Mt. Speaker: Any way, this is not the proper time to settle this matter. This is Question Hour. But, before we take up the questions, I wish to make and observation. When we give notice of Questions to the Government a reasonable time earlier, i.e. about 9/1 days is given to send the replies the Government is also expected to send the replies well in time. But I find generally speaking the replies are hardly received in my Secretariat 15/20 minutes earlier. As a result I am unable to go through those replies and because of that it is absolutely impossible for me to decide whether the supplementaries raised are in order or not. I would therefore request the Government to ensure that replies are sent to my Secretariat at least 24 hours earlier.

Implementation of Recommendation of Kothari Commission

*56 Shri Fatech Chand Vij: Will the Chief Minister be pleased to state-

a) The name of the Privately managed schools in the State which have implemented the recommendations of the Kothari Commission in accordance with the orders of the Government;

b) Whether any of the managements of the privately-managed schools have refused to implement the said recommendations; if so, the names of such schools together with the action taken or proposed to be taken by the Government against them; c) The reasons for withholding the disbursement of grants for the period form March to June 1968 keeping in view the fact that the grants for the period from December, 1967 to February1968 has been disbursed?

Shri Bansi : (a) The statement is laid on the Table of the House.

(b) Yes, S.M Hindu High School, Sonepat and Mutsadi sanctioned to them for the quarter ending February, 1968 has been withheld.

(c) The realease of Grant-in-aid for the period from March to June 1968 has been withheld as the managements of the privately managed schools have requested to suitably modify the conditions attached to the disbursement of Grant-in-aid. The request of the Managements is under the consideration of the government and decision will be taken shortly. STATEMENT

Complaint Against Deputy Collector, Pehowa Division

I was pained to know that some communal fellings were aroused in the revenue staff of Pehowa Stateion. This became my duty that I should find out the nucleus of all this trouble, in the larger interest of the Haryana State. This trouble was created by a letter written by some I.B.Cs. of the Stateion who alleged Communal against the Zilladars.

I enquired form Shri Puran Chand I.B.C. in whose manuscript the letter is told to has been written. He frankly and sincerely admitted for this move by Shri H.R. Malik Deputy Colletor Pehowa Division Kaithal While on tour on 30 t h April 1968. In that everythin was got doen under pressure. He told that it was written on the same day. His contention was supported before me by Shri Janardhan Sharma another signatory to the letter. I hear Shri Gobind Singh iladar also who informed that no such problem ever existed in the Section. It was sinister move manipulated by the Deputy Collector himself in order to get his favourite Ziledar Shri Hari Bhagat transferred to this section. Shri Gurcharan Singh another I.B.C. also repeated the same story. I am satisfied that the Deputy Collector is himself Communal and has exploited the patwaris.

As an M.L.A. of the area I feel that the officer should not be allowed to play with the communal harmony of the State for his personal ends. He should therefore be transferred immediately and all other transfers of Pehowa Section should be cancelled so that the real enemy of secularism should duffer and not the victims of his sinister moves.

I hope an immediate action will follow.

Complete Switch-over to Hindi in the State

*28. Sh. Mangal Sein: Will the Minister for Finance be please to state the steps so far taken by the Government to introduced Hindi for conduction official workup to Secretariat level?

ANNEXURE 1

The steps taken so far to introduce Hindi for conduction official work up to the Secretariat level are detailed below:-

1. Three centres have been started in the Civil Secretariat for imparting training in Hindi Stenography to English Stenographers. Three more such centres are being started shortly which will meet the requirements of training the Stenography of the other offices lactated at Chandigarh. 2. Regular Hindi teaching classes have been started in the Civil Secretariat for those Government employees who ar not yet conversant with the working knowledge of Hindi.

3. Five guide-books have been prepared to help the Government employees in their day to day working in Hindi, which will be ready by 15 t h August, 1968.

4. A chart containing about five hundred commonly used Administrative terms in English with their Hindi equivalent has been brought out and supplied to all the officers.

5. About 4,600 Text pages of the various Codes, Acts, Manuals, Rules etc. have been rendered into Hindi apart from the translation of 8800 form.

6. In consultation with Heads of Departments all possible efforts are being made to place orders for the requisite number of Hindi typewriters (Standard as well as portable) and to ensure that the same are procured through the controller of Printing and Stationery, Haryana well in time.

7. As regards the districts, District language officers have been posted at all District Headquarters to render on the spot assistance to the officers located there for their day to day working in Hindi, Besides this thee are eight centres (seven at each District Headquarters and one at Ambala Cantt) to impart-training in Hindi Stenography and typewriting to the Government employees.

Distribution of Tractors in the State

Apprenticeship of the Clearks employed in the Irrigation Department

(a) Whether it is a fact that the clerks employed in the Irrigation Department during the period from 1 st September, 1961 to 31 st December, 1964, had to serve on apprenticeship basis for two months; if so, the reasons therefore;

(b) Whether the rule of apprenticeship referred to in part (a) above was applicable before or after the period referred to above; if not, the reasons for applying the said rule to the appointments made during the said period only;

(c) Whether there is any proposal under consideration of the Government to pay the arreasrs to the clerks appointed during the period mentioned in part (a) above?

Sh. Ram Dhari Gaur: (a) Yes. This was in keeping with the Government policy applicable to all Departments of Government that clerks recruited through the Subordinate Services Selection Board should undergo an apprenticeship of two months.

(b) No. The period of two months apprenticeship was to train the apprentice and judge his suitablility for the post of a clerk at the end of this period. He was appointed as a regular clerk only if the appointing authority was satisfied that he had acquired the necessary preliminary knowledge to work as such.

Janoli Drain

A regulator has also been provided at its outfall into Gaunchi Main Drain in order to prevent Flood Water of Gaunchi Main Drain flowing into Janauli during high flood. Permanent remedy will be available afte the work of Remodelling Gaunchi Main Drain is completed, which work is already in progress from its out-fall to upward sides.

i. Prithla to Dhatir via Dudhola where a good Health Centre is built by the Government.

ii. A Rural Road from Gadhpuri to Jaindapur to reduce the distance of the Ruler people for Gurgaon and Delhi. iii. A Rural Road from Janoli to Asswti to connect the Rura People with the Railway Station. iv. A Rural Road from Asawti to Kushlupur to connect this area with Delhi-Mathura Road.

v. A Rural Road from Tikri Brahaman to Khushlupur to connect this area with Delhi-Mathura Road?

Sh. K.L. Poswal: The Government is not considering any proposal at present to construct any of these roads, owning to paucity of funds, and due to non-inclusion of these roads in the current year’s Plan.
