t’s my honor to be the director of Idaho Fish and Game, and my priority is to maintain Idaho’s high- Iquality hunting, fishing and trapping opportunities. Our migratory bird hunting, whether it’s hunting doves and sandhill cranes in September, ducks in October or snow geese in March, provides diverse opportunity with long seasons and ample bird populations for hunters to pursue. Rules and seasons for migratory bird hunting have traditionally been generous and fairly consistent, but there are some exceptions, and the 2019-20 season is no different. Duck hunters will have a one-bird limit for pintails due to North American populations being below their long-term average. Hunters pursuing light geese will gain some later hunting opportunity in Eastern Idaho with the shifting of portions of several counties west of Interstate 15 from Area 2 to Area 4. Otherwise, rules and seasons will be very similar to recent years, and overall, hunters can look forward to healthy populations of migratory , which include doves, ducks, geese, sandhill cranes, Wilson’s snipe, coots, and American crows. Most of these species are found statewide, so everyone has a chance to hunt them. Hunters can pursue most of these birds with a hunting license, migratory bird permit, and a waterfowl stamp for ducks and geese. One exception is sandhill cranes, where a tag is required, and a limited number are available at license and tag vendors on a first- come, first-served basis starting August. 1. Aside from a great variety of opportunity, migratory birds are a good way to introduce people to hunting. Youth waterfowl hunters get a special statewide season on September 28-29 that is limited to ages 17 and younger. New hunters of all ages can take advantage of Idaho Fish and Game’s “Passport Program,” which is a simple, low-cost way for newcomers to try mentored hunting under these stipulations:

• Hunting Passports are only available to first time hunters. Those who have previously held a hunting license in any state are not eligible. • Hunter Education certification is not needed to obtain a Hunting Passport. If an individual has completed a Hunter Education course, but has not yet purchased a license, they are eligible for a Hunting Passport. • The minimum age to hold a Hunting Passport is eight years old; there is no maximum age. • Hunting Passports are available at license vendors and Fish and Game regional offices for $1.75. • Youth ages 8 and 9 years old can possess a Hunting Passport each year until they turn 10, but anyone who is 10 or older can only possess one Hunting Passport. • You can see more details about the Passport Program at idfg.idaho.gov/hunt/passport

Finally, Idaho is a diverse state with different latitudes, elevations and climates, which means it can be challenging to time seasons to coincide with bird migrations. Unlike other game in Idaho, migratory bird rules and season frameworks are set by the U.S. Fish and Wildlife Service based on international treaties, and Idaho must set its seasons within those federal guidelines. Idaho has traditionally opted toward the most generous bag limits and longest seasons within those guidelines, and it strives to provide hunters access to as much hunting opportunity as possible during peak migration times. Legal Hunting Methods for Light Geese hen all other waterfowl and migratory game bird hunting seasons, except falconry, are closed, recorded Wor electronically amplified bird calls or imitations of bird calls, and unplugged shotguns capable of holding more than three shells may be used to hunt light geese. These hunting methods apply to the light goose seasons in Area 3 from February 18 to March 10, 2020, and in Area 4 from February 9 to March 10, 2020.

Dove Mourning Dove • September 1 – October 30, 2019 • Migratory Bird (HIP) Permit—REQUIRED • Shotgun capable of carrying no more than 3 shells—REQUIRED • Federal Migratory Bird (Duck) Stamp— NOT REQUIRED • Nontoxic Shot—NOT REQUIRED • Shot Size: No person shall take mourning doves while in possession of shot larger than two tenths (0.2 inches) in diameter (size T). © Mick Thompson Eurasian-collared doves are larger than mourning Pointed tail doves. They have a black collar on the top part of the neck, pale gray coloration, and dark primary feathers. These doves are an introduced species that have Eurasian-collared Dove recently expanded their range into Idaho. Eurasian- collared doves will not count as part of your aggregate bag of doves as long as they are identifiable.

Eurasian-collared doves may be taken in any amounts and at any time by holders of the appropriate valid Idaho hunting or combination hunting license, Black provided such taking is not in violation of state, collar county, or city laws, ordinances, or regulations. Square tail

American Crow Seasons and Limits DAILY BAG & POSSESSION LIMIT: NO LIMITS

• October 1, 2019 – January 31, 2020 No person shall take American crows:

• From one-half hour after sunset to one-half hour American Crow before sunrise. • With trap, snare, net, rifle, pistol or a shotgun using 1 shells exceeding three and one-half (3 /2) inches maximum length. • From boats or other craft having a motor attached UNLESS the motor is completely shut off and forward progress has ceased, or the boat is drifting naturally or it is propelled only by paddle, oars, or pole, or it is beached, moored, or resting at anchor. Two species of swans are found in Idaho: tundra swans and trumpeter swans. Both are protected MALLARD and cannot be hunted in Idaho.

These slow, low-flying birds are vulnerable to Male accidental and illegal shooting. Because they are larger with longer necks and adult birds are completely white, swans do not closely resemble any legal game bird. Female Trumpeters have a seven-foot wingspan and weigh up to 30 pounds. Young swans (cygnets), are a medium gray color with paler belly and wing linings, and smaller than the adults. These large swans fly with a slow, distinct wing beat.

Snow geese and Ross’s geese are also white, but are much smaller and have black wing tips. Hunters Must Be Sure of Their Targets!

Report all sightings of swans with neck collars to the nearest IDFG office. (See page 4)
