Kenneth Clemons is pictured here and on the cover of the Annual Report. As a guest of the Franciscan Outreach shelter in North Lawndale, Kenneth was provided with three healthy meals a day, a safe place to sleep at night, a dedicated case manager, daily support services, access to housing programs, and specialized services such as medical assistance, mental health counseling and legal aid. Kenneth lost both his legs after he was struck in a hit-and-run auto accident. As this shelter is a wheelchair- accessible facility, it enabled Kenneth to be fully mobile. With the help of his Franciscan Outreach case manager, Kenneth was able to become housing ready and transition to permanent supportive housing. A Message from

Franciscan Outreach 2018 Annual Report 3 Doors Close at the Marquard Center Allowing for Program & Service Expansion

For nearly 30 years, Franciscan Outreach welcomed thousands of our city’s most vulnerable neighbors into the Marquard Center facility at 1645 West LeMoyne St. in the Wicker Park community. Named after Fr. Phillip Marquard, the Franciscan who founded Franciscan Outreach, the Marquard Center became a safe place where men and women who were at risk of becoming homeless and those experiencing homelessness came to access critical programs and services so they could get the assistance they needed to gain stability in their lives. In 1990, we opened our doors to all those in need. Over the years, the Wicker Park community became increasingly gentrified. And, in recent years, we began serving fewer guests at this location. As a result, the Franciscan Outreach Board of Directors made a strategic decision to sell the property in order to reinvest in our Shelter Program operations on Chicago’s West Side where the need is greatest. In 2018, we sold the property and for several months, we helped each guest transition to another Franciscan Outreach service site or access an alternate comparable resource.

Doors Open at a New Shelter in Pilsen An Innovative Model

In 2018, Franciscan Outreach opened a new and innovative shelter at 1856 South Loomis St. in the Pilsen neighborhood. This shelter is a 24-hour, low-barrier facility that is the first of its kind in the Midwest. It’s designed to meet the specific needs of people transitioning from living on the streets and in tent encampments to a more stable environment. Franciscan Outreach partnered with the City of Chicago to open this 40-bed shelter. We work closely with the Department of Family and Support Services (DFSS) street outreach teams to encourage people to consider staying at this new shelter. The shelter provides people with the opportunity to stay in a stable environment that reduces the health and safety risks they’ve been exposed to while living outdoors. It’s unlike traditional shelters because it provides 24-hour access, three meals per day, a dedicated case manager, storage for personal items, the ability to stay as a couple, and a room for personal pets. It also provides people with access to an array of programs and services they need to gain stability and independence in their lives.
