REQUEST FOR A QUOTATION IN RESPECT OF PROVISION OF AD HOC SECURITY SERVICES AT NHE HOUSES IN OKAKARARA, KARIBIB & OMARURU, KEETMANSHOOP, OMUTHIYA, ONGWEDIVA AND OUTAPI FOR AN UNSPECIFIED PERIOD
The National Housing Enterprise invites you to submit your best quotation for the services listed hereunder. Your offer should be made on this form, with any annex which you may wish to enclose, and should be addressed to National Housing Enterprise, in a sealed envelope marked Quotation Reference No: NCS/RFQ/NHE-01/20/21 for the services described in detail hereunder. Your quotation should reach the National Housing Enterprise on 03 March 2021 by 12h00. Bidders are encouraged to only submit quotations for sites or places where they are operating from or that are close to the towns in which they are operating from, as preference will be given to local security companies operating from respective regions or towns stated in the document. This is to promote local economic development. Any resulting contract shall be subject to the terms and conditions referred to in the document. SECTION I: INSTRUCTIONS TO BIDDERS
1. Rights of Public Entity The National Housing Enterprise reserves the right: (a) to split the contract as per the lowest evaluated cost per site, or (b) to accept or reject any quotation or to cancel the quotation process; and (c) Reject all quotations at any time prior to contract award.
2. Preparation of Quotations You are requested to quote for the services mentioned in Section III, by completing, signing and returning: (a) the Quotation Letter in Section II with its annex for Bid Securing Declaration, where applicable; (b) the Priced Activity Schedule in Section IV; (c) the Specifications and Performance Standards in Section V; and (d) any other attachment as deemed appropriate. You are advised to carefully read the complete Request for Quotations document, including the Contract Data Sheet in Section VII, before preparing your quotation. The standard forms in this document may be retyped for completion but the Bidder is responsible for their accurate reproduction.
3. Validity of Quotations The quotation validity period shall be for 30 days from the date of submission deadline. The quotation submitted is for evaluation purposes and bidders are required to quote for one security guard during the day and one security guard at night. The number of guards to be deployed at each site will be determined by the number of houses not yet occupied by clients. The number of guards deployed will be reduced accordingly as the houses are transferred and occupied by NHE clients.
4. Eligibility Criteria To be eligible to participate in this Quotation exercise, you should: (a) have a valid certified copy of Company Registration Certificate; (b) have an original or certified copy of valid good Standing Tax Certificate; (c) have an original or certified copy valid good Standing Social Security Certificate; (d) have a valid certified copy of Affirmative Action Compliance Certificate, proof from Employment Equity Commissioner that bidder is not a relevant employer, or exemption issued in terms of Section 42 of the Affirmative Action Act, 1998; (e) have a written undertaking as contemplated in section 138(2) of the Labour Act, 2007; (f) have a certificate indicating SME Status (This bid is reserved for SMEs); and (g) Proof of membership with the Security Association of Namibia (SAN).

5. Contract Period for Services The provision of the ad hoc security services is for an unspecified period and services will be required from the time the houses are handed over to NHE by contractors until the time they are occupied by NHE clients.
6. Documents to be submitted a) Bidders shall submit along with their quotation, mandatory documents as stated in paragraph 4 above and documents giving company’s profile, experience, current activities and evidence of similar services provided with customer’s reference details. b) Documentary proof of at least three (3) years of continuous experience in rendering security services (Attach at least three (3) reference letters from current/previous clients). The reference letters should be clearly indicative of the time-period (term) for which a bidder has provided security services. c) Bidder must provide copies of registration certificates and licenses of security devices e.g. radios, fire arms, vehicles and any other security items, which will be utilised. d) For the promotion of local economic development, preference will be given to SMEs and local suppliers with place of business or who operates in the respective regions or towns where NHE houses are situated. NHE houses are being constructed in the following towns as follows: i. Okakarara – 40 houses ii. Ongwediva – 10 houses iii. Keetmanshoop – 77 houses iv. Omuthiya – 50 houses v. Outapi – 82 houses vi. Karibib – 72 houses & Omaruru – 4 houses e) Therefore, bidders are required to provide NHE with fitness certificates from the local authority and/or a Title Deed or Lease Agreement as proof that the bidder is a local supplier. Providing of a municipal account in the name of the bidder will also be accepted as substantial proof of local service provider.
7. Technical Compliance a) The information on the documents submitted by Bidders as stated above in paragraph 6 will be used to assess technical conformity based on their importance to NHE. Bidders who demonstrate the capacity to provide the required services will proceed to be evaluated at the next stage of Financial Evaluation. b) If NHE is convinced that it did not attract responsive bids from local bidders, the contract might be awarded to bidders who operates from the nearest geographical location to the NHE houses. In such case the bidder is required to recruit local security

guards from the respective town and must outline to NHE on the supervision structure. Relocating of guards from another town will not be permitted and may lead to disqualification, even after award of contract. c) Inspection will be carried out at any time by NHE Officials to the places of business/operation as indicated in the documents submitted and failure to be inspected may lead to disqualification, even after award of contract.
8. Financial Evaluation a) The bid document includes a price activity schedule. b) In addition to the price schedule, bidders are requested to submit Quotations on a company letter head. Each location/town should be submitted on a different quotation. c) Bidders who are not registered for VAT are not allowed to charge VAT on their quotations. d) The assessment of the rates/prices will be coupled with the technical capacity demonstrated by the prospective bidder as well as location of operation.
9. Sealing and Marking of Quotations Quotations should be sealed in a single envelope, clearly marked with the Procurement Reference Number and addressed to the NHE with the Bidder’s name at the back of the envelope.
10. Submission of Quotations Quotations should be deposited in the Bid Box located at National Housing Enterprise (NHE), Not later than the 03 March 2021 at 12:00. Late quotations will be rejected. Quotations maybe submitted by e-mail. Please ensure that all attachments are submitted.
11. Opening of Quotations Quotations will be opened internally by NHE immediately after the closing time referred to in paragraph 11 above. A record of the Quotation Opening stating the name of the Bidders and the amount will be put on the website of NHE and will be available to any bidder on request within three working days of opening.
12. Evaluation of Quotations a) Evaluation will be based on eligibility criteria as per paragraph 4. Bidders that demonstrated eligibility will be assessed on the information provided as stated in paragraph 6. Only bidders whose bids are responsive as required in paragraph 8 will proceed to be evaluated on pricing.

b) NHE shall have the right to request for clarifications in writing during evaluation. Offers that are substantially responsive shall be compared on the basis of evaluated cost to determine the lowest evaluated quotation c) NHE is not obligated to award the contract to bidder with the lowest quotation. A procurement contract will be awarded to the lowest evaluated substantially responsive bid that meets the requirements.
13. Scope of Services and Performance Standards The Scope of Services, Specifications and Performance standards detailed in Sections III and V are to be complied with.
14. Price and Currency of Payments Quotations shall be fixed in Namibian Dollars and all payments will be made in this currency. Quotations shall cover all costs of labour, materials, equipment, overheads, profits and all associated costs for performing the services, and shall include all duties. The whole cost of performing the services shall be included in the items stated, and the cost of any incidental services shall be deemed to be included in the prices quoted.
15. Labour Clause In order to qualify for award of the Contract, bidders shall subscribe to the undertaking that the salaries and wages to be paid in respect of this bid are compliant with the relevant Laws, Remuneration Order and Award where applicable and that it will abide to the sub-clause 4.6 of the General Conditions of Contract, if it is awarded the contract or part thereof.
16. Award of Contract The Bidder having submitted the lowest evaluated responsive quotation and qualified to perform the service shall be selected for award of contract. Award of contract shall be by an award letter and/or issue of a Purchase Order/Letter of Acceptance in accordance with terms and conditions contained in Section VI: Contract and General Conditions of Contract.
17. Notification of Award and Debriefing The NHE shall after award must promptly inform all unsuccessful bidders in writing of the name and address of the successful bidder and the contract amount and post a notice of award of ward on its website within seven (7) days. Furthermore, the NHE shall attend to all requests for debriefing made in writing within seven days (7) days of the unsuccessful bidders being informed of the award.

SECTION III: SCOPE OF SERVICES
SPECIFICATIONS OF SERVICES AND PERFORMANCE REQUIREMENTS
IN GENERAL -SITE SECURITY • Provision of security services to NHE Project Houses constructed under RFP 2 as well as in-house will be on an Ad Hoc basis, based on the number of houses completed and handed over to NHE by contractors, at the different sites. • The number of security guards to be deployed at each site will be determined by the number of houses not yet transferred to clients. • Once the transfers are complete and the clients occupy the houses, the number of guards will be reduced respectively. Therefore, the duration of the service will be determined by the transfer process.
SPECIFIC REQUIREMENTS • Securing the safety of NHE properties against theft and vandalism. This is to safeguard the unoccupied houses against any damages or burglary. • Detect and deter any unusual or suspicious activity in or on the immediate vicinity of the NHE houses. • Interior and exterior protection. • The security services shall be provided, 24 hours a day for an unspecified duration. • The bidder will be required to ensure enough guards at the allocated site as may be required at any given time. • The deployment of guards and the period at each site will be determined by the need and will be communicated to the bidder by NHE. • The quality of the services rendered must be in accordance with the acceptable standards as stipulated by the Security Association of Namibia (SAN). • The successful bidder must be insured against theft and damage that may be caused by their security personnel or injury that may result to security personnel during the execution of their duties. • Bidder must provide copies of registration certificates and licenses of security devices e.g. radios, fire arms, vehicles and any other security items, which will be utilised.
BACKGROUND CHECKS • NHE reserves the right to conduct, at any time, a security background check of the successful bidder and its security personnel assigned to provide the services to NHE. • The outcome of the security background checks shall determine the appointment or continuation of the services.

SECURITY UNIFORM AND EQUIPMENT Bidders shall furnish guards with all: • Uniforms, • Boots; • Security Guard Belt, • Transport to and from work, • Radios, • Fire arms, • Handcuffs, • Pepper spray, • Baton • Torches; • Pens; • Visitors Registers; and • Incident/Occurrence Logbook.
SPECIFIC REQUIREMENTS FOR ALL GUARDS The security personnel deployed to NHE’s premises: • Must be able to read and write (Will be completing occurrence book) (OB). • Always understand site instructions and keep a site instruction book . • Must keep their working areas clean, hygienic and neat; • Must always endeavor to present and promote a friendly and courteous attitude towards authorized visitors to the houses and NHE staff; • Must be in a clean uniform with a name tag while on duty; • Must be physically healthy and medically fit for the execution of their duties; • Must have no criminal record; • Minimum Level of grade 10. • Have previous guarding experience (no entry level guards). • Have completed training as a Security Officer. • Able to communicate in English and at least one local language. • The successful bidder must provide qualified and experienced supervisors and security personnel to implement all required security activities. • NO sleeping on duty. • To inspect the premises buildings after working hours and every other hour outside of regular working hours. • Patrol the entire premises; • Must follow instructions, communicate effectively, being reliable and dependable; • Maintain registers of visitors entering the premises;

• Maintain a security incident/occurrence logbook; and • Report security related matters to designated NHE staff. • A detailed work experience, identity documents and criminal records for all guards to be working at the site has to be delivered to NHE prior to any such guard being placed on the premises.
WORKING HOURS • 24 hours (day and night), 7 days a week including public holidays.
PERFORMANCE REQUIREMENTS • Bidder shall provide maximum and efficient security services to NHE at all times. • Bidder shall ensure that its personnel are on duty on time and for the entire duration of the shift on a 24-hour basis. • Bidder shall ensure that NHE is always provided with adequate security services, regardless of Contractor’s circumstances, save where Contractor cannot reasonably afford to ensure the provision of security services to NHE. • Where the Contractor cannot secure the NHE for any reason whether out of its own weaknesses or external factors, Contractor shall notify the NHE without delay. • Bidder shall ensure that its security personnel conducts itself professionally and stays free from disturbance of any kind while on duty. • Bidder shall ensure that it takes out appropriate insurance for its personnel to cover any liability that may arise during execution of security duties. • Bidder shall ensure that NHE will not be prejudiced in any way and that should there be a shortage of security guards of whatever nature, Contractor shall ensure that such shortage does not affect NHE. • The Security Service Contractor shall, in the event of any intrusion, theft, or any irregularity at either of NHE houses, notify NHE immediately by way of a telephone call to the Manager responsible and a day thereafter such notification shall be made to NHE in writing, providing the names of the securities involved and summarizing the occurrence. • Bidder shall be held accountable for all the damages to the property as a result of negligence. • The successful tenderer shall commit itself, by means of the personnel employed, to ensuring: ▪ The control of visitors' access to the premises; ▪ The patrolling of the premises in order to prevent any intrusion, damage to property or attack on persons or property both day and night; ▪ The routine patrolling during the night; ▪ The immediate intervention on-the-spot in the event of an incident (intrusion; fire alarm etc.); ▪ The assistance to Staff due to an emergency situation outside of normal working hours; • The regular submission of reports to NHE covering these operations and any incidents.

SECTION VI: CONTRACT AGREEMENT AND GENERAL CONDITIONS OF CONTRACT
