HOME AND AWAY MATCHES 10. (a) Qualifying Round and Round 1. In the Qualifying Round, the first mentioned (top) school is the “Home School.” Should they win and by the “luck of the draw” are positioned on an odd number in Round one, they are again the Home School. This same principle applies to the second mentioned (bottom) school in the Qualifying Round. In Round one, a school positioned on an odd number means a home game while a position on an even number means an away game. Bye and/or forfeit listed on odd numbers are regarded as a home game for the bye and an away game for the school. Bye and/or forfeit listed on even numbers are regarded as an away game for the bye and a home game for the school.

16 10. (b) Round 2 (and subsequent rounds). The school with the least home games is the “Home Team”. This procedure continues until games are governed by Rule 26. Where teams are equal in home and away fixtures the home game will be (i) the first mentioned (top) team in the odd rounds. (ii) the second mentioned (bottom) team in the even rounds. 10. (c) The Area Manager may schedule promotional matches at central venues during early rounds. Schools must play on these scheduled dates or they may be withdrawn from the competition. These games will still be regarded as home and away matches as determined by Rules 10(a) , (b) and (e). 10. (d) All matches from Area Finals are to be played on a ground decided by the Area Manager. Home games will be decided by the Area Manager. N.B. The procedure for determining Home and Away matches will cease once the last 16 teams are known. The number of Home and Away matches up to this stage DO NOT count for the remaining rounds to the semi-finals. 10. (e) If a team listed for a home game agrees to play away, the match is still regarded as a HOME fixture. N.B. We strongly advise playing matches well before the due date to avoid problems such as wet weather. See Rule 15. 10. (f) Failure to complete a game by the due date without notifying the Area Manager of difficulties with play by dates may lead to loss of HOME privilege or withdrawal from the competition. Should a school withdraw from the competition then, as soon as the decision is made, the Manager/Coach must inform the Area Manager by fax/email. N.B. Playing in other competitions or having shorter school terms WILL NOT be considered as sufficient reason for not playing a match by the due date. Playing in the Bill Turner Cup Competition is required to be given higher priority.

RESPONSIBILITY OF COACH AND MANAGER 11. (a) A Squad Sheet, photocopied from pages 78-79, with all the players’ names and their dates of birth, plus the principal’s signature affirming their eligibility is TO REACH your Area Manager before the end of term one, 2008. The correct spelling of each player’s name is essential. Additional players may be added at any time later in the year. The names of these players may be sent by fax/email or mail to the Area Manager. A copy of the Squad Sheet should be available at each fixture and Coaches/Managers are encouraged to view the document. 11. (b) Check the ages of the squad members against school records prior to sending of the Squad Sheet to the Area Manager. See Penalties - Rule 22. There is no limit to the number of players listed on the Squad Sheet.

17 11. (c) The Manager/Coach is to have a copy of the Squad Sheet (distinguished from a Team Sheet) at every game nominating (i) the name of every player. (ii) their Date of Birth. 11. (d) Before commencing the game, check that the ground is (i) of correct size. (ii) correctly marked. (iii) equipped with six regulation flag posts with flags. (iv) equipped with nets in good condition on goal posts. N.B. At the moment the game commences there is no right of appeal concerning the suitability of the ground. N.B. On some grounds Combination posts are used. Extensions beyond the normal soccer goal posts are regarded as out of play and the game must be restarted by a goal kick or a corner kick. 11. (e) Ensure that the referee is aware of the Bill Turner Cup Rules (See Rules 6, 7 ,8 and 9). 11. (f) Provide their own team’s refreshments and medical supplies.

12. (a) All shirts must be numbered with a different and clearly identifiable number. Consideration for night matches is essential. 12. (b) The Team Sheet, photocopied from the handbook or downloaded from the web site should be provided by the home team. It should be correctly completed by the manager with dates of birth (neat UPPER CASE/BLOCK LETTERS) and handed to the referee pior to the commencement of the game. Special care must be taken in the spelling of player’s names. N.B. The number on the player’s shirt must correspond with the number on the Team Sheet. See Rule 8(a). This is vital in the “STAR PLAYER” rounds (last thirty-two teams). 12. (c) Only players listed on the Team Sheet are eligible to play during the game. Names may be listed on the Team Sheet in anticipation of a player arriving late, but no name is to be added once the game has commenced. 12. (d) The referee must complete the Team Sheet by including (i) goal scorers. (ii) total goals scored by both sides (iii) names and details of yellow and/or red cards. (iv) names and details of all apparently seriously injured personnel. 12. (e) Both managers should confer with the referee and check the teams sheet that all details of referees, assistant referee(s), dates of birth, final scores, goal scorers, cautions, send-offs and any injuries requiring medical attention, have been correctly noted, before each signs in the space provided. Failure to do so may void any possible appeal or dispute. See Rule 20(b). Additional information should be supplied on separate sheets and sent to the Area Manager. 12. (f) Results must be communicated immediately after the fixture to avoid delaying future fixtures. The completed Team Sheet shall be collected from the referee by the winning team’s manager/coach after the fixture and immediately FAXED/EMAILED to the Area Manager. Once the competition has reached the Area Final, results and the completeed team sheet must be sent to the President (Queensland excepted). Failure to comply could lead to withdrawal from the competition.

18 12. (g) Omissions by the referee when completing the Team Sheet do not cancel any penalty incurred by any player. N.B. Any report written by a referee must be faxed/emailed with the Team Sheet. 12. (h) Points for “STAR PLAYER AWARD” begin from the Area Finals (last thirty two teams in competition) and must be carefully printed on a photocopy of “STAR PLAYER AWARD FORM” found within the handbook. Documents drawn up by hand WILL NOT BE ACCEPTED.

13. If for any reason a match is not completed it must be replayed within the next few days to avoid disruption to the competition. See Rule 15. The appropriate Area Manager must be consulted for approval. N.B. Schools MUST NOT arrange and/or play a match beyond the due date for any round unless permission has been granted by the Area Manager or by the President once the competition has reached the last sixteen teams on the draw. See Rule 10(f).

14. Semi-finalists are required to bring to the semi-final an up to date Squad Sheet verified and signed by the principal. This sheet must include all players in the team and should be checked against school records.

RESPONSIBILITY OF HOME TEAM/AWAY TEAM 15. (a) Home schools are requested to make immediate contact with the away schools by fax with at least three alternate dates and times for the match to be played. At the same time the away school should offer a fourth date and time for negotation. If both teams do not agree to play on one of these four dates and times, or any other negotiated date and time, then both teams maybe withdrawn from the competition. 15. (b) Away schools should not sit back and wait for initial contact from the home school. Both teams should confirm the final date, venue and kick-off time with each other to avoid confusion and/or misunderstanding. These details should be faxed to the Area Manager. N.B. Should both schools agree on a date but because of unforseen circumstances the agreed date is changed, all relevant parties (i.e. Area Manager, referees, media etc.) should be notified immediately. 15 (c) Schools with a bye in round one or receiving a forfeit should not leave it to the last moment to arrange their round two matches. A further postponement may not be granted in these circumstances. Coaches should consult their school’s calendar of events well before arranging matches. 15. (d) The Executive Committee reserves the right to withdraw any team, or teams, from the Competition, who have not completed their Round match by the due date and who are unlikely to be able to complete it without causing a major delay in the determination of the four Semi-finalists by the date set for the Finals Program.

16. (a) Supply an official referee and two assistant referees (formerly lines persons), the latter should be qualified if at all possible. (i) It is strongly recommended that the referees are not associated with either school. (ii) Should an official referee not be available, the visiting Manager/Coach may refuse to play the game and claim home ground rights. This game should be played within a week. However, should that game also be without an official referee and either Manager/Coach refuse to play, both teams will automatically be withdrawn from the competition. (iii) Alternatively, when an official referee is not available, a person (qualified if at all possible) acceptable to both teams will referee the whole game. Whilst the use of a student to referee fixtures is discouraged if both coaches agree then the game will proceed. (iv) At the moment the game commences there is no right of appeal concerning the referee. The decisions of a referee (F.I.F.A. law 5, paragraph 2) are final. See relevant sections in the Code of Behaviour.

N.B. Check the suitability of the ground and ensure that the referee is aware of the Bill Turner Cup Rules. See Rules 11(d) and (e). 16. (b) The official referee shall decide if the nominated ground is suitable for play. 16. (c) If an away team, which has travelled a considerable distance, arrives at the nominated ground and the referee deems it and any other nearby substitute grounds, unfit for play, then (overnight inclement weather excepted) (i) the match is to be transferred to the away team’s ground (ii) the match is to be played within one week (iii) payment of referees is expected

17. It is the responsibility of the home team (i.e. the school arranging or promoting the game) to change to an alternate strip in the event of a colour clash. Opposing schools should consult one another about the colour of the playing strips some days before the day of the match. N.B. Each team must contain a designated goalkeeper who shall wear colours which are clearly distinguishable from all other players and the referee.

PENALTIES INCURRED 18. (a) The minimum penalty for a player dismissed from the field of play by the referee is that the player is not permitted to play in the team’s following Bill Turner Cup match. The team’s next opponent must be informed. N.B. A forfeit is regarded as a match. 18. (b) Should a school play a player suspended for a sent off offence in their last Bill Turner Cup match, they will immediately be withdrawn from the competition. Should this infringement occur the non offending school shall move onto the next round. N.B. The Area Manager has the right to address concerns of player discipline.

18. (c) Upon receipt of the match report, should the offence be of such a nature that the Area Manager deems it necessary to apply a more severe penalty, the Area Manager and/or President, shall give full details of such penalties to:- (i) The team manager/coach. (ii) The player. (iii) The Executive Committee. (iv) The School Principal. (v) State Manager and/or President. (vi) State Soccer Federations in extreme cases. 18. (d) For offences committed after the competition has reached the last thirty-two teams the President may, on receipt of a match report, deem it necessary to apply a more severe penalty. Full details of such penalties shall be given to (i) The Executive Committee. (ii) The team manager/coach. (iii) The School Principal. (iv) The player. (v) State Soccer Federations in extreme cases. 18. (e) However, should a referee admit, in writing, that there was a genuine case of mistaken identity on his/her part, then an appeal to the Area Manager or to the President once the competition has reached the last thirty-two teams (Area Finals) will be considered. 18. (f) Misconduct, on or off the field of play, reported to the Area Manager and/or President will be investigated and if proven, penalties will be imposed. See Rule 30 (b) and the relevant sections in the Code of Behaviour. N.B. Coaches are strongly urged to discuss all incidents with any dismissed players, in an attempt to prevent further infringements in the future. The same could apply to players who receive cautions for dissent, or any other unsporting conduct.

19. (a) A team which does not follow the official draw will be immediately withdrawn from the competition. 19. (b) A team which does not arrive at a ground for a match on the date and time as previously agreed, will be withdrawn from the competition. Extenuating circumstances maybe considered for reinstatement.

20. (a) The decision of the Area Manager or his nominee is final in all disputes, penalties and appeals, except for matches involving the last sixteen, where the President assumes the responsibility. 20. (b) All appeals or disputes must be sent to the appropriate Area Manager postmarked or faxed/emailed within two days of the match or incident, signed by the principal and accompanied by all the relevant reports (referee, assistant referees, witnesses etc). Notice of the impending appeal should also be given to the Area Manager or President by phone. 21. Penalties incurred within the Bill Turner Cup competition do not automatically apply to any other competitions. However, should the Bill Turner Cup Judiciary consider the offence to be of a particularly serious nature, it may notify the appropriate Federations or Associations of the said offence and the action that it has taken. N.B. It is an automatic forfeit by a team that has less than seven players on the field. See Rule 8(e) N.B. Teams can lose HOME privileges. See Rules 10(c), (d) and (e).

21 OVER AGED PLAYERS 22. Where a school has played and won a fixture using an over-aged player, that school is automatically and immediately withdrawn from the competition. Should this infringement occur, the non offending school shall move onto the next round.

MISCELLANEOUS RULES 23. Entries may be accepted from schools within the Government and Non Government systems.

24. Playing in the Bill Turner Cup does not preclude a player or team from playing in any other soccer competition.

25. The Executive Committee recognise that there is a situation known as “The luck of the draw”. This usually applies to teams in the final Sixteen where they incur more travelling than other teams in the competition. This is unavoidable and regrettable but must be accepted as a condition of entry.

26. The Association President will determine Home and Away for the remaining inter-area fixtures.

27. It will be then left to the discretion of the Executive Committee to determine promotional matches.

28. The Bill Turner Cup is still undergoing tremendous growth. While the wide geographical participation of schools is exciting it does cause administrative problems as Area competitions for the last sixteen places could be considered uneven. Draws may have to be slightly changed to accommodate these problems. This is regretted but unavoidable at this period of development.

29. (a) Without the support of our loyal sponsors the Bill Turner Cup competition would not have made the progress that is evident today. Therefore, we recognise an obligation to our sponsors. Consequently, semi-finalists are required, as a normal courtesy to: (i) co-operate with the attending media. (ii) attend functions (civic receptions, ceremonies of welcome, luncheons etc.) arranged by the sponsors and/or the Executive during the day of the competition’s semi-finals.

N.B. These are strictly organised so as to not affect the later performances of the players. 29. (b) If any school reaching the last sixteen teams, or afterwards, decides that it is unable to fulfil its obligation as a semi-finalist, see Rule 29 (a), they will be required to withdraw immediately from the remainder of the competition. This allows the Executive to restore the defeated team into the next round with time to prepare for the fixture. 29. (c) Should a special presentation ceremony, for example, medal awards, be made by a school to honour their Bill Turner Cup team we respectfully suggest that an invitation be extended to a representative(s) of the sponsors. Invite local electronic and print media to the ceremony. There are times when the competition’s executive members and/or area managers could also be available.

22 30. (a) Only players and Bona Fide Officials are permitted to enter a dressing room or encroach onto the playing field before, during or after a match. 30. (b) Manager/coaches are responsible for the behaviour of their school’s supporters both student and adult. Adequate supervision should be provided. Misconduct by players, managers/coaches and adult supporters is to be actively discouraged. See Rule 18 and the relevant sections in the Code of Behaviour. 30. (c) To avoid congestion on the side lines, only the manager, coach and if necessary, one extra person specifically engaged to attend to injured players on the field, together with up to five substitute players, are permitted within the perimeter fence of the playing field. A school’s cheer squad is permitted inside the fence, but are to be on the opposite side from the school’s representatives named above. All of the above must keep two metres clear of the side lines (for the safety of players and officials) and will be under the directions of the officiating referee, referee assistants, as well as members of the Executive Committee who may be present. 30. (d) As the Bill Turner Cup is an official school function, schools are reminded that no alcohol is to be brought into the ground for consumption or for post match celebrations. We ask participating schools to make players and supporters aware of this fact.

31. (a) The Bill Turner Cup and the Terry Hampton Shield, both carefully and correctly packaged, must be returned to the President no later than Aug 31 each year. 31. (b) Other Perpetual Trophies must be returned to the relevant organising committees before the Area or State Finals.

32. All Rules must be adhered to for all matches played in the Bill Turner Cup competition. Failure to comply with these rules could lead to the school being withdrawn. Ignorance of the rules will not be regarded as an excuse.

For all matches from Area finals to the Final (inclusive).

The Star Player Award is based on the value of 3 points, 2 points and 1 point for both teams.

These points should be awarded on the following criteria: a) Conduct b) Team skills c) Individual skills

NB: 1 Players receiving a red card at any time from the Area Finals onward do not qualify for this award. 2 Players receiving a yellow card in any match from the Area Finals onward do not qualify to be awarded points in that match.

Judges may be: 1 An individual or a panel nominated by the: a) Area Manager b) The President or c) A member of the Executive Committee 2 A competent independent person acceptable to both coaches 3 A competent independent panel acceptable to both coaches 4 The coach of the opposing team 5 The referee who may be assisted by official assistant referees

NB: 1 Judges are to be appointed and agreed to, prior to the commencement of the game. 2 Coaches are NOT to judge their own team. 3 Coaches are urged to complete this section so as not to jeopardise a player’s chances of winning the Star Player Trophy donated by Auscraft Medals. It is possible for a player to accumulate enough points to win despite the team being eliminated before the final has been reached. 4 Star Player Award points will only be recorded upon receipt, by FAX, on the official form printed in this book. Phone calls or scraps of paper will NOT be accepted as this prestigious award will need to be checked at all levels for accuracy.

NEW RULES: Almost every year at least one new rule is introduced to the competition. This usually follows from an incident during the previous season. No rule change is taken lightly at the AGM.

70 BILL TURNER CUP PLATE COMPETITIONS

The Plate Competitions vary in popularity from Area to Area. Therefore, it was decided to continue as before. Area Managers are in charge and must be consulted in the same manner as the Cup Competition.

The following conditions are to be followed:

1 Each Plate Competition is to be confined to its own area. This may also apply to a sub-area where there are a large number of entries within a wide area.

2 Sides losing their first games in the Bill Turner Cup Competition (Qualifying Round, Round 1, Round 2) are eligible to enter the Plate Competition.

3 Area Managers will make up the draws once they have the results.

4 Schools may decline to enter but as a normal act of courtesy Area Managers should be informed of that fact before the draw is made.

5 The Rules and Code of Behaviour of the Bill Turner Cup apply.

6 Only one modest winner’s medal and finalist medal has been struck for each competition. However, medals for all team members may be purchased privately and we strongly recommend AUSCRAFT MEDALS to our supporters.

NB i Reports at the AGM suggested that the best conducted competitions were those that were played in close proximity to the Cup Competition. Leaving the Plate Series until late can cause interest to wane and/or backlogs to occur. ii It is understood that schools in remote areas would find playing in the Plate Competition somewhat difficult. Therefore it was suggested that competitions on an even smaller scale could be introduced. This could be arranged, in the first instance, by consulting with the Area Manager.

HISTORY OF THE BILL TURNER CUP It was in 1979 that a body of dedicated teachers then known as “Northern NSW Schools Soccer” and chaired by well known and long serving Booragul High School (now Lake Macquarie High) teacher, Bill Turner introduced the 15 years and Under Competition.

While he was absent from a meeting, the teachers named the competition the “Bill Turner Cup”. The concept was immediately endorsed by the Northern NSW Soccer Federation and assistance from Senior Officer Stefan Kamasz was greatly appreciated. The late Mrs Fay Budd, a Newcastle business woman donated the original cup which her husband Bill later won with Cardiff High in 1986.

The Cup commenced with a modest 34 entries from the State and Private schools, in the Newcastle region, with Belmont and Whitebridge meeting in the final at Crystal Palace Ground, Wallsend.

Since 1997, all Finals Series have been at the Jack McLaughlan Ground, home of the Edgeworth Eagles State League Soccer Club.

In Sydney a 15 year competition, limited to 64 entries was commenced by John Moscovis and sponsored by Radio Station 2SM. The 1982 Sydney winner entered the Bill Turner Cup at the Semi-final stage. When the Sydney competition folded as a separate entity in 1983, it became a full part of the main competition and the limit of 64 entries was lifted.

The Bill Turner Cup was fully endorsed by Soccer Australia in 1995, Queensland and ACT in 1996, Soccer NSW in 2000 Football Federation Victoria in 2007 and the Football Federation Australia has continued the endorsement.

So popular and prestigious became the competition that schools from five eastern soccer states Northern NSW (1979) NSW (1981), ACT (1982) Queensland (1987) and Victoria (1988) have entered. Currently, the Pilot competition in is in recess.

In 1988 a wonderful era of development began when the Commonwealth Bank became the competition’s major sponsor and remained so for nine years. Their advice and sponsorship was greatly appreciated and aided the remarkable development of the competition.

The Bill Turner Cup and the girls Bill Turner Trophy have no major sponsorship and must rely on a modest entry fee from each competing school.

Apart from the actual Cup another perpetual trophy named the “Terry Hampton Shield” in honour of our long serving administrator was introduced in 1996 to be presented to the finalist.
