EXECUTIVE SUMMARY 1. This is the eighteenth report (18th Report or Report) of the Federal Communications Commission to the United States Congress on the status of competition in the market for the delivery of video programming as required by Section 628(g) of the Communications Act of 1934, as amended (the Act or Communications Act).1 In this Report, we focus on developments in the video marketplace in 2015. We categorize entities into one of three groups – multichannel video programming distributors (MVPDs),2 broadcast television stations,3 and online video distributors (OVDs).4 We describe the 1 47 U.S.C. § 548(g). On August 5, 2016, the Commission issued a Public Notice seeking data, information, and comment for the 18th Report. Media Bureau Seeks Comment on the Status of Competition in the Market for the Delivery of Video Programming, MB Docket No. 16-247, Public Notice, 31 FCC Rcd 8796 (MB 2016) (Notice). Comments and replies were due on September 21, 2016 and October 24, 2016, respectively. 2 For purposes of this Report, MVPDs are entities that offer multiple channels of video programming to consumers for a subscription fee. More detail concerning this definition is provided below.
