Na osnovu člana 30. i člana 72. stav 2 Zakona o lokalnoj samoupravi (Službeni glasnik Republike Srpske br.101/04 i 42/05) Skupština grada Banja Luka je, na sjednici održanoj 30.11.2005.godine, donijela S T A T U T GRADA BANJA LUKA I – OPŠTE ODREDBE Član 1. Ovim Statutom uređuju se poslovi Grada Banja Luka, kao jedinice lokalne samouprave, organizacija i rad organa Grada, akti i finansiranje, učešće građana u lokalnoj samoupravi, saradnja sa drugim jedinicama lokalne samouprave, postupak za donošenje i izmjenu Statuta, i druga pitanja od lokalnog interesa. Član 2. Grad Banja Luka je teritorijalna jedinica lokalne samouprave (u daljem tekstu Grad), u kojoj građani zadovoljavaju svoje potrebe i učestvuju u ostvarivanju zajedničkih i opštih interesa, neposredno i preko demokratski izabranih predstavnika. Grad Banja Luka, ima nadležnosti koje su zakonom dodijeljene Opštini. Član 3. Član 4. Sjedište Grada je u Banjoj Luci. 1 Član 5. Grad je pravno lice. Grad predstavlja i zastupa Gradonačelnik. Član 6. Grad ima simbole – grb i zastavu, koji simbolišu istorijsko, kulturno i prirodno naslijeđe Banje Luke. Grb Grada predstavlja plavo polje, u obliku štita, oivičeno zlatnom trakom, sa vizurom Banskog dvora - u gornjem dijelu, te listom kestena (simbolom banjalučkih aleja), Kastelom (Kastrum) – starom rimskom tvrđavom, u dnu štita -stilizovanom linijom rijeke Vrbasa. -

Sources and references: 2 Prologue Regarding the area of human rights in Bosnia & Herzegovina, one could say, somewhat cynically, that it is a promised land for people involved in such problem area. The question of human rights is, according to a prevalent opinion, one of the main indicators of the societal state as a whole. Bosnia & Herzegovina is not an exception to this rule, and accordingly the commission "Justitia et Pax" of the Bishops' Conference of Bosnia & Herzegovina involved in such problems cannot remain silent because of the need of improving the protection of human rights of each individual. -

Cease-Fire Won't Help Banja Luka Introduction Banja Luka, the second largest city in Bosnia-Hercegovina after Sarajevo, is the scene of much of the most severe and systematic "ethnic cleansing" underway in that country. Indeed, according to a spokesperson for the U.N. High Commissioner for Refugees (UNHCR), Banja Luka is "the worst place in Bosnia in terms of human rights abuses."1 The city is located in northwestern Bosnia, an area of strategic importance to the Bosnian Serb forces. There, for the past two years, non-Serbs have been "cleansed" through systematic persecutionthat includes torture, murder, rape, beatings, harassment, de jure discrimination, intimidation, expulsion from homes, confiscation of property, bombing of businesses, dismissal from work, outlawing of all scripts except the Cyrillic in public institutions2, and the destruction of cultural objects such as mosques and Catholic churches. Yet, in Banja Luka, where war crimes are so virulent and pervasive, there is no war. The systematic persecution of Muslims, Croats, Romas (Gypsies) and others has taken place and continues although Bosnian Serbs already control the area absolutely; indeed, the sweeping, institutional nature of the "cleansing" would not be possible without such control. Although this report deals with the Banja Luka municipality, the abuses taking place in Banja Luka are similar or identical to abuses perpetrated against non-Serbs throughout Bosnian Serb-held areas of northern Bosnia. Conditions in Banja Luka and other areas of the northwestern Bosanska Krajina region provide a powerful counterweight to the argument put forth by high-ranking U.N. -
