Please use this information in conjunction with both the Big 12 Sport Resource Guide (SRG) and the Big 12 Indoor Track & Field Championship Manual, as well as the NCAA Track & Field/Cross Country Men’s and Women’s Rules Book. Any issues not addressed directly by these documents or NCAA or Big 12 rules, will be acted upon by the Commissioner of the Big 12 Conference in conjunction with the Athletics Directors. Coaches are reminded that amending and/or adding championship rules as reflected in the technical manuals or championship manuals should only be changed at the annual track & field coaches’ meeting (September). Items that impact scoring or recruiting cannot be implemented until the next academic year. (Last Updated 2007-08) Although this manual and other publications attempt to cover all phases of the championship, some questions may arise. ADMINISTRATION OF EVENT Administration of the Big 12 Indoor Track & Field Championships is the responsibility of the Conference liaison and the athletic director of the host institution. They shall delegate duties and responsibilities to staff members, as necessary, to ensure the efficient administration and promotion of the meet. The following groups and individuals shall be used for assistance in the capacities indicated: The Head Track Coaches of the Big 12 Conference. The head track coaches shall be utilized as counsel for planning the event. Review of planning for the indoor championship meet shall be an item on the agenda for the annual fall meeting of the track coaches. Meet Director. The meet director shall be appointed by the athletic director of the host institution. Games Committee. The Jury of Appeals shall serve as the Games Committee and thus shall render final decisions regarding appeals. 2. ENTRIES Entry Submission. All entries shall be submitted by the coaches via an Internet site hosted by Direct Athletics. Entry Submission Notice. Approximately one month before the event, the Conference office will notify the coaches that entries are open. Seeding. To be considered for seeding, times must have been recorded no earlier than December 1 preceding the meet. Times must have been recorded indoors. Performances used in heating and flighting must have been made during the current indoor season as well. Relay Splits. No relay splits may be submitted as seed times. Times/Marks. Marks should be converted to banked/oversized track (actual marks must be made available, if requested). In addition, conversions should be made for altitude or hand time. Field events must be listed as metric. Indicate if they are converted from imperial marks. Entry Format. All entries must include the event, date and place where seed times were recorded. Roster/Entries Deadline. Each team must finalize its roster/entries no later than 10 a.m. (CST) on Thursday, February 21 (one day prior to the meet). A Conference representative should be on-site when the heats are drawn. At this time, each team may have only a maximum of 26 officially declared athletes. From this point forward throughout the championships no further additions may be made to the officially declared roster, including available relay personnel. The NCAA Honest Effort rule shall apply. Heat Sheets. Heat sheets should be emailed to coaches as soon as they are available after declarations (as well as subsequent days). (Effective 2012-13) Procedures Not Addressed. Heating and seeding procedures not addressed directly by this administrative manual for the Big 12 Championship shall be consistent with NCAA procedures. 2018-19 INDOOR TRACK & FIELD TECHNICAL MANUAL | 3 Heat and Lane Assignments. Heat and lane assignments, as well as rankings of each event by seed times as converted (and including the original time and distance), will be distributed to the coaches at the time designated for the pre-championship meeting the day before the meet (same information that was emailed). A 30-minute “challenge period” for entries will begin at that time. If a challenge is upheld by the declarations official because an incorrect time was submitted, the coach will be fined $50 and a letter will be sent to the athletics director. The student-athlete will remain in the event with the correct time and the event will be redrawn. If the student-athlete does not appear on the entry forms, he/she will not be allowed to compete in the meet. 3. COMPETITION FORMAT Dates. The meet shall be a two-day event, with men’s and women’s events alternating throughout the schedule. The championship dates will be recommended by the head coaches for approval by the athletic directors. The approved dates for 2019 are February 22-23. Schedule. The standard Conference schedule of events must be used for the championship (See Appendix A- Schedule). Changes should only occur if there are extenuating circumstances due to the facility set-up. If such changes are necessary, the recommendations must be sent to the coaches at least two weeks prior to the fall coaches meeting. No schedule change may be made to accommodate a student-athlete.
