The Project involves Thethe constructionproject include of the Combined Cycle Power Plant (CCPP) in Ahlone, generating an additional 388 MW, to supply power to the Republic Union of Myanmar.

The new infrastructures will be constructed at the location of the existing power plant. The project will also include a natural gas (NG) pipeline, Liquefied Natural Gas (LNG) terminal, and 230 kV transmission line.

The Project will use LNG as a fuel source, transported by LNG Carriers (LNGC). The NG pipeline will move NG from the LNG terminal to the power plant. Construction is planned to WRVWDUWPLGGOHRIDQGRSHUDWLRQWRVWDUWLVWREHFRQILPHGODWHU July 2017 TPMC has submitted Proposal for the project, and had several discussions with Ministry of Electricity and Energy (MOEE), and the Government of the Republic of the Union of Myanmar to develop the project.

January 2018 MOEE hosted the Notice to Proceed (NTP) signing ceremony for the Project. NTP was signed between Myanmar Government and TTCL

Project Location

The proposed 388 MW CCPP will be located in Ahlone Township, where there is already an existing 120 MW CCPP. The total land allocated to the proposed power plant is approximately 8.16 acres.

The LNG receiving terminal is located on the West bank of the River in the Southern area of . The total land allocated to the proposed LNG receiving terminal is approximately 15 acres.

The natural gas pipeline7KHQDWXUDOJDVSLSHOLQHZLOO will tentatively design to start from the LNG receiving terminal, follow the existing road North, cross the to Seikgyikanaung to Township, then cross the Yangon River again to reach the proposed power plant. Combined Cycle Process

A CCPP, also referred to as a Combined Cycle Gas Turbine (CCGT), involves using two methods of producing electricity. The first method uses a gas turbine to combust the natural gas, which then turns the generator to produce electricity; this is the main component of any conventional natural gas power plant.

The second method involves utilizing the hot exhaust from the combustion of natural gas. LNG Terminal

Since the LNG will be transported using an LNGC, facilities are needed to transfer LNG from the LNGC to onshore stor- age. The LNG terminal will consist of a jetty (single birth design), two (2) LNG Tanks (full containment type double wall tank) with a capacity of 19,000 m 3, and a regasification unit (RU) which utilizes open rack vaporizers (ORV) andRU interme- diate fluid vaporizers (IFV).

Impact Assessment

An Environmental Impact Assessment (EIA) is being undertaken to better understand the likely impacts associated with the project and Project-related activities on the environment and the communities.

The EIA Study is being conducted to satisfy the Myanmar Regulatory requirements and according to International Stand- ards, namely International Finance Corporation Performance Standards (IFC PC) and associated guidelines.

The EIA report will be submitted to the Environmental Conservation Department (ECD), the Ministry of Natural Re- sources and Environmental Conservation (MONREC) for approval.

Several topics are considered during the assessment.

Public Consultation

Public consultation meetings for the EIA will be conducted at:

 Ahlone, Dagon, Dala, Lanmadaw, Seikgyikanaungto, Seikkan, Kyauktan and Townships

Engagement will consist of Public Meetings with the communities and the stakeholders of the Project, as well as information on sign board at the Project site and the Project website.
