on the political situation in Cambodia1, of 9 July 2015 on Cambodia’s draft laws on NGOs and trade unions2 and of 16 January 2014 on the situation of rights defenders and opposition activists in Cambodia and Laos3, – having regard to the EU local statement of 30 May 2016 on the political situation in Cambodia, – having regard to the report of the UN Special Rapporteur on the situation of human rights in Cambodia of 20 August 2015, – having regard to the UN Human Rights Council resolution of 2 October 2015 on Cambodia, – having regard to the UN Human Rights Committee’s concluding observations of 27 April 2015 on the second periodic report of Cambodia, – having regard to the Universal Declaration of Human Rights of 10 December 1948, – having regard to the International Covenant on Civil and Political Rights of 1966, – having regard to the 2008 EU Guidelines on Human Rights Defenders, – having regard to the 1997 Cooperation Agreement between the European Community and the Kingdom of Cambodia, – having regard to the resolution adopted by the UN General Assembly on 8 March 1999 on the Right and Responsibility of Individuals, Groups and Organs of Society to Promote and Protect Universally Recognised Human Rights and Fundamental Freedoms, – having regard to the statement of 1 April 2016 by the UN Special Rapporteur urging Cambodia to strengthen protection of women and indigenous peoples’ rights, – having regard to the joint statement by civil society organisations of 2 May 2016 condemning the charging of human rights defenders, – having regard to the RC\1097596EN.doc PE582.765v01-00 } PE582.768v01-00 } PE582.771v01-00 } PE582.776v01-00 } PE582.780v01-00 } PE582.783v01-00 } PE582.784v01-00 } RC1 EN – having regard to the Cambodian Constitution, in particular Article 41 thereof, in which the rights and freedoms of expression and assembly are enshrined, Article 35 on the right to political participation and Article 80 on parliamentary immunity, – having regard to Rules 135(5) and 123(4) of its Rules of Procedure, A. whereas in the last few months there has been a steady increase in the number arrests of members of the political opposition, human rights activists and representatives of civil society; B. whereas Prime Minister Hun Sen has been in power for over 30 years; whereas Sam Rainsy, the president of the leading opposition party, the CNRP, remains in self-imposed exile driven by previous prosecutions on trumped-up politically motivated charges, and whereas acting CNRP president, Kem Sokha, is under investigation; whereas on 22 April 2016 a Phnom Penh court prosecutor announced that CNRP president Sam Rainsy would face trail in absentia on further politically motivated charges, starting on 28 July 2016; C. whereas on 20 November 2015 Sam Rainsy was summoned by a court to appear for questioning in relation to a post published on his public Facebook page by an opposition senator, Hong Sok Hour, who has been under arrest since August 2015 on charges of forgery and incitement after posting a video on Sam Rainsy’s Facebook page containing an allegedly false document relating to the 1979 border treaty with Vietnam; D. whereas on 3 May 2016 the Phnom Penh Municipal Court summoned Kem Sokha regarding a charge of criminal defamation, along with MPs Pin Ratana and Tok Vanchan, notwithstanding the fact that they enjoy immunity; E. whereas on 12 May 2016 the well-known political analyst Ou Virak was also summoned on charges of defamation after expressing his opinion about the Kem Sokha case; F. whereas on 2 May 2016 politically motivated charges were brought against Ny Sokha, Nay Vanda and Yi Soksan (three senior human rights advocates from the Cambodian Human Rights and Development Association (ADHOC)), former ADHOC staffer Ny Chakrya, who is deputy secretary-general of the country’s National Election Committee (NEC), and UN Office of the High Commissioner for Human Rights (UN OHCHR) staffer Soen Sally, and whereas they could receive sentences of up to 10 years’ imprisonment; G. whereas National Assembly opposition member Um Sam An was stripped of his parliamentary immunity and arrested on 11 April 2016 on trumped-up accusations of ‘incitement to cause chaos in society’ in connection with his non-violent views on Cambodia-Vietnam relations; whereas he was subsequently held by the Counter-Terrorism police, indicted for trial and remanded in detention on these charges; H. whereas on 26 April 2016 the Phnom Penh court indicted Rong Chhun, a former trade RC\1097596EN.doc PE582.765v01-00 } PE582.768v01-00 } PE582.771v01-00 } PE582.776v01-00 } PE582.780v01-00 } PE582.783v01-00 } PE582.784v01-00 } RC1 EN union leader who is currently a member of the NEC, for trial on trumped-up politically motivated charges of incitement to violence provoked by the government security force’s suppression of strikes by workers in late December 2013 and early January 2014; whereas two important elections are due to be held (communal elections in 2017 and parliamentary elections in 2018), and whereas applying pressure on the NEC is a method used by the government to influence these elections; I. whereas on 9 May 2016 eight people protesting peacefully against the arrests of the ADHOC staff members, including Ee Sarom, director of the NGO Sahmakun Teang Tnaut, Thav Khimsan, deputy director of the NGO LICADHO, and a Swedish and German advisor to LICADHO, were arrested and set free shortly afterwards; whereas on 16 May 2016 the same happened to five peaceful demonstrators; J. whereas the EU is Cambodia’s largest partner in terms of development assistance, with a new allocation

    Mr Josep Borrell Vice-President of the European Commission High Representative of the Union for the CFSP Rue de la Loi 170 1000 Brussels Brussels, 16th April 2021 Dear Mr. High Representative; Mr Vice-President of the Commission: A delegation from the illegitimate National Assembly of the Bolivarian Republic of Venezuela, which emerged from the electoral farce organised on 6th December 2020 by the regime of Nicolás Maduro, recently paid a visit to Brussels and was officially received by the institution you lead. According to a statement you made on behalf of the European Union on 6th December, this spurious process took place in the absence of electoral conditions that could have guaranteed its credibility, without any respect for political pluralism, and in an atmosphere of persecution and disqualification of democratic leaders whose legitimate rights were curtailed. Your statement concludes that such circumstances could not consider this process credible, inclusive, and transparent and therefore the results did not represent the will of the Venezuelan people. That initial statement was confirmed on 6 January of this year by a new declaration, in similar terms to those expressed on 6 December, and by the conclusions of the Foreign Affairs Council of 25 January. These reiterated the lack of recognition of the electoral process and regretted the behaviour of the authorities of the Maduro regime, whose actions are preventing a solution to the serious crisis in Venezuela. We were surprised and gravely concerned to learn that on 14th April, at your request, senior officials of the European External Action Service received the aforementioned delegation, comprising Iris Varela, Pedro Carreño and Desirée Santos Amaral, at the EEAS headquarters.

    Is There a Gap in Economic Culture Between Countries and the Transition Economies? Milan Zver Tjaša Živko Vito Bobek The process of enlargement is in its final stage, the shavemore or less adapted to the western standards, which is not yet sufficient for successful completion of the transition process successfully. We have learned from the failed communism that the imported norms, institu- tions and practices can cause entropy, unless they reflect the prevailing cultural orientation in the society. People should believe that what they are presented as right (norms) is also good (values). For this reason the system of norms and values should be developed simultaneously. The research results show that the symptoms of economic cultures are less evident in the sthanintheselected countries, thus the democratic socialization (stimulated from outside) is the key issue. For this reason the s should be included in the network of the Euro- Atlantic integrations as soon as possible in order to ensure the demo- cratic stability and economic efficiency of Europe. Introduction The process of enlargement has reached its final stage. The most ad- vanced accession countries have closed almost every negotiation chapter.¹ In the process of transition the post-communist s² are becoming more similar to the democratic societies³ and to the modern economic systems from the structural and cultural⁴ point of view. Structural adaptation requires the adoption of basic institutional, ju- ridical and behavioural standards in force in the developed western so- cieties.     Hon. Mr President of the European Parliament, Dear David Sassoli, Since March, when the outbreak of COVID-19 intensified in Europe, the functioning of the European Parliament (EP) has changed dramatically, due to the sanitary measures applied. We understand the inevitability of the contingency plan, taking into account the need to prevent infection and the spread of the virus and to protect the health and lives of people. Six months later, the functioning of the EP is gradually returning to normal. However, there are services whose unavailability seriously impairs parliamentary work, namely the interpretation service. The European Union (EU) has 24 official languages and all deserve the same respect and treatment. We recognize that the number of languages available in committee meeting rooms has been increasing, but even so, more than half of the languages still have no interpretation. Multilingualism is a right enshrined in the Treaties that allows Members to express themselves in their own language. Now, that is not happening and we are concerned that the situation will continue, even taking into account the expected workflow in the commissions after these atypical six months. In this sense, we appeal, once again, to you, the President of the EP for the application of the letter and the spirit of the principle of multilingualism, finding solutions that respect this principle and that allow the use of any of the 24 official languages of the EU. The expression of each deputy in her/his own language is a priority so that there can be conditions to fully exercise the mandate for which she/he was elected and a condition of respect for the citizens who elected her/him.

    Brussels, 27 March 2017 Dear Mr. Dijsselbloem, Earlier this week we have known the statements you have made to a communication media, which we consider unequivocally discriminatory and offensive against several EU countries as well as offensive and sexist towards women. Shortly after the publication of your statements, you had the opportunity to rectify at the European Parliament, but you avoided doing so. On the contrary, instead of apologizing, you have said that the problem is that we do not understand the direct style of speech known to Calvinist culture. In our opinion, Calvinist culture has nothing to do with disdain for other people. This is the reason why we are again asking you - as representatives of European citizens, who have chosen us directly - to reflect and to rectify. Your statements attack one of the most important values that underpin our European Union: equality. In the last six decades, we have all managed together, Mr Dijsselbloem, to materialize a dream that once seemed unthinkable: that Europeans should be equal in opportunities, rights and obligations. The EU is not just rules, meetings and political decisions. What supports all of this, what gives meaning to the EU, are our common values, and equality as the most important one. Therefore, respecting these values should be the first obligation for any European leader, Mr Dijsselbloem. This includes assuming that European citizens, like any human being, are all equally respectable, regardless of our gender and our country of origin or residence. Attacking a certain group of countries as you have done is attacking each one of the EU countries.
