PRE FEASIBILITY REPORT

1. Executive Summary

Haryana is one of the partner states of national . To gainfully exploit the potential of being in close proximity of the national capital and to meet the requirement of various land users for the developed land. Both inter and intra city traffic is increasing day by day as the state has developed some infrastructure in the NCR sub-region of Haryana. Moreover the connecting traffic from and to NH-1, NH-2, NH-8 and NH-10 is also increasing through .

The Hon’ble Supreme Court of has ordered on 16.12.2001 and 15.07.2002 in writ petition (civil) 13029 of 1985 i.e. M. C. Mehta vs. Union of India thtat no heavy medium and light goods vehicle will ply on interstate route through Delhi. There can be no corridor or bypass joining different National Highways through Delhi. The corridor, if and when constructed will have to Bye pass Delhi. The Kundli-Manesar-Palwal Expressway in the state of Haryana has been conceived in the light of orders of Hon’ble .

In this context the through Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) has proposed to develop an expressway connecting above mentioned highways and bypassing Delhi.

The proposed Kundli-Manesar-Palwal Expressway has an estimated total length of 135.650 km. The alignment of the project passes through five districts, i.e. , , , Mewat and Palwal. Road land width of 100m along the alignment of proposed expressway has already been acquired by HSIIDC. The alignment of the proposed road starts from NH-1 near Kundli, crosses NH-10 at , Crosses NH-8 near Manesar and finally joins NH-2 near Palwal. The proposed expressway is dual carriageway 6-lane (3+3) expressway and is divided highway intended for traffic with full control of access and provided with grade separators at intersections. No slow moving traffic will be allowed to ply on the expressway.

The proposed expressway crosses through various seasonal streams, irrigation canals, distributaries and nallahs, where major and minor bridges are proposed. About 132 km length out of 135.650 km of expressway has been designed in complete embankment. The

roadway in embankment will generally be about 2m or more above the surrounding ground level.

The estimated total cost for the entire stretch of the project is 3340.81 Crores, which also includes 1020 crores, already spent on road construction. The unit cost per km of Road has been assessed as Rs 24.64 crore per km.

Some parts of the proposed road pass through the forest land. About 35.63 ha of forestland is involved, the clearance for the forest land has already been taken from the MoEF.

Other planned activities include construction of intersections/junctions, culverts and drainage works, toll plazas and ancillary structures, temporary access, diversion roads and site location for WWM plant and other road construction related plants and establishments. The offsite work includes, quarrying from nearby quarry sites, labour camps, material storage yard, earth from nearby burrow area and dumping of construction spoils at dumping sites.

2. Introduction of the project

Background information

i. Identification of project and project proponent. In case of mining project, a copy of mining lease/ letter of intent should be given. –

Project: Construction of 6 lane Kundli- Manesar- Palwal Expressway in the state of Haryana, India.

Project proponent: Haryana State Industrial and Infrastructure Development Corporation Ltd.

Brief description of nature of the project.

The project intends to develop 6 lane road (3+3) carriage way with scope of future expansion) in the state of Haryana. Total length of the proposed alignment is 135.650 km. The proposed alignment passes through 5 districts: Sonipat, Jhajjar, Mewat, Gurgaon and Palwal, in the state of Haryana. The project intends to connect NH-1, NH-2, NH-8 and NH-10, the connectivity of these highways has been proposed at selective locations. HSIIDC was declared as the executing agency by State Government of Haryana for the development of Kundli-Manesar-Palwal Expressway. KMP Expressway has been divided into two packages: Package I- Manesar – Palwal Section (on Item rate mode) PACKAGE II- Manesar Kundli Section (BoT annuity Mode) The road project which is expected to lessen traffic and therefore pollution in Delhi is also expected to spur socio-economic and infrastructure development in the districts surrounding the road.

ii. Need for the project and its importance to the country and or region.

1. To reduce the traffic load & incremental pollution levels:

The Hon’ble Supreme Court of India has ordered on 16.12.2001 and 15.07.2002 in writ petition (Civil) 13029 of 1985 that no heavy, medium and light goods vehicle will ply on interstate route through Delhi or . The KMP expressway passing through the State of Haryana has been conceived in the light of the order of hon’ble Supreme Court of India. The construction of Kundli-Manesar-Palwal Expressway intends to relocate the heavy traffic, plying through Delhi to lessen the traffic and the pollution load in the capital and nearby areas.

2. Enhance connectivity with Cities, other NHs and accessibility:

Project is also designed to increase connectivity by providing access to various National and State highways at selective locations.

Its strategic location in the NCR region, connectivity with NH-1, NH-8, NH-10 and NH-1 aim to bypass the heavy traffic plying through National Capital, thus, makes the project desirable.

Road construction broadly encompasses the issues relevant to the process of road construction and maintenance, including the design, contracting, implementation, supervision, and maintenance of roads and related structures, such as bridges and interchanges. The areas covered includes public works, private contracting of civil works, and labor-based construction techniques. Direct employment generation: during the construction phase of the project which is likely to be completed within 30 months, manpower will be needed to take the part in various project activities. About 6000 persons per day, which includes, skilled, Semi-skilled and unskilled labours, will likely to get work. In the post construction phase the project will provide social benefits to 600 people in terms of direct employment by way of better commercial and industrial development of the area. The project shall also induce indirect employment generation for safai wala, gaurds, local vendors, operation and maintenance workers etc. Indirect employment will be both temporary and permanent. Temporary indirect employment: local vendors, construction material traders, electrician, plumbers etc. will be benefitted through employment generated during construction and maintenance phase. Permanent indirect employment: Safai waala, gaurds, local vendors, kiosk stalls will be benefitted through employment generated during operation phase. The project will therefore provide employment to people from all walks of life: Construction, Building materials, Engineering, Medicine, Hospitality, Education, Information Technology and Administration etc. The project will be beneficial for the local communities, as it will generate employment by way of construction and reduction in pollution with better communication. The project will benefit all the population groups and consequently not differentially or adversely affect any groups.

3. Project Description

iii. Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted.

The project was granted Environmental Clearance from MoEF&CC vide letter no. 5-42/2006, dated 22nd February, 2007 (Annexure I). Site selection and alignment of the project is already frozen. About 68% of the construction work for road and supporting structure has already been finished; the details are attached as Annexure III. Hence no alternative sites are now to be considered.

iv. Size or magnitude of operation The total stretch of roads is 135.650 km in the 5 districts of state of Haryana. The proposed expressway is a dual carriageway-6 lane (3+3lane). The expressway is a divided arterial highway intended for traffic with full control of access and provided with grade separators at intersection. The latitude and longitude of start and end of the proposed expressway are 25º05’41” latitude, 92º49’30” longitude near Kundli in on NH-1 and 25º19’04” latitude, 93º07’38” longitude near Palwal on NH-2. The expressway has connectivity with NH-1, NH-8, NH-10 and NH-2 at selective location. 4 number of grade separator over National highways, 7 Underpass multi span, 29 Underpass single span, 06 Underpass twin cell, 7 road overpasses (OP), 33 agricultural vehicle underpass (AVUP), 31 cattle crossings (CX), 73 Pedestrian crossings (PX), and 4 railway crossings are proposed along the stretch of expressway. 7 major and 19 minor bridges are proposed along with 352 culverts.

viii. Availability of water its source, Energy/ power requirement and source should be given.

Water: 45 lpcd will be required for onsite workers, while water for road construction and sprinkling for dust suppression will also be needed. Approximately 180 KL of water would be required for daily uses in labour camps. The water shall be obtained from nearby surface/ ground water. Power: LSD D.G sets shall be used for power for onsite construction, wherever grid power supply is not available. Power requirement for labourers shall be nil as work shall be limited to daytime only.

ix. Quantity of wastes to be generated (liquid and solid) and scheme for their Management/disposal.

Wastes generated within the site would be of food items, paints, cement, grit, bitumen, tar, oil & grease etc. waste shall be segregated and collected in separate bins and disposed off according to MoEF regulations.

4. Site Analysis

i. Connectivity. The project is a 135.650 km expressway construction, passing through five districts in the state of Haryana viz. Sonipat, Jhajjar, Mewat, Gurgaon and Palwal.

Proposed expressway provides a bypass route to the heavy vehicular traffic ply through National Capital. The proposed expressway is connected with NH-1, NH-10, Nh-8 and NH-2 at selective locations. Expressway’s strategic location provides connectivity to various prestigious industrial projects promoted by the state government. The roads provide villages or revenue lands adequate connectivity.

ii. Land Form, Land use and Land ownership.

The project falls in 5 districts of Haryana. The development of expressway in the area will definitely bring substantial change in the land use pattern of the area. The land acquired for the purpose is predominantly agriculture. About 70% length of the proposed expressway passes through cultivated land and remaining 30% length traverse through forest, barren and inhabited area. About 3846.67 acres of land have been already acquired for the project which also includes 35.63 ha (88.04 acre) of forest land. Hence 3846.67 acres of land has been diverted from agriculture/forest or other landuse to road construction. The impact caused due to change in landuse pattern will be direct and of long term and irreversible in nature.

Soil Profile of the state: The soil in Haryana is continuous part of the Punjab plain, but the area is not leveled at some parts. Over most of the district the soil is fine loam with rich color. However some areas have sandy soil and some areas have kallar. Overall the soil of Haryana State is rich and suitable for agriculture.

Topography The alignment of the proposed passes through plain and undulating terrain, and passes through agricultural area. The terrains and the road alignment are moderate with flat gradients. The state is bounded by river on the east and Ghaggar river in the west. But the southern part is undulating due to Aravali hills region and sand dunes.

iii. Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ)), shortest distances from the periphery of the project to periphery of the forests, national park, wildlife sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In

case of notified industrial area, a copy of the Gazette notification should be given. The landuse the land acquired for the purpose of construction of expressway was mainly agriculture. Around 70% length of the proposed expressway passes through cultivated land. Remaining 30% length of the alignment is passes through forest, barren and inhabited area. The land has already been acquired for the expressway construction and land use has changed to road construction from agriculture, forest and settlement. Although, there is no habitation in the 300 m wide strip along the alignment of expressway. However, there are several villages and settlements locted in the vicinity of the expressway. Water Bodies: various water bodies are falling in 135.650 km of stretch. , West Juan drain, Gurgaon water supply channel, drain, padhani nallah and Ghunchhi drain are the major water channels passing through the proposed alignment. 7 numbers of Major bridges, 19 No of minor bridges are proposed over these drains and Nallahs and 352 No. of culverts are also proposed along the length of alignment to maintain the natural drainage pattern.

Sanctuaries and Wildlife Parks: and bird sanctuary Detailed information shall be furnished in EIA Report.

iv. Existing Infrastructure. As the project was already awarded with EC form MoEF, vide letter no. 5- 42/2006-IA-III dated 22.02.2007 (Annexure I). A large portion of project work has already been completed during the validity of EC period. Details of already constructed chainge length and supporting structure is attached as Annexure III.

v. Soil classification

Sonipat: The district is a continuous part of the Haryana-Punjab plain, but the area is not leveled in some parts. The soil is fine loam of rich color. However, some areas have sandy soil and others are comprised of Kallar. The soil in Sonepat is rich and quite suitable for all types of agricultural crops as well as forest cover.

Jhajjar: The soils of the district are fine to medium textured. It comprises sand to sandy loam in north eastern part covering Bahadurgarh, and Jhajjar blocks. The soil contains massive beds of pale reddish brown coloured clay in the southern eastern parts of the area. The nitrogen contents are low in the soils of the area.

Gurgaon: Major soil type in Gurgaon is loamy sand soil which covers 101 thousands Ha constituting around 84.2 % of total geographical area. The alluvium in the area comprises silt, sand, gravel, clay and kankar. The major cropping systems under the existing farming system are bajra wheat, bajra-mustard guar-wheat and guar-mustard.

Mewat: Soils of the Mewat district are mostly salt affected. The soils are medium textured loamy sand and falls in low to medium category with 0.2 %to 0.75 % organic content. The average conductivity of the soil is not more than (0.80 u mhos/cm) and the average pH of the soil is between 6.5 to 8.7. Soils of the district are suitable for cultivation of variety of crops

Palwal: The soils are sandy loam to loam having good quality irrigation water. The main source of irrigation is tubewells and canal. The main cropping system is paddy- wheat.

vi. Climatic data from secondary sources. This region has a continental climate and is extremely hot in summer at around 45 °C (113 °F) and mild in winter. The hottest months are May and June and the coldest December and January. The climate is arid to semi arid with average rainfall of 354.5 mm. around 29% rainfall is received during the month from July to September and the remaining rainfall is received during December to February.

vii. Social Infrastructure available. Basic social infrastructure is available in the area inhabited such as health care facilities, basic education, markets, police chowki, transportation, roads etc.

6. Proposed Infrastructure

iii. Green Belt. Plantation shall be done on either side of the road, as well as on the median, by HSIIDC after the completion of project. Forest clearance for 35.63 ha of forest land

has been already acquired from MoEF vide letter no. 9-HRC1261/2006-CHA/12412. Letter for forest clearance & Compensatory Afforestation is attached as Annexure V.

iv. Social Infrastructure. It is anticipated that toll booths, temporary camps and rain water harvesting structures along with supporting drains shall come up along the alignment.

v. Connectivity (Traffic and Transportation Road/ Rail/ Metro/ Water ways etc) The project is a 135.650 km expressway construction, passing through five districts in the state of Haryana viz. Sonipat, Jhajjar, Mewat, Gurgaon and Palwal. Proposed expressway provides a bypass route to the heavy vehicular traffic ply through National Capital. The proposed expressway is connected with NH-1, NH-10, Nh-8 and NH-2 at selective locations. Expressway’s strategic location provides connectivity to various prestigious industrial projects promoted by the state government. The roads coming from villages or revenue lands have adequate connectivity.

vi. Drinking Water Management (Source & Supply of water) Water at 45 lpcd shall be required for construction and operational workers. Drinking water will be provided in camps through bore wells/ water tankers.

vii. Sewerage System Mobile toilets and STPs/ soak pit shall be provided for construction and operational workers.

viii. Industrial Waste Management Waste management during construction and operational phase shall be done as per MoEF norms. Hazardous waste will be dealt with due care.

ix. Solid Waste Management x. Waste management during construction and operational phase shall be done as per MoEF norms. Organic and inorganic wastes will be segregated and disposed off accordingly.

xi. Power Requirement & Supply / source Power requirement during construction phase will be met with LSD D.G sets in case of non availability of electric supply. For operational phase, electrical supply will be

used wherever available.

7. Rehabilitation and Resettlement (R & R) Plan

i. Policy to be adopted (Central/State) in respect of the project affected persons including home oustees, land oustees and landless laborers (a brief outline to be given). Most of the land coming under the project area is cultivated land. Along with this the alignment of expressway passé through forest land barren land and inhabited area. The land required for the construction was already acquired by HSIIDC before the start of construction work. As no additional land acquisition is needed, no R&R is required for the project. Letter for forest clearance is attached as Annexure V.

8. Project Schedule & Cost Estimates

i. Likely date of start of construction and likely date of completion

The project was awarded with Environmental Clearance from MoEF, vide letter no. 5-42/2006-IA-III, dated 22nd February, 2007. A great length of expressway and supporting structures was completed within the validity period of EC. Detail of construction already completed is attached as Annexure III. The project shall restart its remaining construction work as and when it is granted environment clearance from EAC, MoEF. The completion period of the project construction is estimated about 30 months.

www.dasindia.org Page 16 ENVIRONMENT CLEARANCE FOR CONSTRUCTION OF 6 LANE KUNDLI MANESAR PALWAL EXPRESSWAY PROJECT IN STATE OF HARYANA

The construction of Kundli-Manesar-Palwal Expressway intends to bypass the heavy traffic, plying through Delhi to lessen the traffic and the pollution load in the capital and nearby areas. Project is also designed to increase connectivity by providing access to various National and State highways at selective locations. Construction of new expressway not only removes the bottleneck of Delhi for better road connectivity but will also open new corridors for development of the region. The project will facilitate the agriculture in all the five and several other adjoining districts. It will specially benefit the floriculture in by providing faster access to International Airport. As per Census of India, 2011, no Tribal population is listed in the regions.
