Third National Action Plan for the Period 2013-2020 MINISTRY OF ENVIRONMENT AND WATER THIRD NATIONAL ACTION PLAN ON CLIMATE CHANGE FOR THE PERIOD 2013-2020 Approved by Council of Ministers’ Decision № 439/01.06.2012 Prepared by the Ministry of Environment and Water and the Interinstitutional Commission on Climate Change within the project: "A holistic approach to reducing greenhouse gas emissions in Bulgaria“ The present NAPCC was developed with the support of the Norwegian Government through the Norwegian Cooperation Programme for Economic Growth and Sustainable Development in Bulgaria. Project partner is the Institute for Social Research of the Norwegian University of Science and Technology in Trondheim. SINTEF, the largest independent research organization in Norway, a leader in developing technologies for reducing greenhouse gas emissions and "Bellona", the largest NGO in Norway which has implemented projects on climate change all over the world, also contributed to its elaboration. The process of developing the Third NAPCC passed through an active exchange of information, positions and views between experts from the Ministry of Environment and Water and all interested institutions and organizations. The expert team included specialists from the Bulgarian Academy of Sciences, universities, NGOs, consulting companies and others. Two workshops and over ten consultation meetings were carried out, involving more than 140 representatives from 80 different institutions and organizations - ministries and agencies, NGOs, industry associations, investors, research and educational institutions, municipalities and citizens. A public consultation process was launched after publishing the first draft of the Plan. Even the economic crisis in recent years is seen as an opportunity to build a low-carbon and generally more sustainable economy. The challenges of climate change, biodiversity loss, unsustainable use of natural resources require relevant targeted and interrelated policies. In a long term perspective most successful will be the countries that first realize this and move towards an open, competitive and eco-efficient economy, which would improve peoples’ welfare while reducing the use of energy and natural resources. The underlying concept of the Third Action Plan on Climate Change for the period 2013- 2020 is the preservation, the rational and responsible use of resources as a key prerequisite not only for improving and protecting the environment but also for achieving sustainable economic growth and increasing the competitiveness of the Bulgarian economy. Opportunities are created to find new sources of growth and jobs through cost savings, marketing of innovations and better management of resources throughout their life cycle. The Plan provides for specific measures to reduce greenhouse gas emissions across all sectors while taking into account both the country’s relevant policies and the potential of the national economy. Bulgaria currently has overachieved its international commitment under the Kyoto Protocol by reducing its greenhouse gas emissions by over 50% compared to their level in the base year 1988. The Third Action Plan on Climate Change lays the foundations of transition to a low carbon and resource efficient development of our country. Successful implementation of the envisaged measures will lead to a reduction of the greenhouse gas emissions by 2020 by over 18,5% compared to their 2005 levels. This will contribute to achieving and even going beyond the national targets derived from the respective European legislation. Our country is facing the challenge to reach this goal without limiting the economic growth. The measures have their cost which amounts to nearly 5% of total investments in the economy envisaged by 2020. The Government is willing to pursue them, because it believes that the benefits of their implementation in the medium and long run will far outweigh the costs incurred. Climate change is a global problem that requires global action at all levels – by governments, business and each individual – in order to be overcome. Choice is our right and duty – to act and grasp the opportunities for low-carbon development or to be idle witnesses to the changing life on the planet that we will bequeath to the future generations. This we can seen clearly by railway and automobile infrastructure, who in the developing countries are duly – highways more than 3 500 kilometers, automobile way more than 150 000 kilometers and railways more than 14 000 kilometers and respectively at more backward – highways under 600 km, automobile way under 100 000 km, railways under 4 500 km, excepting Romania, that has 10 789 km, but she is more than twice bigger in comparison with Bulgaria [8, 9, 10]. For the twenty-seven countries from EU the total length for the highways is – 59 298 km, the total automobile way 4 655 689 km and total used railways – 207 945 km.

    Bulgarian Cultural Diplomacy before and after the 1990s: The case of Japan(GADJEVA) Article Bulgarian Cultural Diplomacy before and after the 1990s: The case of Japan GADJEVA, Nadejda Petrova Abstract The previous article in this series explored Japanese public diplomacy and soft power in Bulgaria. This article focuses on Bulgarian cultural diplomacy in Japan. The paper examines the Bulgarian cultural diplomacy strategy in Japan before and after the 1990s. It puts emphasis on Bulgarian cultural diplomacy dimensions both autonomously and as a representative of the European Union. The article demonstrates how through various cultural diplomacy initiatives in Japan, Bulgaria increased its cultural presence in the country. It also observes the contribution of the Bulgarian cultural diplomacy to the strengthening of Bulgarian-Japanese cultural, political, and economic relations during the periods. The reason for dividing the analysis of the relations into two major periods is that the 1990s had a big impact on the Bulgarian international relations and internal policy. Bulgaria started a long transition from state socialism and a one-party political system to a multi-party democracy and liberal market economy, which led to certain transformations in Bulgarian foreign policy. The major focus of the country on the emerging social changes provided a totally different context for Bulgarian-Japanese relations.     REPUBLIC OF BULGARIA CABINET Copy DECISION No 3 2 3 of 11 May 2018 AMENDING THE NATIONAL POLICY FRAMEWORK FOR THE DEVELOPMENT OF THE MARKET AS REGARDS ALTERNATIVE FUELS IN THE TRANSPORT SECTOR AND THE DEPLOYMENT OF THE RELEVANT INFRASTRUCTURE T H E CABINET HAS DECIDED AS FOLLOWS: 1. To amend the national policy framework for the development of the market as regards alternative fuels in the transport sector and the deployment of the relevant infrastructure, as set out in the Annex. 2. To designate the following central government bodies to take the requisite actions to transpose specific provisions of Directive 2014/14/EC in accordance with the national policy framework for the development of the market as regards alternative fuels in the transport sector and the deployment of the relevant infrastructure, as follows: (a) Ministry of Energy: The Ministry of Energy shall draw up a draft Act amending the Energy Act, transposing the provisions of Article 4, paragraphs (7), (8), first sentence, (9), (11) and (12) of Directive 2014/14/EC on the deployment of alternative fuels infrastructure. (b) Energy and Water Regulatory Commission: The Energy and Water Regulatory Commission shall take action so as to ensure that recharging point operators are able to provide electric vehicle recharging services to customers on a contractual basis, including in the name and on behalf of other service providers. In addition, the Commission shall ensure that all recharging points accessible to the public also provide for electric vehicle users to recharge on an ad hoc basis without entering into a contract with the electricity supplier or operator concerned (Article 4(8), second sentence, and (9) of Directive 2014/94/EC); (c) Consumer Protection Commission: The Consumer Protection Commission shall take action to ensure that prices charged by the operators of recharging points accessible to the public are reasonable, easily and clearly comparable, transparent and non-discriminatory (Article 4(10) of Directive 2014/94/EC).
