ITARDA 21th WorkShop Report Current status of motorcycle accidents and emergency transport Shinji Hamada, Senior Researcher, Research Division 1. Purpose of the study The conditions surrounding motorcycles and motorcycle accidents have been undergoing a drastic transformation in these past few decades. This is thought to have been backed by a number of factors, including: (1) the decline in the population of young people, (2) the diversification in people’s interests, and (3) the adoption of motorcycling as an interest by middle-aged and elderly people. In light of the above, there are calls for the enactment of different traffic measures than those enacted in the past. Conceivable examples of this would include revising countermeasures against motorcycle gangs comprised mainly of minors (lifting entry restrictions to downtown urban areas) and awareness- raising activities for middle-aged and elderly return riders who are taking up motorcycling again after an absence (with measures including rechecking of any decline in their capabilities, etc.). Among these one can glimpse measures that are being handled, even if only in a partial manner. This paper will reaffirm the changes in motorcycle accidents and their recent conditions and characteristics, thereby clarifying the orientation for traffic measures and getting the word on this out to the public that will serve to provide backup in promoting effective traffic measures. One recent initiative begun by the Institute for Traffic Accident Research and Data Analysis (hereafter abbreviated as ITARDA) is an attempt to develop traffic analyses based on a new approach of combining the various traffic accident data possessed by ITARDA with other data (national geographical information, emergency transport information, etc.). -

Supplemental section Response to The 2016 Kumamoto Earthquake Supplemental section Response to The 2016 Kumamoto Earthquake Supplemental section Response to The 2016 Kumamoto Earthquake A number of earthquakes have occurred over Kumamoto and Oita prefectures since April 14, 2016. The series of the earthquakes was named “The 2016 Kumamoto Earthquake ( hereinafter referred to as “Kumamoto Earthquake”)” by the Japan Meteorological Agency (JMA). The strong ground motion at the highest seismic intensity level of 7 was observed due to the earthquakes with a magnitude of 6.5 on April 14 and with a magnitude of 7.3 on April 16, respectively Note 1. It was the first time in recorded history of JMA that larger earthquake occurred in the same area after the occurrence of an Response to The 2016 Kumamoto Earthquake inland earthquake with a magnitude 6.5 or larger. It was also observed at “Kumamoto Earthquake” that seismic activity widely spreaded over the contiguous prefecture, Oita. “Kumamoto Earthquake” brought severe damages on lands, constructions and people’s live. In this supplemental section, we will report additional part about the response provided by the MLIT as much as possible as of the mid-May 2016. 1 Disaster status According to the report by JMA at 09:00 on May 16, 2016, two earthquakes with seismic intensity of 7, two earthquakes with seismic intensity of 6-upper, three earthquakes with seismic intensity of 6-lower, and 1,464 earthquakes with seismic intensity 1 or greater occurred in the series of seismic activities Note 2. Very large numbers of earthquake continue to occur, thereby impeding the recovery and reconstruction of disaster-stricken areas. -

Judgments of Intellectual Property High Court, Second Division Date of the Judgment: 2006.11.29 Case Number: 2005(Gyo2005(Gyo----Ke)No.10673Ke)No.10673 Title (Case): A case wherein, based on the grounds that the three-dimensional trademark of bird-shaped sweets that were registered for Japanese buns was not well known nationwide itself, the court revoked the JPO ’s decision to reject a request for a trial for invalidation of said three-dimensional trademark Reference: Article 3, para.1, item 3 and Article 3, para.2 of the Trademark Act Outline of the Case: On April 1, 1997, the defendant, HIYOKO.co.,ltd. (meaning chick in Japanese ), filed an application with the JPO for a three-dimensional trademark of the three-dimensional shape of its bird-shaped sweets. On this date, the revision of the Trademark Act came into force, newly subjecting three-dimensional trademarks to the Act. The JPO initially decided to reject the application on August 13, 1999. Having received a request for a trial against the examiner's decision of refusal, the JPO decided to register the trademark as a three-dimensional trademark on July 24, 2003 (Trial decision for registration ). Dissatisfied, the plaintiff, Nikakudou.co.,ltd., requested a trial for invalidation of the registration of the three-dimensional trademark owned by the defendant, HIYOKO.co.,ltd. In response, the JPO gave a trial decision to reject the request (verify the validity of the three-dimensional trademark ).
