No. 16-31 Summer 2016 MERCATUS GRADUATE POLICY ESSAY THE ECONOMICS OF CONFLICT IN THE SOUTHERN PHILIPPINES: INSTITUTIONAL STICKINESS AND THE MORO INSURGENCY by Ethan Roberts The opinions expressed in this Graduate Policy Essay are the author’s and do not represent official positions of the Mercatus Center or George Mason University. Abstract The ongoing insurgency in the southern Philippines is generally believed to be a religious war. Historical evidence shows that this belief is unsatisfactory. Viewing the conflict through the framework of institutional stickiness leads to a more robust explanation of the insurgency by exposing the institutional misalignments that are at the root. These institutional misalignments lead to conflict over property rights, protection of indigenous culture, and fair provision of government services. This approach also informs policy by highlighting the problems with the national government’s attempts to quell the insurgency through the use of force. If the national government’s goal is to end the insurgency, a policy response that focuses on the use of local knowledge and that increases local autonomy is most likely to succeed. Author Bio Ethan Roberts is an alumnus of the Mercatus Center MA Fellowship at George Mason University. He currently teaches economics at the British International School in Kuala Lampur. Roberts graduated from the University of Wisconsin at Madison with a BA in political science and from the University of Washington with a MEd in social studies. During the spring of 2013, he participated in the Koch Internship Program as an education policy intern at the Reason Foundation. He spent the spring of 2015 interning at the Millennium Challenge Corporation. -

立正大学心理学研究所紀要 第8号 (2010) Filipino Personality Traits and Values for Social Support: FOW as human resources for work life balance in Japan (1) Isamu SAITO*1 Taiko IMAMURA*1 Mariko MIYAGI*2 Abstract: The purpose of thisstudy is to help contribute to solving nursing care problems in Japan by studying the characteristics, personality traits and values of the Filipino people. Filipinos work as nurses and caregivers over- seas, serving to be the largest supplier of human resources relating to social support. Literary documents andbooks were analyzed to gather concrete examples of Filipino personality traits and values. Interview surveys were also conducted. The ten most depicted traits were the following: pakikisama, hiya, utang na loob, close family ties, bahala na, amor propio, bayanihan, hospitality, ningas cogon, and respect for elders. These traits are analyzed from a social psychological viewpoint. Keywords:FOW, Filipino personal traits, work life balance, caregivers INTRODUCTION Thisstudy is a part of a social psychology research to compare work life balance on an interna- tional basis, and to consider international cooperation of social support. In Japan, where the birth- rate is decreasing and the population is aging rapidly, the care for theelderly is an extremely urgent socialissue. One of the greatest issues of nursing care is, who is to be the caregiver. Demog- raphically, low birthrate and rapid aging inevitably mean the rapid increase of agedpopulation re- quiring nursing care, and the sharpdecrease of young caregivers. Signs of this problem can already be seen, as evennow there are many cases when an agedperson musttake care of each other. Japan s problem of nursing care will becomeeven more serious in the coming years. -

Its citizens enjoy a unique lifestyle influenced by a mixture of Asian, Spanish, and American culture. Filipinos also currently view Japan in a positive light. Geographically, it is surrounded by the South China, Celebes, and Philippine seas, and has a land area of around 300,000 square kilometres (around 80% of Japan’s land area). It is an archipelago of more than 7000 islands. Manila, in the National Capital Region of the Philippines, has favourable access conditions as one of the major cities in Asia. Moreover, with over 20 million inhabitants, it is also one of the world’s most populous cities. Nominal GDP in 2012 reached up to 250 billion dollars, an impressive increase of 6.6% compared to the rest of Asia. With the growth of the middle class population, and continuous urban development, Metro Manila is transforming into a comfortable and globalized metropolis. However, the Philippines is also faced with various political, social, and economic problems. The income disparity across the population is large, the high-income class makes up only 1% of the population, the middle-income class comprises around 9%, and the remaining 90% are low-income class. -

Drawing on contemporary “new war theory,” a relatively young, continually evolving model of conflict, I assert that the course of the conflict is on a distinctly “new war” path due to the collapse of both the state and the fragmentation of the MILF, which traditionally acted in the capacity of a state to suppress the violent tendencies of armed men in lawless areas. -

In accordance with the Resolution No. 4 Para. 5 adopted by the Council of Ministers of the Islamic conference in its Fourth Session held in Benghazi, Libyan Arab Republic during the month of Safar 1393 H. corresponding to March 1973, calling for the formation of Quadripartite Ministerial Commission representing the Libyan Arab Republic, the Kingdom of Saudi Arabia, the Republic of Senegal and the Republic of Somalia, to enter into discussions with the Government of the Republic of the Philippines concerning the situation of the Muslims in the South of the Philippines. And in accordance with the Resolution No. (18) adopted by the Islamic conference held in Kuala Lumpur, Malaysia in Jumada Alakhir 1393 H. corresponding to June 1974 A.D. which recommends the searching for a just and peaceful political solution to the problem of the Muslims in the South of the Philippines through the negotiations. And in accordance with the Resolution No. 12/7/S adopted by the Islamic conference held in Istanbul in Jumada El-Ula 1396 H. corresponding to May 1976 A.D. empowering the Quadripartite Ministerial Commission and the Secretary General of the Islamic Conference to take the necessary steps for the resumption of negotiations. The study articulates Sikolohiyang Pilipino’s deviation from Western psychological discourse, which focuses on a clinical context, towards a broader scope that encompasses Filipino identity. By examining the curricula of various Filipino studies courses taught in California, and by comparing their content with the tenets of Sikolohiyang Pilipino, the study investigates the extent to which Sikolohiyang Pilipino is currently embedded in existing curricula and considers how its presence could be enhanced. Chronology of Mindanao Peace Agreements Christine Bell and Vanessa Utley Briefing Paper 02 | 2015 This chronology was produced by the Political Settlements Research Programme for UN Women in support of its work for the Global Study on the implementation of UNSC 1325 and the High-level review of that resolution by the UN Secretary-General (http://www.unwomen.org/en/news/in- focus/women-peace-security/1325-review-and-global-study). The Conflict Located on the southern Philippine island of Mindanao, the indigenous Muslim population, the Moro, and the Government of the Republic of the Philippines (GRP) have been engaged in an armed conflict since 1972 when President Marcos declared martial law.1 The Moro National Liberation Front (MNLF) was formed in 1969 to resist heightening discrimination and marginalization, and in 1972 began an armed resistance in order to establish a self- determining Moro identity in Bangsamoro (Indonesian for ‘Muslim Nation’) which would be established within the territorial provinces and peninsular regions of Mindanao, Sulu and Palawan.2 The MNLF would eventually splinter into the Moro Islamic Liberation Front (MILF), who have predominantly continued the resistance after the MNLF and the GRP signed the 1996 Final Agreement on the implementation of the 1976 Tripoli Agreement.3 The conflict has reportedly killed tens of thousands of people and displaced over 3 million people, though agreements as recent as June 2015 have renewed the International Monitoring Team and the Ad Hoc Joint Action Group, and a Task Force for -

Filipino Christian Psychologist 1 Running Head: FILIPINO CHRISTIAN PSYCHOLOGIST Becoming a Filipino Christian Psychologist: Reclaiming Indigenous Concepts of Faith and Spirituality Maria Eleanor Renee C. Cutiongco Graduate School of Psychology Fuller Theological Seminary Filipino Christian Psychologist 2 Abstract There is a move within the Filipino church to rediscover indigenous Filipino music and dance and for incorporation within the highly westernized and anglicized Filipino worship service. Following this pattern, the author advocates for redemption of Filipino indigenous psychological concepts about faith and spirituality. This paper gives a historical account of the introduction of evangelical Christianity in the Philippines to set a backdrop for the current problem of a highly Americanized expression of Christianity and the denial of indigenous concepts as pagan and ritualistic. It showcases the changes in the area of worship music and theology to highlight the prospects of reclaiming indigenous Filipino concepts for incorporation into Christian life. Then, it explores the beginnings of the same redemptive project within the realm of indigenous psychological concepts pertaining to spirituality. It poses a challenge for Filipino Christian psychologists to do the work of redeeming aspects of our culture for application in everyday life and work. Filipino Christian Psychologist 3 Becoming a Filipino Christian Psychologist: Reclaiming Indigenous Concepts of Faith and Spirituality When I first came to the United States in 2003, I was amazed at how comfortable I was worshipping in an American church. It was the same bare walls with a cross above the altar. I readily joined in the singing of hymns and choruses. I was able to anticipate the different transitions in the order of worship.
