EXECUTIVE DIRECTOR’S WELCOME

On behalf of all staff, Board of Directors, and Volunteers at the Military Family Resource Centre, we would like to say hello and welcome to the CFB Suffield MFRC. Located 50 kms west of Medicine Hat in the heart of the open prairies, CFB Suffield is one of the largest training areas in the world. In addition to our Canadian Forces personnel, the Training Unit Suffield (BATUS) and Defense Research Development Canada Suffield (DRDCS), are lodger units, which help make up the diverse community we are proud to serve. The Village of Ralston (in which the PMQ's are located) is 3 kms south of the base on Highway 884 and is one of the best-serviced communities in the country. The Military Family Resource Centre is a well-established service provider in the community and offers a diverse range of programs and services to all our families. All MFRC’s across Canada, offer universally mandated programs as well as community identified programs. Apart from all of the services that the MFRC offers to the community, there are numerous other activities, services and clubs available to you. Particularly, Personnel Support Programs (PSP) as they provide a broad range of recreation, clubs, and sporting activities for all levels of fitness. Likewise, the community has a full library with Internet access, a local CANEX Express Mart, outdoor play structures, Skateboard Park and a water park for children. Medicine Hat is the closest urban center to CFB Suffield and boasts all the amenities of most large cities. Schools, shopping mall, cultural and recreational facilities, historical sites, camping, fishing, and many parks to choose from, are all located within a short drive. There is so much to do and many opportunities available to make your time here enjoyable. Drop in say hello and we will be happy to assist you and your family in settling into the place we like to think of as the "best kept secret in the Canadian Military"!

The Suffield MFRC adheres to the Military Family Services Privacy Code which was developed from the Canadian Standards Association Model Code for the Protection of Personal Information. Any personal information that you and your family provide the MFRC will be treated in confidence and will not be used or disclosed for purposes other than those for which it was collected, except with the consent of the individual or required by law. This Military Family Resource Centre is operated on behalf of the Department of National Defence and the Canadian Forces by: Suffield Military Family Resource Centre Inc. which is a Not-for Profit Organization Incorporated under the Laws and Regulations of the Province of Alberta. The majority of the Members of the Board of the Directors of Suffield Military Family Resource Centre Inc. must be spouses of military members.

Frequent relocations are a reality of military life and may contribute to a sense of isolation and lack of connections with a community. To enhance military families’ quality of life the following programs promote and facilitate personal, family, and community development.

Information & Referral / Welcome & Community Orientation

Regardless of where you choose to live (Ralston, Medicine Hat, Redcliff etc.), we are here to assist you make the transition to your new community as smooth as possible. We hand out an information package to families when they visit the mFRC and arrange a welcome visit a week or two after their arrival . If you have recently become a part of our military community and have not yet heard from us, please do not hesitate to call us. Posting information may not always reach us and we don’t want to leave anyone out.

After we’ve had the opportunity to welcome you into the community, we will follow-up with a you just to make sure that you are settling into your new posting.

Meet and Greet Events are every other month, January, March, May, July, September and November. We encourage all newcomers to attend these events as a great way to meet new families and make new connections. These events are held in both Ralston and Medicine Hat for your convenience.

Volunteer Leadership

Your community, your programs...you can make a difference. Volunteering may be short term or a life long commitment. You decide what areas interest you, how much time you can give, and how often you are available to volunteer. We will place you in your desired program, or create a reasonable activity/event that will meet your volunteer needs. If you like to be involved, want to meet new people and learn new skills, volunteering may be for you.

As the volunteer programs develop and change, so do the many volunteer opportunities available to you. We keep today’s volunteer trends in sight and also endeavour to be forerunners in new volunteer initiatives. We ensure that volunteers have access to creating, implementing, developing, and evaluating all areas of MFRC services and activities.

We offer Child and Youth Programs from the ages of 6 months to 3 years and 5 years to 17 Years Program areas include…

In addition to front-line programming, we also offer children's workshops, from Home Alone courses to Me, Myself and I classes. We also provide parenting workshops .

If you can't find the information you are seeking, be sure to visit the MFRC to speak with a staff member. If we don't have the answer, we can certainly point you in the right direction.

Kiddie Kare General Information

Kiddie Kare is a drop-in child care centre located in the Ralston Community Centre and accepts children from 6 months up to the age of 3. Registration is required.

Our program philosophy is that babies and toddlers have a safe environment to socialize with other children at the same time as developing their gross and fine motor skills through different aspects of play.

Kiddie Kare will run from the beginning of September to the end of June, excluding school vacations and statutory holidays. Sessions run Monday to Friday from 8:30 am to 11:30 am. Timings may vary, so please check for any changes on our website www.CAFconnection.ca or at time of registration.

Kiddie Kare is community needs driven; therefore, if there is interest for more sessions, the Centre will try and meet those requests. During the school summer vacations, parents will be asked to complete an interest form to determine need. Page 10

Mini/Junior/Senior Youth Centre

This program provides opportunities for members to further develop their social skills and self-esteem in a caring and nurturing environment. Fun and interesting activities will ultimately enable youth to develop skills in leadership, citizenship, decision-making, cooperation and group dynamics,.

Located at 16 Edgewood Road, the Youth Centre is divided into three age groups;  Mini Youth for ages 5 to 7 years, Thursday nights, from 4:30 pm to 6:00 pm.  Jr. Youth for ages 8 to 10 years, Tuesday nights, from 6:00 pm to 8:00 pm.  Sr. Youth for ages 11 to 17, Wednesday nights, from 6 pm to 8 pm.

Youth Centre offer fieldtrips, special events, dances and fundraising events.

Summer Camps

Offered throughout the summer for ages 5 to 10 year olds camps are filled with activities such as swimming, crafts, games, sports, fieldtrips, and cooperative play. This program offers children a safe and fun environment in which to spend time with their friends, make new ones, and learn new skills.

Deployment Support

Military family services defines deployment in this way: “A deployment is the assignment of military personnel to temporary tours of duty away from the home location for a period of more than 30 days”

We all know and accept that deployment is a part of the military lifestyle but that doesn't make the separation any easier. Deployment is something that affects all members of the family. Although deployment is not a frequent occurrence at CFB Suffield or BATUS, we are not immune to the stresses of our military members having to leave their families behind because of operational requirements.

Families of military members (Regular or Reserve Force) are encouraged to utilize our services. We don’t want anyone to fall through the cracks. If you have a family member on temporary tour of duty or training and you have not yet been contacted, please don’t hesitate to call, e-mail, or drop in with any questions that you may have on our deployment services listed as follows...

Deployment Support Resources - This includes articles and information on the stages of deployment and how it effects children and couples; children’s books; ideas on activities for children and families; information on Post Traumatic Stress Disorder, etc.

Warm Line Calls - This is a confidential phone service offered to all spouses of deployed per- sonnel. The Warm Line acts as a compassionate ear…one that understands the military life style with all its up and downs. It’s also a way for us to connect you with the MFRC as a reminder of the services that we have in place to support you and the family.

Respite Childcare - Respite Child Care Services can provide Respite Support a family's health and Well-Being while a military member is away on duty or during challenging periods.

Family Information Line (FIL) - The FIL is a toll free telephone line (1-800-866-4546) is confidential, personal and bilingual service offering information support referrals and crisis management 24 hours a day 7 days a week. Trained FIL counsellors can help connect military families with a variety of national and local services.

Veteran Family Program

Launched in April 2018 and funded by Veteran’s Affairs Canada, the Veteran Family Program (VFP) is a program that supports medically released Veterans and their families and by extension, medically releasing Canadian Armed Forces (CAF) members and their families, to help them effectively prepare for and successfully transition to civilian life.

The VFP provides:  Enhanced information and referral services  National transition programs  Access to intervention support

Additionally, to support some gaps in the service, the VFP extends access to the Military Family Service Program (MFSP) to members medically released from service along with their family members to ensure that supports are in place and available to support their transition from military to civilian life.

INTERVENTION Counselling and Crisis Support

The realities of life, especially for military families, can't always ensure a balanced life regardless of how well organized we are or how thoroughly we plan for the future. Consequently, when crisis occurs, we want you to know that we offer a completely confidential place to turn. We can conduct assessments and make referrals to local professionals specific to your needs. We can provide information and support, as well as short term counselling at no cost. We also have available informational workshops, and spe- cial events to keep you current on how to manage life's little bumps. If long term counsel- ling is required, or if our services don't meet your needs, we can assist you in finding anoth- er agency which may be better suited to your needs. Emergency / Respite Child Care

CF members are expected to have a regular childcare plan, including a back-up plan, in effect (as per the Family Care Plan).

When all else fails funding for up to 72 hours of emergency or emergency respite childcare is available to all CF members and their spouses through your local MFRC. Under certain circumstances, additional funding may be available. This service is not available if incre- mental costs are covered through Family Care Assistance. (Please refer to the Family Care Plan form at the MFRC).

Emergency respite child care is available to CF families when it has been determined that Page 14 a period of respite is absolutely essential for the family’s continued health and well-being.

Family Care Plan (FCP)

The FCP is designed to ensure that all CF members have a plan in place to care for their family in the event of either an emergency callout or planned deployment. The local unit administers this requirement.

The form is designed to assist members in creating their FCP and to ensure they consider all people for whom financial, healthcare, family, or other support is normally provided.

The FCP is not a legally binding contract but rather an exchange of information between the member and the CO, designed to assist in improving individual and unit operational effectiveness. All CF members must complete the FCP form DND 2886. If required, your local MFRC may be able to assist in locating a caregiver or in competing the form.

Personnel Support Programs (PSP)

The (CFB) Suffield Personnel Support Program (PSP) was established to support military personnel and members of the military family while posted to CFB Suffield and Defence Research & Development Canada. In addition, PSP offers support to British personnel and their families posted to British Army Training Unit Suffield (BATUS). PSP offers a wide variety of services, including dining, recreation, clubs, and a library. Please take a few minutes to read further and see what PSP has to offer you. Recreation Centre

Located on Larkhill Lane in the village of Ralston, it offers a number of programs and activities for military members and their families, as well as noon-hour and weekday activities for our civilian employees. Professional staff organize a wide range of activities such as children’s swimming lessons, hockey schools, skating lessons, fitness programs, aerobic classes, and several other sports programs and classes.

While military training has priority during normal working hours, the gym does offer open recreation during stipulated times. This includes the gym floor, weight room, aerobics area, squash court, steam room, and swimming pool.

During the spring and summer, there is also a children’s splash park, an outdoor basketball court, a skateboard park, and a golf driving range for your enjoyment.

Any member of PSP may be approached to answer questions about programs and facilities here at CFB Suffield.

A CRA Membership or a one day pass must be purchased for the Recreation Centre to use the facilities. CRA memberships are open to everyone, prices differ depending on your affiliation with the military. PSP will request you present you membership before entering the facilities. This membership/pass is necessary to utilize any recreation facility and to sign out sports equipment.

Personnel Support Programs (PSP)

Clubs All clubs in Ralston are overseen by PSP. Current clubs/organizations include…

 Prairie Rose Club  Ralston Devils (ladies hockey team) Please note that clubs are dependent on community interest and facilitators. Please contact PSP office for information on any club that you may be interested in or if you are interested in starting a club of your own.

Prairie Rose Club The Prairie Rose Club holds various events throughout the year. The Prairie Rose Club is run by a committee and is located in the church building on Larkhill Lane in the village of Ralston. The PRC run two child playgroups Pop in and Play and Lolly Pop Tots, Please contact PSP for further details.

Graham Community Library (GCL) The GCL is part of the Shortgrass Library System, which provides patrons with access to materials held by other libraries in the system. Other services include free internet terminals, books on tape, videos (Canadian and British), DVDs and magazines. Fax and laminating services are now also available. The GCL is located in the Ralston Community Centre on Dugway Drive.

Longhorn Lanes

Located in the Ralston Community Centre, the Longhorn Lanes have 4 bowling lanes available. For bookings please contact PSP.

The PMQs are located in the village of Ralston, approximately 3 kilometres south of the Base. There are 50 (CAF) and 125 (BATUS) single homes with fenced yards. Off- property garages are available for a monthly fee.

Utilities

Ralston All PMQ utilities are set up through CFHA for CAF families and the RAO for BATUS families. Gas, water, and sewage are pay deductions. Power is paid to EPCOR Energy.

Medicine Hat Utility applications are made in person through the Customer Service Department at City Hall (580 - 1st Street SE). Redcliff Redcliff residence must apply for electricity and gas at the Medicine Hat City Hall (see above). Canadian Driver’s Licence

A valid licence from another Canadian jurisdiction can be exchanged for an equivalent class (Classes 1 to 7). Testing is not normally required, but medical and vision requirements must be met. A medical and proof of vision screening is required for Class 1, 2, and 4 and may be required for all other classes if applicant has a medical condition that may affect their ability to safely operate a motor vehicle.

An out-of-province licence must be exchanged within 3 months of your arrival into Alberta. A registry agent will require the following documentation to process a licence exchange:

British Driver’s Licence

All family members of BATUS personnel that are intending to drive in Canada will need to exchange their current valid driver’s licence for an Alberta driver’s licence. If you hold a full British driving licence and have been driving for more than 2 years, then you are able to make this exchange at any licensing office. When exchanging your licence, you should ensure your Albertan driving licence will last for the duration of your posting.

A registry agent will require the following documentation to process a licence exchange:

If you do not hold a British driving licence, there may be a reciprocal agreement with the province of Alberta and the country which issued your driving licence.
