ECONOMIC DEVELOPMENT ELEMENT GOALS, OBJECTIVES, AND POLICIES

GOAL 1: The city will foster economic growth and expansion of existing businesses thru promotion of balanced and orderly economic development. Objective 1.1: Support and highlight the promotion of available sites and buildings for commercial, industrial, and manufacturing Policy 1.1.1: Identify, promote, and help market land and building assets. Policy 1.1.2: Support and collaborate with commercial real estate brokers as they market properties for development within the city. Policy 1.1.3: Monitor and help minimize vacancy rates for existing buildings through business retention and recruitment programming. Polia 1.1.4: Support development and redevelopment that diversifies our economic base by establishing strategies in the goals, objectives, and policies of future land use. Objective 1.2: Engage in and create innovative partnerships to support existing businesses and business expansion opportunities. Policy 1.2.1: Through partnerships create, attract, and retain target industries and clusters. Policy 1.2.2: Develop and maintain a comprehensive and flexible existing industry pro rg am. Policy 1.2.3: Explore various options to collaborate with the private sector and industry groups to expand and retain industries. Policy 1.2.4: Increase the awareness and use of local, State, and regional resources that assist with retention, attraction and growth of value-added-businesses. Objective 1.3: Create a regulatory environment that embraces collaboration and cooperation. Policy 1.3.1: Identify-and-improve upon regulations that inhibit business growth so that amendments can be made to ensure the city remains competitive as a business location. Policy 1.3.2: Explore and put into motion known best practices that are business-friendly and encourage business growth, expansion, and attraction; the ultimate goal being the diversification of the city's economic base. Policy 1.3.3: Foster the upkeep of a business-grounded development code to encourage business growth and consistency with Commission directed strategic plans. Policy 13.4: -Support the timely implementation of necessary changes to the development codes as mandated by changed markets and the need for the community to remain competitive. Policy 1.3.5: Encourage inter-department cooperation to maintain a streamlined and business-centric permittingprocess.

Policy 1.3.6: Advocate for the simplification and clarity of the City's land use and zoning codes which would further encourage the attraction of high value adding_mdustry clusters to the city. Objective 1.4: Support the retention and expansion of small and local businesses. Policy 1.4.1: Create clear communication channels to small businesses to address their regulatory concerns. Policy 1.4.2: Support local organizations that aid in the development and recovery of small and disadvantaged businesses in North . Policy 1.4.3: Advocate for resources that address the concerns and needs of businesses that do not otherwise qualify for incentive programs or are not targeted industries. Policy 1.4.4: Identify and remove redundant systems, complexities, and barriers to entry that are harmful to the development of economic growth by small and local businesses. Objective 1.5: Target high paying professional industries for development in North Port. Policy 1.5.1: Support business retention efforts that target high-growth companies. Policy 1.5.2: Monitor and respond to the needs of targeted industries that have been identified as having high growth potential. Policy 1.5.3: Support business attraction efforts with responsive support services and competitive incentives programs. Objective 1.6: Develop and maintain a sustainable portfolio of economic development incentives that are effective in achieving desired community outcomes. Policy 1.6.1: Develop and adopt guidelines for awarding incentives that will bring net benefits to the city. Policy 1.6.2: Recognize and protect the importance of a diversified economy and base. Policy 1.6.3: Foster a healthy environment for discourse to ensure sustainable incentives program remains in place. Objective 1.7: Encourage participation from all sectors for the development of spin-off industries from Warm Mineral Springs. Policy 1.7.1: Explore ways to find the right combination of participation from the public and private sectors to leverage this rare asset. Policy 1.7.2: The city must partner with various sectors to ensure a trained and ready healthcare and hospitality workforce is in place to support the projected development. Policy 1.7.3: Encourage the promotion of Warm Mineral Springs as a health and wellness destination. Policy 1.7.4: Seek wa spitalize on growth of the health and wellness tourism to foster a health and tourism cluster.

GOAL 2: Create and encourage the environment needed to develop product -land and buildings. Objective 2.1: Support policy that will maintain a competitive business cost structure as it relates to land use and development. Policy 2.1.1: Develop and maintain a fair, timely, and predictable re ug_latory environment. Policy 2.1.2: Encourage and support regional collaboration to advance mutual economic oals. Policy 2.1.3: Maintain competitive incentives and programs to attract and retain diverse industries to grow North Port's economic base. Policy 2.1.4: The City should consider the high priority of retaining emplo ment-generating land uses in appropriate locations during the review of comprehensive plan amendments and rezoning requests. Policy 2.1.5: The City will consider potential changes to its Land Development Regulations to provide for a wide range of uses in commercial areas that contribute to the City's total employment base, provide the goods and services needed by the City's residents, and promote the retention and expansion of businesses and attractions in the City's commercial areas. Objective 2.2: Assist in the creation of available shovel ready sites for a diversified economy. Policy 2,2.1:__Provide the regulatory network and processes to help increase available shovel-ready sites for manufacturing, research & development, office uses, distribution, and light industrial use. Policy 2.2.2: Foster a community environment for creative ways of land ownership for strategic parcels to be used for desired development. Policy 2.2:3: Encourage collaboration with, and support of, landowners to accelerate the development of sites within the Activity Centers. Policy 2.2.4: Encourage business development within the existing urban service area whenever possible. Obiective 2.3: Identifv ke 11arcels within the Activ Centers, and artner with landowners and develo 11ers to facilitate the conversion of these arcels into shovel-readv sites. Policy 2.3.1: Prioritize areas for design and funding of water and sewer main lines to increase the number of shovel and pad ready sites. Policy 2.3.2: Encourage the development and maintenance of a healthy inventory of land and ownership oflarger pieces of property that are zoned-and ready-for detailed master site planning. Policy 2.3.3: Collaborate and maintain an ongoing dialogue with landowners and developers. of larger land holdings _to have actionable development strategies as needed, and as market forces dictate.

Policy 2.3.4: The City will continue to plan and seek financing for improvements to Activity Center 6 that will create a diversified use with an employment center at the intersection of Interstate 75 and Yorkshire Blvd. Objective 2.4: Encourage the development of office and business at or near key interchanges. Policy 2.4.1: Create and provide options that will encourage private sector investment for office and business parks. Policy 2.4.2: Foster a business climate that seeks mutually beneficial collaborations among various partners and entities to attract taraeted private sector activitv. Policy 2.4.3: Seek ways in which the re u~ latory and financial environment will be open and supportive of the requirements of office and business parks.

Objective 2.5: Support the retention and growth of the industrial sector, retaining existing businesses and small firms while seeking to attract new industrial businesses to the community. Policy 2.5.1: Create and provide options that will encourage private sector investment into industrial parks. Policy 2.5.2: The City should encourage designation and preservation of land for industrial uses. Policy 2.5.3: The City should prioritize the development of sites with direct access to major transportation corridors for industrial uses that encourage iob creation.

GOAL 3: Inventory and develop infrastructure to suit not only existing needs but future needs of the business community and the city public as a whole. Objective 3.1: Invest in sustainable and affordable utility sources to meet the needs of North Port's rig population and business community. Policy 3.1.1: Where financially feasible, align the capital improvements budget with the economic development priorities of the comprehensive plan. Objective 3.2: Enhance exposure and name recognition for the City of North Port. Policy 3.2.1: Work with the Florida Department of Transportation to place adequate North Port signage on I-75 as the freeway continues to develop as a commercial corridor. Policy 3.2.2: Work with the Florida Department of Transportation to place adequate Warm Mineral Springs signage on I-75 as the freeway continues to develop as a commercial corridor. Policy 3.2.3: Work with the Department of Commerce to place adequate designation on North Port in the Department's ongoing statistical analysis of the state, region, and county. Objective 3.3: Encourage and develop water related infrastructure to encourage business growth and expansion in the Activity Centers. Policy 3.3.1: Conduct an ongoing inventory of water needs in the city with special attention paid to the water demands of businesses and activity centers.

Objective 3.4: Encourage and develop sanitary sewer to encourage business growth and expansion in the Activity Centers. Polio 3.4.1: Conduct an ongoing inventory of sanitation needs in the city with special attention -paid to the demands of businesses and activity centers. Policy 3.4.2: Create incentive systems and financing mechanisms to developers who extend sewer systems into priority areas. Objective 3.5: Encourage and develop roadways and mobility infrastructure to encourage business growth and expansion in the Activity Centers. Policy 3.5.1: Conduct an ongoing_inventory of roadway deficiencies and needs in the city with special attention paid to the demands of businesses and activity centers. Policy 3.5.2: Create incentive systems and financing mechanisms to developers who extend into priority areas or help with the creation of highway exchanges or intersection development. Policy 3.5.3: Anticipate and meet the expanding mobility needs of residents, businesses, and visitors to North Port. Objective 3.6: Encourage cellular coverage and broadband technology to encourage business growth and expansion in the Activity Centers and residential areas. -Policy 3.6.1:{Conduct an ongoing inventory of cellular coverage-and-broadband capacity. Policy 3.6.2: Meet with providers of cellular and broadband services to explore methods of expanding and iricreasin coverage and capacity. Objective 3.7: Encourage and develop natural gas-related and alternative energy infrastructure to encourage_(support) business growth and expansion in the Activity Centers. Policy 3.7.1: Conduct an ongoing inventory ofnatural gas deficiencies and needs in the city with-special-attention paid-to the demands of businesses and-activity centers. Policy 3:7.2: Develop sustainable plans to maintain the supply of natural gas to business and activity centers in North-Port. Policy 3.7.3: Encourage the creation of an alternative energy infrastructure to encourage the protections of North Port's environment. Objective 3.8: Develop and support infrastructure and municipal services needed for targeted industries to succeed. Policy 3.8:1: Sup]2ort-policies that-enhance public infrastructure, including amenities that faci!it te=~Te-diversification of our economic base. Policy 3.8.2: Develop quality infrastructure that connects places designed to attract and retain talented people who have the flexibility to work from any location. Policy 3.8.3: Support public transportation initiatives that will provide enhanced mobility between emplovees and their workplaces.

Policy 3.8.4: Acknowledge the uses and limitations of the regional airports and how they relate to North Port's business opportunities. Consider the applications of air transportation and the costs associated with such development. Policy 3.8.5: Acknowledge the uses and limitations of the rail system and how those systems relate to North Port's business opportunities. Consider the applications of rail transportation as it relates to industrial development and the costs associated with building into those systems.

GOAL 4: Develop a community of educated professionals and skilled workforce, who are productive, have fulfilling careers, and are seen as a beacon to other industries to develop within the city. Objective 4.1: Develop local and regional partnerships to meet the training and skills development needs of target industries. Policy 4.1.1: Support opportunities for STEM (, Technology, Engineering, and Mathematics) educational opportunities by working with local high schools. Policy 4.1.2: Work with the workforce partners and the school districts to identify career training needs for target industries. Policy 4.1.3: Increase local awareness for training and skills improvement opportunities within the City of North Port and neighboring communities. Policy-4,1,4: Champion the_dgXelopment of curricula, training facilities, and programs to increase the credentials of employees in the North Port work force. Policy 4.1.5: The -City should-continue-to work with educational partners to ensure there are appropriate educational opportunities, job skills programs, and facilities to meet business- and_indu - needs. Policy 4.1.6: Work with educational and workforce partners to expand programs and training for the changing workforce. Objective 4.2: Support small business expansion thru partnerships with workforce providers. Policy 4.2.1: Work with the chambers, state colleges, and high schools to develop small businesses. Policy 4.2.2: Work with the workforce boards and the school districts to identify career training needs for local businesses. Policy 4.2.3: Work with entrepreneurs to grow local businesses. Objective 4.3: Promote and support the development of the entrepreneurship ecosystem. Policy 4.3.1: Support initiatives that attract and assist entrepreneurs of industries that will diversify the economic base of North Port. Policy 4.3.2: Encourage the larger and more established companies of North Port to support early stage companies to grow the city's economic base. Policy 4.3.3: Compare and support entrepreneur support networks and mentoring networks.

Policy 4.3.4: Promote and support co-work spaces, business incubators, accelerators, and accessible capital funds. Be mindful of changing trends in the business community and seek to support new innovations in cultivating local businesses and helping t_hem grow their networking circles through the city. Policy 4.3.5: The City will consider amendments to the Unified Land Development Code to permit the growth of suitable home-based businesses that generate limited traffic and negative neighborhood impacts. Objective 4.4: Work with Sarasota County to promote and support elements of a healthy innovation economy and identify targeted industries and firms. Policy 4.4.1: Support Sarasota County in its efforts to increase its involvement and awareness of the Florida High-Tech Corridor, and similar initiatives. Policy 4.4.2: Work with Value-added employers and partners at the local, regional, and state level to develop and implement strategies to reverse the "brain drain" affecting the local labor market. Policy 4.4.3: Support Sarasota County in its efforts to encourage the clustering o_r co- locating of schools and colleges/universities near employment centers to better connect students to potential employment. Targeted industries such as Healthcare, biotech, and green technology should be given priority. Objective 4.5: Endorse efforts to attract, develop, and retain a workforce for targeted industries. This workforce, ideally, will-lzewoung_.diverse,-highly-skilled, and globally competitive to meet the needs-- ofNorth-Por .gmpla~ers__ % - - Policy 4.5.1: Support regulations that focus on the development of diverse housing options multi-modal transportation, and enhanced social amenities. Policy 4.5.2: Expand housing options that support the local workforce by planning development near employment and-transportation centers. Policy 4.5.3: Promote policies and activities that support the quality of life of our targeted workforce. Policy 4.5.4: Attract young professionals by spporting urban, sub-urban, and neighborhood infill development and redevelopment as the city evolves and grows with new industries and new residents.

GOAL 5: View business development as key to cultivating a better quality of life.for city residents and a broader more diverse economy as key to a stable future. Objective 5.1: Develop a sense of place and identity for the city. Policy 5.1.1: Explore the concept and creation of a city center. Policy 5.1:2: Develop awareness of unmet cultural and retail amenities and pursue development of venues which serve those needs. Policy 5.1.3: Explore City assets to determine tourism opportunities.

Policy 5.1.4: Remain mindful of the environment and natural resources that are a part of the character and culture of North Port. Policy 5.1.5: Promote Warm Mineral Springs, Myakka River, Myakkahatchee Creek and Myakka State Forest as local cultural and ecological assets. Objective 5.2: Leverage the State's marketing efforts when it coincides with the City of North Port's narrative. Policy 5.2.1: Utilize marketing and public relations to promote the emergence of our innovation economy regionally, at the state level, and nationally. Policy 5.2.2: Promote the City's diversified business assets by leveraging the tourism resources of Sarasota and surrounding counties. Policy 5.2.3: Continue to coordinate with the county tourism body to promote tourism in the City of North Port and in southern Sarasota Count Objective 5.3: Support Policies that enhance public infrastructure, including amenities that facilitate the diversification of our economic base. Policy 5.3.1: Enhance North Port's draw as a tourist destination and retirement community b strengthening and diversi ing the arts and entertainment offerings enhancing natural resources and expanding the availability of events and venues. Policy 5.3.2: Support and encourage eco-tourism, sports tourism, cultural tourism, and agritourism. Objective 5,4: Maintain the competitiveness strength of North Port as a destination for young families. Policy 5.4.1: Explore and develop community activities and events that cater to local tastes and values. Policy 5.4.2: Explore the feasibility of constructing larger entertainment venues in North Port, including theaters, museums, art venues, and sports arenas. Objective 5.5: Preserve and enhance economic opportunities for agricultural enterprises and support the development of a sustainable local food system. Policy 5.5.1: Encourage all sectors of the local food economy, including: Production, Processing, Distribution, Consumption, and Waste Recovery. Objective 5.6: The City should continue to enhance local attractions and recreational facilities to promote tourism and quality of life. Policy 5.6.1: Promote arts and culture as part of the social and economic fabric of North Port. - Policy 5.6.2: The City should continue to support arts and culture as a core component to enhancing the economic health of the City. Policy 5.6.3: All new development will be encouraged to provide public art, or contribute financially for the acquisition of public art within the City.
