Global Ionosphere-Thermosphere-Mesosphere (ITM) Mapping Across Temporal and Spatial Scales A White Paper for the NRC Decadal Survey of Solar and Space Physics Andrew Stephan, Scott Budzien, Ken Dymond, and Damien Chua NRL Space Science Division Overview In order to fulfill the pressing need for accurate near-Earth space weather forecasts, it is essential that future measurements include both temporal and spatial aspects of the evolution of the ionosphere and thermosphere. A combination of high altitude global images and low Earth orbit altitude profiles from simple, in-the-medium sensors is an optimal scenario for creating continuous, routine space weather maps for both scientific and operational interests. The method presented here adapts the vast knowledge gained using ultraviolet airglow into a suggestion for a next-generation, near-Earth space weather mapping network. Why the Ionosphere, Thermosphere, and Mesosphere? The ionosphere-thermosphere-mesosphere (ITM) region of the terrestrial atmosphere is a complex and dynamic environment influenced by solar radiation, energy transfer, winds, waves, tides, electric and magnetic fields, and plasma processes. Recent measurements showing how coupling to other regions also influences dynamics in the ITM [e.g. Immel et al., 2006; Luhr, et al, 2007; Hagan et al., 2007] has exposed the need for a full, three- dimensional characterization of this region. Yet the true level of complexity in the ITM system remains undiscovered primarily because the fundamental components of this region are undersampled on the temporal and spatial scales that are necessary to expose these details. The solar and space physics research community has been driven over the past decade toward answering scientific questions that have a high level of practical application and relevance. -

This report is the culmination of a two and one-half month review of preparations in Russia for the Phase 1A missions (Soyuz TM-21, Mir 18 Main Expedition, and STS-71). Once again the Task Force received tremendous support from many individuals and organizations at NASA. The same applied to our site visits in Russia where we were met with an openness and candor which served to reinforce our confidence in the ultimate success of the upcoming missions. Over the next two months, the Task Force will be focusing its efforts in two areas. The first are the preparations for STS-71, including the status of the Orbiter Docking System and the analysis of data produced by the STS-63 mission. The second area is the NASA and NASA contractor presence in Russia, including the interaction of Phase 1 and Phase 2 personnel, NASA and contractor functions, and the transition from Phase 1 to Phase 2. INTRODUCTION The twin themes of competition and cooperation have been the focus of many studies in animal behavior (Alcock, 2001; Dugatkin, 2004; Krebs and Davies, 1997). Competition receives prominent attention because it forms the basis for the unifying, organizing principle of biology. Darwin's (1859) theory of natural selection furnishes a powerful framework to understand the origin and maintenance of organic and behavioral diversity. Because the process of natural selection depends on reproductive competition, aggression, dominance, and competition for mates serve as important foci of ethological research. In contrast, cooperation in animals is less easily explained within a Darwinian framework. Why do animals cooperate and behave in ways that benefit others? Supplements to the theory of natural selection in the form of kin selection, reciprocal altruism, and mutualism provide mechanisms that transform the study of cooperative behavior in animals into a mode of inquiry compatible with our current understand- ing of the evolutionary process (Clutton-Brock, 2002; Hamilton, 1964; Trivers, 1971). If cooperation can be analyzed via natural selection operating on indivi- duals, a new way to conceptualize the process emerges. Instead of viewing cooperation as distinct from competition, it becomes productive to regard them together. Students of animal behavior have long recognized that an artificial dichotomy may exist insofar as animals frequently cooperate to compete with conspecifics. -

Mir the space station Mir was a space station operated by the Soviet Union and it was the first modular space station, it was brought down in 2001. The Russian Space Programme in the 21st Century The Russian government promised to replace its key space assets, inherited from the former USSR, with a brand-new triad of space infrastructure for the 21st century. In addition to a next-generation manned spaceship, Russia committed to build a new launch site and a fleet of rockets with a wide range of capabilities. -

In the course of an assessment of Civilian Space Stations, the Office of Technology Assessment (OTA) has undertaken a study of the presence of Soviets in space and their Salyut space stations, in order to provide Congress with an informed view of Soviet capabilities and intentions. The major element in this technical memorandum was a workshop held at OTA in December 1982: it was the first occasion when a significant number of experts in this area of Soviet space activities had met for extended unclassified discussion. As a result of the workshop, OTA prepared this technical memorandum, “Salyut: Soviet Steps Toward Permanent Human Presence in Space. ” It has been reviewed extensively by workshop participants and others familiar with Soviet space activities. Also in December 1982, OTA wrote to the U. S. S. R.’s Ambassador to the United States Anatoliy Dobrynin, requesting any information concerning present and future Soviet space activities that the Soviet Union judged could be of value to the OTA assess- ment of civilian space stations. -

The Ethics of Animal Research – Teacher Notes The previous lesson showed the extensive use of animals in the early days of space research and even today to further our understanding of the space environment. This raises important questions about the ethics of using animals in research. The use of animals in scientific experimentation has always been, and will always be a controversial subject. It is however an unavoidable fact that without animal research we would know far less about biology, diseases and medical conditions that affect humans and other animals. While researchers agree that animals should only be used when there is no known alternative and they should be treated with humane respect to avoid suffering, the scientific community continue to agree that the historical use of animals in research has allowed the development of medical treatment, surgical techniques, vaccines and the advancement of science in other areas. As we know animals were used extensively to serve as surrogates for human beings in the early days of spaceflight to learn vital information about the environment. In recent times, although animals continue to be used in space research, valid arguments about animal suffering have led to great improvements in their treatment. It is estimated that between 50 and 100 million animals are used in research experiments every year. Animals used in testing come from a variety of sources. While many animals, particularly worms and rats, may be purpose bred for testing other animals are still caught in the wild. Opponents to animal testing argue that it is cruel and unnecessary, that the results never reliably predict the reaction of human physiology and that animals have the same right as humans not to be used for experimentation. -
