The Proponent proposes to redevelop approximately 19,198 square feet (0.44 acres) of land along Broadway in the eastern part of Somerville, Massachusetts (the “Project Site”, the “Site”), with a 57,473 square foot (sf), pedestrian- and transit-oriented, mixed-use development that consists of one (1) building containing 38 residential units and approximately 10,000 square feet of ground floor retail and restaurant space. This will include 2,500 square feet each of café, restaurant, bank and yoga studio space. There will be 30 parking spaces in a below-grade garage, accessed via a new curb cut and ramp along George Street. Project Vision The Project will transform the Project Site into a hub of residential and retail activity that will activate the Eastern end of Broadway and serve as a Gateway to Somerville. The Project proposes attractive pedestrian walkways and exterior seating areas that will help activate the block between Mt Vernon and George Streets and serve as a meeting place for the neighborhood. The Project will breathe life back into an otherwise blighted section of Broadway with an improved streetscape, artwork, new businesses and new residents who will enliven the area on a consistent and daily basis both during the day and at night. The Project has been designed based on a holistic approach to sustainability that promotes livability and economic development, while simultaneously mitigating the external impacts of energy, water, waste and emissions. The Proponent has also committed to implement a state of the art indoor air quality system in the building which will provide a benchmark in Somerville for construction and maintain a healthful indoor environment in a building with a challenged site. Project Summary The Project consists of one (1) building that will be constructed over one floor of below-grade parking. The specific use and unit mix, height, and sizing is described in Table 1 and shown Figure A0.4. These are consistent with the plans submitted to the Planning Board. The building will be constructed towards the north part of the site along Broadway, with a frontage spanning from George Street to Mt Vernon Street. There will be five (5) stories totaling 55 feet in height, with retail/restaurant space on the first floor and residential units on floors two (2) through five (5). There will be below-grade parking that will be accessed via curb cut and ramp along George Street. Once the Project is approved, the Proponent will commence Site preparation and utility relocation work for the building. The Project will be constructed in one phase. Construction for the entire site is anticipated to take approximately 20 months. Parking Plan The following section summarizes the proposed parking supply for the site. Vehicle Parking The Project will provide 30 below-grade parking spaces. The 30 below-grade parking spaces will be accessed from a ramp located along George Street. Refer to Figures A1.0 of the architectural plans for floor plans showing the proposed vehicle parking layout. The total on-site parking count is based on the parameters set forth in the Code for the residential and retail components of the Project located in a Transit-Oriented Development zone. In order to keep the parking count of this development at a reasonable massing, the development team is providing less than the required parking spaces for both the retail and residential components. The current proposal calls for 0.79 parking spaces per residential unit. The Proponent feels that this parking ratio is appropriate given the Project Site’s proximity to the nearby MBTA Orange Line station, as well as bus services along Broadway. Please refer to the Existing Condition section for a summary of nearby transit services. Bicycle Parking The Project will provide short- and long-term bicycle parking storage areas to meet Somerville Zoning Ordinance bicycle parking requirements. Based on the current design, the Somerville Zoning Ordinance requires that a minimum total of 22 bicycle parking spaces be provided on the Project Site. The Project will provide 39 interior, secure bicycle spaces located in the below-grade 4 28-44 Broadway Mobility Management Plan parking for residents. Additionally, five (5) short-term bicycle parking spaces will be provided. Thus, the Project will provide approximately 44 total bicycle parking spaces, which exceeds Somerville Zoning Ordinance requirements. In addition, the Proponent will be providing a location along Broadway for the relocation of the BlueBike station that is currently located in the parking area across from 14 Broadway, which is approximately 250 feet east of the Project site. The BlueBike station currently has fifteen (15) bike spaces. Nearby Transit Services There are multiple public transportation options provided
