* Kausar Parveen Government-Opposition Dynamics in Pakistan: Collaboration on the Thirteenth Constitutional Amendment Bill ABSTRACT Working relationship of government and opposition is indispensible for the success of the political system. Pakistan has chequered history on this subject. Both government and opposition never abide by the rules of the game within the parliamentary framework. The government always tried to suppress opposition and in consequence opposition always tried to commune with extra-constitutional powers to bring down the government of the day. Yet there were few instances in the history of Pakistan when both collaborated. Both unanimously passed the Constitution of 1973 and the Thirteenth Constitutional Amendment in the National Assembly. That was the historic moment of the repealing the Article 58(2)b in the Eighth Amendment on 1 April 1997. Pakistan has witnessed frequent and drastic changes in the form of three successive constitutions and a host of provisional constitutional set-ups. Pakistan has been oscillating between presidential and parliamentary forms of governments throughout its history. The result was instability and unpredictability in relationships between the democratic institutions and a powerful civil-military bureaucracy. Very often, constitutions were used as an instrument for the pursuance of vested interests by the regimes in power through manoeuvring or amending these to suit their short- term objectives. -

During the year, TPILDAT has continued the focus of its activities upon review of the public policies relating to vital issues the society has been facing. The subjects of concern were deliberated by the experts and professionals in the relevant field in a transparent manner so that everybody could be benefitted out of the discussions and opinions expressed and formulated. PILDAT initiative on broadening and deepening public discourse on civilian and Parliamentary oversight on Defence continued during the reporting period. Many celebrated national and regional experts penned down briefing papers and case studies on the issue, based on which key public representatives from major political parties of Pakistan held interactions under the PILDAT banner. During the reporting period, Parliamentary Committee on National Security (PCNS) presented its recommendations, including those which PIDAT had shared with the committee, to the Parliament on March 20, 2012, marking it a milestone in Pakistan's Parliamentary history signifying that foreign policy, which has been considered a domain of civil and military bureaucracy, now has a collective Parliamentary ownership. -

A N N U A L R E P O R T 2 0 1 4 SAIF POWER LIMITED A Saif Group Company A FORMIDABLE PASHTUN LADY TRIBUTE TO ONE OF PAKISTAN’S FIRST FEMALE PIONEERS Begum Kulsum Saifullah Khan (1923-2015) Kulsum Saifullah Khan was a businesswoman, a social activist, and a political heavy weight all at one time. Married at 17 and widowed at 40, she took up the political and business work of her late Barrister-Politician husband, Saifullah Khan. After her husband’s death, she stepped forward and, despite no formal training in business, took over the Saif Group and developed it into one of Pakistan’s most successful corporations which covered so many sectors of the economy. Politically, she was the first female federal minister in Pakistan and operated in a thoroughly male dominated environment. She was also active socially and was one of the founding members of (a) All Pakistan Women Association (APWA) (b) Sarahad Handicapped Children’s Association (c) Pakistan Association of Women Entrepreneurs. She handled other social welfare assignments as well. It was unique and challenging for a Pashtun woman in Pakistan in 1960s to be so engaged in politics and business but Kulsum Saifullah persevered and, inspired countless others with her grit and determination. In 2008, then- president Pervez Musharraf conferred on her one of Pakistan’s highest civilian award – Hilal e Imtiaz for her contribution to business, politics and social welfare. From Pakht ũnistãn to Khyber Pakht ũnkhwã: A Journey of Pakht ũn Nationalists from Separation to Integration Safi Ullah Khan Marwat ∗ ABSTRACT In British India, after the 3 rd June Plan, Pakht ũn nationalists of the North West Frontier Province demanded Pakht ũnistãn (an independent nation state comprising of Pakht ũn dominant areas of British India). Their demand was accepted neither by the British nor the All India Muslim League or even their ally, the Indian National Congress. In protest, they boycotted the Referendum of July 1947 paving the way for the North West Frontier Province to become an integral part of Pakistan. Their demand for an independent Pakht ũnistãn became a liability for them in Pakistan. By then, they had to prove their allegiance to Pakistan. In this connection, they modified their politics and passed through an evolutionary process. They struggled for renaming the North West Frontier Province, first, as Pakht ũnistãn and, later on, as Pakht ũnkhwã with maximum provincial autonomy within the federation of Pakistan. But, their political profile in Pakistan shows that they have been passed through a long journey from separation to integration. They got neither independent Pakht ũnistãn nor renaming the North West Frontier Province as Pakht ũnistãn or Pakht ũnkhwã within Pakistan.
