Cadre Himachal Pradesh Police Service, Communication and Technical Services As on 31- 03-2020 PREFACE It gives us great pleasure to bring out the Civil List of Police Service i.e. Indian Police Service H.P. Cadre, Himachal Pradesh Police Service and Communication and Technical Services for the year 2020 and I place on record my deep appreciation for the officers who have put in great effort to prepare the same. While updating the Civil List, it has been our endeavour to incorporate the updated position regarding all the particulars of the officers. However, we request the officers to bring to our notice any error that may have crept in inadvertently. Many of the distinguished police officers of the State are holding key positions in the Central Government and Organizations. This is a matter of great pride and honour for the State as well as the Police cadres besides being a source of great inspiration to the young members of the Services. This Civil List is meant only for use as a ready reckoner for basic information about the officers and in case of any discrepancy between the official service records and this List, the former shall prevail.     India’s Police Complaints Authorities: A Broken System with Fundamental Flaws A Legal Analysis CHRI Briefing Paper September 2020 Commonwealth Human Rights Initiative The Commonwealth Human Rights Initiative (CHRI) is an independent, non-governmental, non- profit organisation headquartered in New Delhi, with offices in London, United Kingdom, and Accra, Ghana. Since 1987, it has worked for the practical realization of human rights through strategic advocacy and engagement as well as mobilization around these issues in Commonwealth countries. CHRI’s specialisation in the areas of Access to Justice (ATJ) and Access to Information (ATI) are widely known. The ATJ programme has focussed on Police and Prison Reforms, to reduce arbitrariness and ensure transparency while holding duty bearers to account. CHRI looks at policy interventions, including legal remedies, building civil society coalitions and engaging with stakeholders. The ATI looks at Right to Information (RTI) and Freedom of Information laws across geographies, provides specialised advice, sheds light on challenging issues, processes for widespread use of transparency laws and develops capacity. CHRI reviews pressures on freedom of expression and media rights while a focus on Small States seeks to bring civil society voices to bear on the UN Human Rights Council and the Commonwealth Secretariat. A growing area of work is SDG 8.7 where advocacy, research and mobilization is built on tackling Contemporary Forms of Slavery and human trafficking through the Commonwealth 8.7 Network. CHRI has special consultative status with the UN Economic and Social Council and is accredited to the Commonwealth Secretariat. Recognised for its expertise by governments, oversight bodies and civil society, it is registered as a society in India, a trust in Ghana, and a public charity in the United Kingdom.

    GOVERNMENT OF HIMACHAL PRADESH OFFICE OF THE DEPUTY COMMISSIONER, CHAMBA, DISTRICT CHAMBA (Himachal Pradesh) No.CBA-DA-2(31)/2020-4910-25 Dated Chamba the 20th April, 2020 ORDER Whereas, the Government of India, Ministry of Home Affairs, in exercise of the powers conferred under section 10 (2) (l) of the Disaster Management Act 2005 has issued an order dated 14th April 2020, vide which the lockdown measures stipulated in the consolidated guidelines of the Ministry of Home Affairs (MHA) for containment of COVID-19 epidemic in the country, will continue to remain in force up to 03rd of May 2020 to contain the spread of COVID-19 in the country. Whereas, vide notification number 40-3/2020-DM-l(A) dated 15th April, 2020 Government of India Ministry of Home Affairs, to mitigate hardship to the public, has allowed selective additional activities, which will come into effect from 20th April 2020. However, these additional activities will be operationalized by the States/ Union Territories/District Administrations based on strict compliance to the existing guidelines on lockdown measures. Whereas, in view of these directions given by the Government of India the District Magistrate, Chamba is duty bound for the strict compliance and implementation of consolidated revised guidelines, especially as given in National Directive at Annexure - 1 of these guidelines. HISTORICAL PERSPECTIVE 1.1.1 The State of Himachal Pradesh owes its existence to the merger of 31 big and small hilly principalities which were amalgamated to form Himachal Pradesh as part “C” state on 15th April, 1948. Rulers of these principalities and Praja Mandal activists opposed the merger of these hill principalities with East Punjab and apprised the Government of India about their demand to have a separate state which, the Government of India acceded to. This unit was administered by the Government of India through a Chief Commissioner. These 31 hilly states were Baghat, Bhajji, Baghal, Bija, Balsen, Bushehar, Chamba, Darkoti, Deloth-Dhadi, Dhami, Ghund, Jubbal, Khaneti, Kyarkoti, Kumarsain, Kunihar, Kuthar, Mandi, Madhan, Mahlog, Mangal, Kot(Ratesh), Keonthal, Rawinigarh, Sangri, Sirmaur, Suket, Tharoch & Theog. All these areas at that time constituted four districts viz. Chamba, Mahasu, Mandi and Sirmaur with an area of 27,169 square kilometers. In 1954, the neighbouring State of Bilaspur was integrated with Himachal Pradesh, thereby adding one more district with an area of 1167 square kilometers.
