Covid-19 information Direction des Relations internationales Incoming international students et européennes (second semester) Sous-direction de l’Accueil international Academic year 2020/21 Updated : January 25, 2021 In the context of the health crisis we are currently experiencing, Université de Lorraine is making every effort to welcome you in the best conditions during your upcoming study mobility. In order to help you prepare for your arrival in this particular context, this document provides information about the current situation in France, in Lorraine, and the measures implemented by Université de Lorraine to support you. Coming to France International students and researchers are still able to enter France while respecting health measures. If you are arriving from a country outside the European Union, you will have to present before boarding: • A negative RT-PCR test performed within 3 days prior to departure. • A sworn declaration certifying that you do not have any symptoms of a Covid-19 infection and have not been in contact with confirmed cases in the preceding 14 days. This document also certifies that you undertake to respect quarantine for 7 days after arrival and to carry out a COVID-19 RT-PCR test at the end of the quarantine. • An international travel certificate indicating your reason for travel. • One or more documents justifying the reason for travel. Please note: from Sunday 31 January at midnight, if you are arriving from a European country, you must present a negative Covid-19 PCR test performed within 72 hours prior to departure. During these hours, it is forbidden to leave home, except for imperative reasons, such as receiving health care. If so, an exemption certificate must be completed. During the curfew, all shops will be closed. In the event of a first offence, you may face a fine of €135 and up to €3,750 in the event of a repeat offence. Restaurants, bars and cultural venues (museums, cinemas, etc.) remain closed until further notice. Please consult: - the general Covid-19 measures in force in France - the specific measures introduced in Moselle, Meurthe-et-Moselle, Vosges and Meuse Université de Lorraine guidelines Please note: these instructions are likely to change over time, consult regularly the Covid-19 information website of Université de Lorraine: http://www.univ-lorraine.fr/informations-coronavirus-covid-19 Health measures in force on campuses and university facilities The application of barrier measures is reinforced within the university environment: • Mandatory wearing of a mask both indoors and outdoors on all university campuses. • Application of barrier gestures (regular handwashing, distance of one metre whenever possible, one-way traffic flow in facilities, etc). • Ventilation in the rooms: for any occupancy of more than 3 hours, plan a break of at least 15 minutes to ventilate the room (opening of doors and windows). • It is strongly recommended that people on campus download the TousAntiCovid application which facilitates and accelerates the identification of contacts. Access to the university facilities is restricted to students who have been duly asked in (certificate to be presented during controls) in order to: • participate in face-to-face teaching or tutoring sessions; • access to computer equipment of training departments or work areas in university libraries, by appointment (see "Access to services" below); • take exams (continuous, partial or terminal control) and face-to-face competitive exams with a reinforced health protocol. ⚠In all cases, follow the instructions given by your Training department and do not hesitate to contact its Education department if you have any doubts. In order to take account of the tightened curfew situation, user access times to the facilities are reduced from 7.30am to 5pm, except in exceptional circumstances. Contact each unit department to find out exactly how opening hours can be adapted. Travel between home and campus is authorised as long as the student is duly summoned (appointment in a department, access to the University Library areas and computer rooms, classes or exams). In the event of a control, the student must be able to present proof of the convocation or appointment to access the campus. If the student is obliged, due to the time of the meeting, to make all or part of their way back home during curfew, they will have to complete an exemption certificate (which can be downloaded or generated by the TousAntiCovid application). In the event of a control, the student will have to present this certificate, the invitation to attend which justifies the journey during the curfew as well as an identity document.
