Photo: AFP * Arnold Puyok is Senior Lecturer in Politics and Government Studies at the Faculty of Social Sciences and Humanities, Universiti Malaysia Sarawak (UNIMAS). 1 ISSUE: 2021 No. 8 ISSN 2335-6677 EXECUTIVE SUMMARY • Public opinion polls conducted prior to the 16th Sabah state election provided telltale signs of Warisan’s loss of support and impending electoral defeat. • Warisan’s fall from power was mostly due to the party’s inability to address the priority needs of the largely rural Muslim Bumiputera and Kadazandusun voters. • Research fieldwork during the election campaign and post-election analysis reveal that rural Sabah voters are more concerned with bread-and-butter issues, while their partisan loyalties are not steadfast. They are willing to trade their political support for programmes and policies that yield tangible benefits. • The new state government led by Gabungan Rakyat Sabah (GRS) will face the twin challenges of appeasing increasingly demanding voters and delivering public goods effectively. • As GRS navigates these politically uncertain times, its future in Sabah looks unpromising. 2 ISSUE: 2021 No. 8 ISSN 2335-6677 INTRODUCTION In the recent Sabah state election, GRS (Gabungan Rakyat Sabah), comprising BN (Barisan Nasional), PN (Perikatan Nasional) and PBS (Parti Bersatu Sabah), won 38 seats in the state legislative assembly, prevailing over a Warisan-led coalition by a six-seat margin. -

RIGHTS IN REVERSE: One year under the Perikatan Nasional government in Malaysia MARCH 2021 RIGHTS IN REVERSE: EXECUTIVE SUMMARY Malaysian people have experienced seismic upheavals in the past year. In late February 2020, the ruling Pakatan Harapan government collapsed amid surreptitious political manoeuvring. On 1 March 2020, Malaysia’s King appointed Tan Sri Muhyiddin Yassin as Prime Minister after determining that he commanded the support of a majority of elected MPs under the umbrella of the Perikatan Nasional coalition. The turnover in government marked a political sea change and the abrupt end to the reform agenda of the Pakatan Harapan government. The ascendence of the Perikatan Nasional government coincided with the onset of the COVID-19 pandemic in Malaysia. The government implemented a strict Movement Control Order (MCO) that severely curtailed travel and social interactions. While the government’s efforts to stymie the spread of the virus have been successful in many respects, authorities have at times applied measures in a discriminatory manner and used the pandemic as an excuse to restrict human rights. This report examines the Perikatan Nasional government’s record on fundamental freedoms during its first year in power. Specifically, the report considers the government’s actions against its obligations to respect, protect, and fulfil the rights to freedom of expression, peaceful assembly, and association. These rights are the focus of ARTICLE 19 and CIVICUS’s work in Malaysia. Last year’s change of government has proven to be a major setback for fundamental freedoms in Malaysia. While the Pakatan Harapan government’s track record on human rights was disappointing in many ways,1 it took some steps to roll back repressive laws and policies and was much more open to engaging with civil society and the human rights community than its predecessor. -

However, epidemiological studies on colorectal cancer have mainly focused on the three main ethnic groups. There is evidence that the clinico-pathological characteristics of some cancers may differ in indigenous populations, namely that they occur earlier and behave more aggressively. We aimed to determine if there were similar differences in colorectal cancer, focusing on the indigenous populations of Sabah. Methods: Histopathological reports of all patients diagnosed with colorectal carcinoma from January 2012 to December 2016 from public hospitals in Sabah were retrieved from the central computerized database of the Pathology Department of Queen Elizabeth Hospital in Kota Kinabalu, Sabah. Supplementary data was obtained from patients’ case files from each hospital. Clinico-pathological data were analysed using the IBM SPSS Statistical Software Version 23 for Windows for descriptive statistics (mean, median, ASR, AR, relative risk) and inferential statistics (Chi square test). Results: A total of 696 patients met the inclusion criteria. The median age for colorectal cancer in Sabah was 62 years (95% CI 60.3 to 62.3), with an age specific incidence rate of 21.4 per 100 000 population. The age specific incidence rate in the indigenous populations was 26.6 per 100 000, much lower than the Chinese, at 65.0 per 100 000. -

Sabah BN must overcome voters’ unhappiness, state leaders say Malaysian Insider October 07, 2012 By Ida Lim KUALA LUMPUR, Oct 7 — The Sabah government needs to find out why voters surveyed last month are dissatisfied with it, especially the economy, and work to improve their services, say Barisan Nasional (BN) leaders from the coalition’s key votebank. A Merdeka Center survey released on Friday showed that 57 per cent were dissatisfied with Sabah’s economic performance and only 56 per cent of Sabah voters were satisfied with the state government, a six per cent drop from 62 per cent in November 2009. The country’s easternmost state has been described as BN’s “fixed deposit”. “I think the only way to solve all the problem, BN Sabah should work smart and consider what (are the) people’s problem, what people need,” said senior Umno backbencher Datuk Bung Moktar Radin, adding that the BN goverment “should do more” to develop the state. But Bung Mokhtar said the state government cannot deliver everything, pointing out that it was the same for other states and even United States President Barack Obama has been criticised by his own people. “What I can see state government is hardworking, of course not everything they can deliver,” the Kinabatangan MP told The Malaysian Insider. “The people, they know how to see you, they know how to judge you. We cannot hide anything,” he said, when commenting on Prime Minister Datuk Seri Najib Razak and Chief Minister Datuk Seri Musa Aman’s ratings. The survey showed Najib’s ratings remaining stable at 75 per cent, but Musa’s fell from 60 per cent in November 2009 to 45 per cent in September, suggesting the ruling BN will be faced with some hurdles in its stronghold ahead of elections soon. -

This area is known to be extremely prone to landslides that occurred either naturally or by human interference to natural slopes. Aerial photographs interpretation was conducted in order to identify landslide distributions across three assessment years (2012, 2009 and 1984). These datasets were classified into two landslides groups based on their occurrences; natural and artificial. A total of 362 naturally occurring landslides were identified and another 133 are artificial slope landslides. Physical parameters which include lithology, slope angle, slope aspect and soil series were analyzed with each landslide group to examine the different influence of these parameters on each of the group. From the analysis, the landslide density for the natural landslide group shows that more than 35° slope angle and slope aspect facing east and southwest are prone to landslides. In terms of geological materials, high landslide density is recorded in the phyllite, shale, siltstone and sandstone lithologies group and the Pinosuk, Kepayan and Trusmadi soil series. In contrast, for the artificial slope landslide, high landslide density is observed in the 25°-35° slope angle and similar density in every slope aspect classes. The geological materials however have similar landslide density across their factors’ classes. -

Loh and Kevin Zhang* EXECUTIVE SUMMARY • On 26 September, the East Malaysian state of Sabah heads to the polls. The state election was called following the defection of 13 assemblymen from the Warisan-led state government. • The competition is fierce, with 447 candidates from many parties contesting for the 73 state legislative assembly seats. The main battle is however being fought between Warisan Plus on one hand and Gabungan Rakyat Sabah (GRS) on the other. Warisan Plus consists of the Pakatan Harapan (PH) coalition and the Sabah-based Warisan, while GRS consists of Perikatan Nasional (PN), Barisan Nasional (BN), and Parti Bersatu Sabah (PBS). • The COVID-19 pandemic has pushed much of the political campaigns and discussions to online media platforms. Our research indicates that a vigorous online discourse has emerged in Sabah, particularly since the dissolution of the state assembly on 30 July. • Three key themes can be seen in the online media discourse among Sabahans: wariness against the role of “Cybertroopers”, cynicism over party-hopping, and a deepening political divide between Sabah and Peninsular Malaysia. • Both the incumbent (Warisan) and major opposition (BN) parties have been viciously attacked. The Warisan is painted as a pro-migrant party with poor administrative ability shown during their short tenure, while the BN parties are tagged as “robbers of the state” who failed to develop Sabah despite having exploited its natural resources for decades. -

As these forests are logged, their social values as generators of rural incomes and their environmental services as biodiversity reserves, carbon sinks, soil reserves, and watersheds tend to diminish. Despite these facts, most governments in the tropics are unable to resist logging these forests in favor of national economic objectives, including: creation of a forest industrial sector, higher employment, positive balance of payments, and increased government revenues. However, given the high economic stakes that can be obtained from their forests, it is seems counterintuitive that tropical governments rarely succeed in optimally harnessing government revenue from this valuable natural resource. This staggering loss of revenue to developing countries obviously has important implications for economic development. Timber revenue could be used, for example, to finance the kind of strategic industrial policies that allow the high performing Asian economies to achieve high levels of economic growth. This dissertation argues that states with rain forests are often unable to collect optimal revenue from the massive profit earned by timber companies that harvest state forests because this profit already has a hidden destination. -
