Responsibilities of Ministers and o cials around life sciences, chemicals, education and skills

This briefi ng sets out the responsibilities of Ministers and Key Offi cials that relate to the Life Science and Chemicals sectors (the Department of Business, Energy and Industrial Strategy, BEIS) and Education and Skills (the , DfE) as well as for Brexit (DEEU)

Department for Business, Energy & Industrial Strategy (BEIS)

The Rt Hon MP - Secretary of State for Business, Energy and Industrial Strategy: overall responsibility for business engagement, science, innovation and energy. This includes developing and delivering a comprehensive industrial strategy (described as recognising government should be actively engaged in promoting and defending those things that contribute to a successful environment in which businesses can prosper.)

Jo Johnson MP – for Universities, Science, Research and Innovation (joint role with DfE): responsible for universities and higher education reform, life sciences and agri-tech industrial strategies. Also co-ordinating the work of the MRC and other Research Councils, Innovate UK, and the work of the Offi ce of Life Sciences on the wider research and business agenda.

Nick Hurd MP – Minister of State for Climate Change and Industry: responsible for climate change, industry and enterprise, advanced manufacturing and materials.

Key Offi cials in BEIS Mark Turner, Deputy Director BEIS Agri-tech, Bioeconomy and Chemicals (ACE) team ; Chong Phi Vong, Policy Advisor, Agri-tech, Bioeconomy & Chemicals (both sit on Chemicals Growth Partnership – CGP)

Offi ce for Life Sciences (OLS) – a joint unit across the Department of Health (DH) and BEIS Support from BEIS and DH spans OLS, with the aim of enabling the life science agenda to be fully integrated into the priorities for both BEIS and DH, from industrial strategy to the uptake of innovation.

Lord Prior of Brampton – Parliamentary Under Secretary of State for Health: lead on DH industry liaison, Ministerial Industrial Strategy Group for pharma - MISG, the Accelerated Access Review and Brexit negotiations.

Nicola Blackwood – Parliamentary Under Secretary of State for Public Health and Innovation: lead on genomics, data and digital health and emerging health technologies.

Key Offi cials in OLS Nicole Mather, Director of OLS; Adam Barnes, Policy Advisor; Hannah Brown, Policy Advisor (sits on Ministerial Medical Technology Strategy Group - MMTSG) Department for Education (DfE)

The Rt Hon MP, Secretary of State for Education and Minister for Women and Equalities: overall responsibility for schools, further education, higher education, apprenticeships and skills.

The Rt Hon Robert Halfon MP, Minister of State for Apprenticeships and Skills careers: responsibility for education and guidance in schools; apprenticeships (including arrangements for the introduction of the apprenticeships levy and the Institute for Apprenticeships); funding for post-16 provision; further education colleges.

Department for Exiting the European Union (DEEU)

The Rt Hon David Davis MP; Secretary of State for Exiting the European Union: responsible for the policy work to support the UK’s negotiations to leave the European Union and to establish the future relationship between the EU and the UK.
