These challenges, particularly the use of improvised explosive device (IEDs), have forced the Department of Defense (DoD) to move material solutions through the acquisition lifecycle at unprecedented speed. This study examines how the Army can better manage systems acquired through nontraditional means (i.e., outside the process defined by DoDI 5000.02), focusing on command and control (C2) systems. The research identifies issues, challenges, and problems associated with nontraditional rapid acquisition processes and recommends ways for the DoD acquisition system to more rapidly develop, procure, and field effective C2 systems within the framework of current policies and processes. The research assesses past and current experience in the rapid acquisition of C2 systems through nontraditional means, including detailed case studies of three such systems. Those three case studies are published separately in a web-only companion document entitled Rapid Acquisition of Army C2 Systems: Case Studies, RR-210-A (not available to the general public). This research was performed over the period June 2009 through September 2010. Most of the data collection for the three case studies, including on-site interviews and review of official program documentation, occurred from August 2009 through May 2010, with some later revisions in the 2012–2013 time period. The main body of work in this document reflects information as of the earlier period. The findings should interest Program Offices, Program Executive Offices within the Army and the other military services, the Office of the Secretary of Defense (OSD), Congress, and contractors with an interest in doing business with DoD. This research was jointly sponsored by the Director, Acquisition and System Management, Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)); the Deputy Chief of Staff (DCS) Logistics (G-4); and the Director, Space and Missile Defense Battle Laboratory, Army Strategic Command. They are relatively short-barrelled, most often smooth-bore weapons, that fire projectiles at a high angle at M relatively modest velocities. This makes for modest pressures and therefore relatively simple manufacture. The bombs are generally, but not always, fin stabilised, with a point detonating fuse. Heavy Medium Trench Mortar Batteries were manned by artillerymen. In the AIF during 1916 one heavy trench mortar battery was formed in each division, numbered VnA, where ‘V’ was the letter V and not the number 5, and ‘n’ was the division number. The three Medium Trench Mortar Batteries for each division were numbered XnA, YnA and ZnA. Thus the 4th Division Trench Mortar Batteries were named: ñ V4A Heavy Trench Mortar Battery ñ X4A Medium Trench Mortar Battery ñ Y4A Medium Trench Mortar Battery ñ Z4A Medium Trench Mortar Battery. Heavy Trench Mortar Batteries were each equipped with four 9.45 inch (240 mm) mortars. The medium mortars the Australians used were the 2-inch Medium Trench Mortar [right, armourersbench.com], which fired an over-bore bomb. ‘Over bore’ means the bomb was greater in diameter than the barrel. It was fitted into the barrel by means of a cylindrical spigot or rod. The bomb was described as a ‘toffee apple’ or ‘plum pudding’ bomb, weighing 23 kg. The medium mortar was a relatively short-barrelled weapon and had a heavy elevation and traversing gear mounted directly to the base plate.

This article follows the trajectory of French artillery capabilities, mental and mechanical, from the late 19th century through to 1916. Introduction The First World War, fundamentally, was an artillery war. Central to every tactical question was the use of artillery: that of the attacker and the defender. The reason for this is largely technological. With the development of accurate, quick-firing artillery field armies would possess an unprecedented level of firepower. The 1890s introduced an era in which massed infantry charges could be largely turned back by artillery alone. These modern field guns could, if they chose, engage their targets from four to six kilometres away, thus freeing them from the constraints of their counterparts in the 1860s and 1870s, whose shorter ranges exposed them to deadly small arms fire. Against this new killing power there was little that infantry could do; little, that is, except dig. Trenches have always provided soldiers with protection from firepower. The same basic principles which Vauban had perfected in the 17th Century remained of vital importance well into the 20th. That the war on the Western Front was essentially a siege operation of unprecedented complexity and duration was not lost on the leadership of the French army.

    CURRENT FIELD ARTILLERY NOTES Wastage of German Artillery A SECRET report issued recently from the office of the Chief of the German Staff, signed by Ludendorff himself, shows the alarming losses of German artillery. It takes the form of an argument in reply to domestic criticisms, and on the technical points raised the old warrior has no great difficulty in justifying himself. For us the chief interest of the document lies in certain figures it contains. It stated that during grand operations the average number of guns lost by a single German army in a single month either by wear and tear or by enemy fire are to be found as follows: field guns, 870; heavy pieces, 585. This is a remarkable confession. A great industrial strain is the necessary result. The arsenals and workshops have had to make or repair pieces to the extent of three- quarters of the whole artillery establishment merely in order to keep up the existing strength. The industrial strain of such efforts makes it easy to understand why Ludendorff found it necessary to answer his German critics. Further, we have valuable statistical proof of the efficacy of the allied counter-battery work. Of an average of 1455 guns put out of action, it appears that 655 were lost by wear and tear, and 800 by the allied bombardments. Ludendorff offers his critics this figure by way of reply to their contentions that fire against the enemy's batteries is relatively unimportant and that it is only the bombardment of infantry that seriously matters. The reply is decisive.

These works are often wonderful, but are too broad or narrow in scope, lacking the context to be of use for serious study. Military professionals are always quick to point out an “academic” wrote something, because it was too theoretic and lacked the practicality they seek. College professors likewise say military professionals write too much about their experiences or to secure their legacy in the form of memoirs.
