Torres Mindanao State University – Iligan Institute of Technology, Philippines INTRODUCTION As early as 1931, Moro leaders who were in favor of Moro integration into the Philippine body politichad already expressed their concerns on the marginalization of Mindanao and its native inhabitants. Datu Ibra, then representative of Lanao to the Philippine Legislature once said in his privilege speech: A nation is like a human body. To be healthy, all its parts must be healthy. A man cannot be said to be healthy because his arms are strong provided his feet are weak… A beautiful Manila does not constitute a beautiful Philippines, and so we ask you to pay more serious attention to the problems of the south, which in progress is far behind the north.1 The above speech of Datu Ibra gives us a lot of insights. First, it reminds us that the Philippines cannot be complete without Mindanao. Hence, if we talk about Philippine development, Mindanao cannot be detached from it. Second, the speech reminds us that the problem in Mindanao is a Philippine problem. Thus, people from other parts of the country should not say: “Mindanao is too far from us” or “The problem in Mindanao is not our problem”. After all, the war efforts to contain “Moro rebellion” are financed by Filipino taxpayers; Soldiers recruited to fight the Moro “rebels” often come from other regions of the Philippines; and Internally Displaced Persons (IDPs) from Mindanao migrate to overcrowded cities in Luzon and Visayas. -

Marine-Oriented Sama-Bajao People and Their Search for Human Rights AURORA ROXAS-LIM* Abstract This research focuses on the ongoing socioeconomic transformation of the sea-oriented Sama-Bajao whose sad plight caught the attention of the government authorities due to the outbreak of violent hostilities between the armed Bangsa Moro rebels and the Armed Forces of the Philippines in the 1970s. Among hundreds of refugees who were resettled on land, the Sama- Bajao, who avoid conflicts and do not engage in battles, were displaced and driven further out to sea. Many sought refuge in neighboring islands mainly to Sabah, Borneo, where they have relatives, trading partners, and allies. Massive displacements of the civilian populations in Mindanao, Sulu, and Tawi- Tawi that spilled over to outlying Malaysia and Indonesia forced the central government to take action. This research is an offshoot of my findings as a volunteer field researcher of the Commission on Human Rights (CHR) and the National Commission on Indigenous People (NCIP) to monitor the implementation of the Indigenous People’s Rights to their Ancestral Domain (IPRA Law RA 8371 of 1997). No. 16-31 Summer 2016 MERCATUS GRADUATE POLICY ESSAY THE ECONOMICS OF CONFLICT IN THE SOUTHERN PHILIPPINES: INSTITUTIONAL STICKINESS AND THE MORO INSURGENCY by Ethan Roberts The opinions expressed in this Graduate Policy Essay are the author’s and do not represent official positions of the Mercatus Center or George Mason University. Abstract The ongoing insurgency in the southern Philippines is generally believed to be a religious war. Historical evidence shows that this belief is unsatisfactory. Viewing the conflict through the framework of institutional stickiness leads to a more robust explanation of the insurgency by exposing the institutional misalignments that are at the root. These institutional misalignments lead to conflict over property rights, protection of indigenous culture, and fair provision of government services. This approach also informs policy by highlighting the problems with the national government’s attempts to quell the insurgency through the use of force. If the national government’s goal is to end the insurgency, a policy response that focuses on the use of local knowledge and that increases local autonomy is most likely to succeed. Author Bio Ethan Roberts is an alumnus of the Mercatus Center MA Fellowship at George Mason University. He currently teaches economics at the British International School in Kuala Lampur. Roberts graduated from the University of Wisconsin at Madison with a BA in political science and from the University of Washington with a MEd in social studies. During the spring of 2013, he participated in the Koch Internship Program as an education policy intern at the Reason Foundation. He spent the spring of 2015 interning at the Millennium Challenge Corporation. -

These relations evolved under conditions in which both countries understood and valued the need for cooperation, but also were aware of its limits and the dangers of too close a partnership. U.S. security dealings with Saudi Arabia are an extreme, perhaps unique, case of how security ties unfolded under conditions in which sensitivities to those ties were always a central —oftentimes dominating—consideration. This was especially true in the most delicate area of military assistance. Distinct patterns of behavior by the two countries emerged as a result, patterns that continue to this day. This dissertation examines the first twenty years of the U.S.-Saudi military assistance relationship. Shepelyansky1 1Laboratoire de Physique Th´eorique du CNRS, IRSAMC, Universit´ede Toulouse, UPS, 31062 Toulouse, France (Dated: October 21, 2013) We study the statistical properties of spectrum and eigenstates of the Google matrix of the citation network of Physical Review for the period 1893 - 2009. The main fraction of complex eigenvalues with largest modulus is determined numerically by different methods based on high precision computations with up to p = 16384 binary digits that allows to resolve hard numerical problems for small eigenvalues. The nearly nilpotent matrix structure allows to obtain a semi- analytical computation of eigenvalues. We find that the spectrum is characterized by the fractal Weyl law with a fractal dimension df 1. It is found that the majority of eigenvectors are located in a localized phase. The statistical≈ distribution of articles in the PageRank-CheiRank plane is established providing a better understanding of information flows on the network. The concept of ImpactRank is proposed to determine an influence domain of a given article. We also discuss the properties of random matrix models of Perron-Frobenius operators.
