CITY OF NORCO STAFF REPORT TO: Historic Preservation Commission FROM: Matt Potter, Chair PREPARED BY: Roger Grody, Economic Development DATE: January 23, 2017 SUBJECT: Staffing of the Allen Historical Community Room for the Norco Heritage Collection RECOMMENDATION: Take Appropriate Action SUMMARY: The Commission has previously committed to maintaining public hours at the Allen Historical Community Room where the Norco Heritage Collection is maintained, at the Community Center on the second Sunday of every month, from 10:00 AM to 2:00 PM, coinciding with the hours of the Norco Farmers’ Market. On its first Sunday of December 10, 2017, Vice Chair Potter and Economic Consultant Grody staffed the room, and are requesting for commitments from Commission Members for future dates. BACKGROUND/ANALYSIS: It is necessary to establish in advance a schedule of Commission Members volunteering to staff the Allen Historical Community Room. Staffing should consist of two Commission Members or a single Commission Member and one qualified volunteer willing to commit to the time and date. It is recommended that Commission Members select dates at this meeting for the following scheduled days on which the Historical Community Room will be open to the public: February 11; March 11; April 8; May 13; June 10; July 8; August 12; September 9; October 14; November 11; and December 9. A signup sheet will be available at the meeting for Members to sign up. FISCAL IMPACT: None. RECOMMENDATION: Take appropriate action. AGENDA ITEM 2.A. CITY OF NORCO STAFF REPORT TO: Historic Preservation Commission FROM: Roger Grody, Economic Development Consultant DATE: January 23, 2018 SUBJECT: Review Relevance of Current Subcommittees RECOMMENDATION: Take Appropriate Action SUMMARY: The Commission currently maintains a few longstanding Subcommittees: 1) Archive Policies & Procedures Subcommittee, established in October 2011; 2) Collections Advisory Subcommittee, established in 2013; 3) Liaison to the Navy Committee, established in September 2014; 4) Outreach Subcommittee, established in March 2014; and 5) Oversight of Diorama Improvements Subcommittee, established November 2016. As we begin a new year, it is worthwhile to reevaluate the relevance and roles of each Subcommittees and make any membership changes as desired by the Commission. BACKGROUND/ANALYSIS: The Archive Policies & Procedure Subcommittee was established to review policies related to the storage, handling, and cataloging of historic documents and artifacts. The appointed Members consisted of Chair Potter and previous Commission Member Terri Jacquemain. Shortly after inception, the Subcommittee became known as the Archiving Subcommittee in 2012; the Collections Advisory Subcommittee, currently overseen by Collections Consultant Chuck Wilson and comprised of Commission Members Diana Stiller and Teresa Edwards, is tasked to assist in creating policies for the maintenance and management of the Heritage Collection. Appointed to serve as Liaison to the Navy Committee were Vice Chair Sawyer as the Historic Preservation Commission’s delegate and Commission Member Diana Stiller as the alternate. The Navy Committee is comprised of City Council Members, staff and Navy base personnel and meets quarterly, or as needed. The Outreach Subcommittee, currently consisting of Chair Potter and Commission Member Overstreet, is responsible for communicating the Historic Preservation Commission’s mission and events to the community. And the fifth Subcommittee was established in November 2016, consisting of Vice Chair Sawyer and Commission Member Edwards; Oversight of Diorama Improvements Subcommittee was established to study the feasibility of any improvements to the diorama currently set up in the Norco City Hall lobby. AGENDA ITEM 2.B. Relevance of Current Subcommittees Page 2 January 23, 2018 At this time, the Commission should evaluate the relevance and roles of each current Subcommittee, and make any desired changes in membership as may be desired by Commission Members. FISCAL IMPACT: None. CITY OF NORCO STAFF REPORT TO: Historic Preservation Commission FROM: Bill Wilkman, Cultural Resources Consultant DATE: January 23, 2018 SUBJECT: Review and Approve Fiscal Year 2016/2017 Certified Local Government (CLG) Annual Report RECOMMENDATION: Review and Approve 2016/2017 CLG Annual Report SUMMARY: The City of Norco’s Certified Local Government (CLG) Annual Report was due January 22, 2018; however, because of the lack of a quorum for the January 9, 2018 Historic Preservation Commission meeting, the State Office of Historic Preservation has granted an extension. BACKGROUND/ANALYSIS: As a CLG, Norco is required to report on its historic preservation related activities each year. These annual reports cover the period between October 1 and September 30. The purpose is to document that the City is in compliance with the standards to maintain our CLG status and to establish goals for the coming year. The main matter needing attention from the Commission is the goals for the coming year. As currently drafted, the annual report establishes the following goals to be accomplished by September 30, 2018: With the Norconian Nomination behind us, we will be able to devote local Historic Preservation Funds to: 1. The designation of at least one other property for listing on the City’s Historic Register. 2. The establishment of priorities for future historic resources designations. 3. The initiation of a Mills Act Program. RECOMMENDATION: Staff is seeking comments and direction from the Commission regarding these goals. Wilkman Historical Services (WHS) completed this work earlier this month and the document is ready to be submitted to the California State Historic Preservation Commission for consideration of the property’s listing on the National Register of Historic Places for the significance of these eras. Recommended Action: That the City Council and the Historic Preservation Commission concur in the qualification of the Norconian property for National Register listing in relation to its Naval Hospital and Guided Missile eras and that staff and the Cultural Resources Consultant be directed to work with the Historic Preservation Commission in the preparation and submission of a National Register Nomination to the State Historic Preservation Commission.
