The two major impacts most relevant and potentially most costly are water level and storm intensity. Both rising and falling water levels can impact infrastructure stability and overall strength, as well as requiring additional channel dredging. A climatic change resulting in an increase in severe storms (more precipitation, higher winds and greater number of storm events) is also viewed as having detrimental affects on infrastructure. More severe storms can create larger waves, more extreme Seiche events and greater storm-surges that can damage port and harbor infrastructure requiring costly rehabilitation or replacement. In addition to infrastructure issues, an increased storm frequency and intensity will increase channel silting and sedimentation, compounding dredging problems analogous to lower water level scenarios. Climate model predictions for specific weather outcomes vary greatly throughout the Great Lakes Basin, and include both higher and lower water levels scenarios. However, all predictions seem to include an increase in both the number and intensity of major storm events. This combination can result in unanticipated water level change, larger waves, more dramatic Seiches and greater storm surges than considered in original design parameters (all of this in addition to the antiquated and sometime dilapidated state of our Great Lakes infrastructure). -

All aboard: The aggregate effects of port development César Ducruet1, Réka Juhász2, Dávid Krisztián Nagy3, and Claudia Steinwender4 1CNRS 2Columbia University 3CREI, Universitat Pompeu Fabra and Barcelona GSE 4MIT Sloan ∗ July 3, 2019 Abstract This paper studies the distributional and aggregate economic effects of new port technologies developed in the second half of the 20th century. We show that new technologies have led to a significant reallocation of shipping activity from large to small cities. This was driven by a land price mechanism; as new port technologies are more land-intensive, ports moved from large, high land price cities to smaller, lower land price ones. We add endogenous port development to a standard quantitative model of cross- city trade to account for both the benefits and the costs of port development. According to the model, the adoption of new port technologies leads to benefits through increasing market access but is costly, requiring the extensive use of land, suggesting a reallocation of shipping activities towards cities with low land prices and thus net gains from new port technologies that are heterogeneous across cities. Counterfactual results suggest that new port technologies led to sizable aggregate gains for the world economy, with substantial heterogeneity in the effects across countries. 4 Economic Regulation of Utility Infrastructure Janice A. Beecher ublic infrastructure has characteristics of both public and private goods and earns a separate classification as a toll good. Utilities demonstrate a Pvariety of distinct and interrelated technical, economic, and institutional characteristics that relate to market structure and oversight. Except for the water sector, much of the infrastructure providing essential utility services in the United States is privately owned and operated. Private ownership of utility infrastructure necessitates economic regulation to address market failures and prevent abuse of monopoly power, particularly at the distribution level. The United States can uniquely boast more than 100 years of experience in regulation in the public in- terest through a social compact that balances and protects the interests of inves- tors and ratepayers both. Jurisdiction is shared between independent federal and state commissions that apply established principles through a quasi-judicial pro- cess. The commissions continue to rely primarily on the method known as rate base/rate-of-return regulation, by which regulators review the prudence of in- frastructure investment, along with prices, profits, and performance. Regulatory theory and practice have adapted to emerging technologies and evolving market conditions. States—and nation-states—have become the experimental laborato- ries for structuring, restructuring, and regulating infrastructure industries, and alternative methods have been tried, including price-cap and performance regu- lation in the United Kingdom and elsewhere. Aging infrastructure and sizable capital requirements, in the absence of effective competition, argue for a regula- tory role. Introduction The purpose of this essay is to critically examine Friedrich Hayek’s broadside against the conceptual intelligibility of the theory of social or distributive justice. This theme first appears in Hayek’s work in his famous political tract, The Road to Serfdom (1944), and later in The Constitution of Liberty (1960), but he developed the argument at greatest length in his major work in political philosophy, the trilogy entitled Law, Legis- lation, and Liberty (1973-79). Given that Hayek subtitled the second volume of this work The Mirage of Social Justice,2 it might seem counterintuitive or perhaps even ab- surd to suggest the existence of a genuinely Hayekian theory of social justice. Not- withstanding the rhetorical tenor of some of his remarks, however, Hayek’s actual con- clusions are characteristically even-tempered, which, I shall argue, leaves open the possibility of a revisionist account of the matter. These changes range from the establishment of a common currency to the introduction of a European citizenship, from new family structures to new ways of working, all this while Europe is enlarging and acting in a global context. Research can play a constructive role in understanding those changes, identifying opportunities and risks, assessing the feasibility, acceptability and impacts of different policy options. Such constructive role however can only be played if research enters in sustained dialogue with those who are at the same time potential users of research, actors of change, and holders of important forms of practical knowledge. In other words, research should not only aim at ‘communicating its results’ to the people ‘outside’ the research system, but should also ‘listen to and learn from’ the experience and concerns of the various social actors or- as it is often said- the various ‘stakeholders’. The ‘dialogue workshops’ series organised within the Key Action ‘Improving the socio-economic knowledge base’ intends therefore to improve multidirectional communication –as opposed to unidirectional diffusion of information- in relation to a number of different but related issues and functions. -

Lectures 13 to 15 CHAPTER 3: PUBLIC GOODS 3.1: Public Goods Pure Private to Pure Public Good • Private good consumed only by one person: food, holidays, clothes • Family/household: all collective decisions and no market. ‘Micro- collective’. Share kitchens, TV, bathrooms. • Many families/household: roads and paths, communal halls, clubs etc. Tennis and golf clubs, plus Tidy Towns’ committees for example. ‘Mini- collective’. • Option public goods: fire brigade, hospitals, museums, etc. Provided by state but not used by all. ‘Partial full collective’ • Pure public goods benefit ALL. ‘Full collective’. National security, environment, lakes, sea and mountains. Used by all but to varying degrees. • Exclusion impossible. Raises free-rider problem: e.g. lighthouse, but now excludable. Firework display a good example (see later) • Public goods bring benefits just like private goods: Ui = F(A, B, C, D) • Same supply for ALL: G1=G2=G3= etc. Not same utility though. • Private good, A; same price and utility but different supply • Pure v impure PGs: security v bridge (Fig 3.1) • Fire brigade example (p. 144). In particular, there is a risk that internationalization efforts may contribute to the reproduction of harmful historical and ongoing global patterns of educational engagement. In this paper we explore these issues by offering a social cartography of four possible articulations of internationalization, and considering their relation to an often-unacknowledged global imaginary, which presumes a colonial hierarchy of humanity. We also address the practical and pedagogical possibilities and limitations of enacting each articulation within mainstream institutional settings, and propose that social cartographies offer a means of reframing and deepening engagement with the complexities, tensions, and paradoxes involved in internationalizing higher education.
