The Port of Anacortes The Port of Anacortes has three key operating areas: Cap Sante Marina, marine terminal, and general aviation . With a mission focused on economic development, the Port is proud to be the home to 60 businesses that employ nearly 1,100 people in shipbuilding, manufacturing, transportation, hospitality, aviation and other industries. Some of the largest employers are Dakota Creek Industries, State Ferries, Cortland Puget Sound Rope, and Anthony’s. In partnership with the State Department of Ecology and other parties, the Port has completed nearly $60 million in environmental clean-up projects and converted these properties to public access areas or made them available for commercial or industrial development.

EDASC Investor Directory / 2017 5 2016EDASC STAFF John Sternlicht, CEO John Sternlicht, attorney and certified economic developer, was selected as the third leader of EDASC and the EDASC Foundation in its 43 year history. He brings senior executive expertise in law, economic development, community relations, public policy, finance, and government relations with a domestic and international focus. John has over 20 years high-level experience negotiating and executing multi-billion dollar business locations and expansions involving public and private sector financing, higher education, infrastruc- ture, and legislative initiatives. John currently serves on the Board of Directors of the International Economic Development Council (IEDC), and speaks nationally and abroad on various topics in economic development, including the design, protection and assess- ment of incentives, economic development practices in the United States, the process of negotiation, building public consensus, strategic planning, commercialization and innova- tion. John, a graduate of the Georgetown University School of Foreign Service and the UNC School of Law, earned his CEc.D in 2001 from IEDC.

Jennifer Brookes, Director of Finance and Administration Jennifer Brookes, who is in charge of finance, HR and administration, brings more than 20 years of finance and accounting experience to support EDASC’s mission. Jennifer graduat- ed from Gonzaga University with a bachelor’s degree in business administration in account- ing, and passed the CPA exam at her first sitting. She started her career at a mid-sized CPA firm in Spokane, Washington, later moving to the private sector. She also holds a mas- ter’s degree in communication and leadership from Gonzaga University. In 1998, Jennifer relocated to Massachusetts with her family, where she progressed from a staff accountant at America Works, a for-profit welfare-to-work program, to director of finance at Citizens Bank. After 14 years with Citizens Bank, Jennifer moved back to Washington in September 2015.

Sean Connell, Director of Business Recruitment Sean Connell is responsible for business attraction and marketing with a focus on aero- space and advanced manufacturing, clean technology, international trade and investment, international policy, Asia-Pacific, and U.S. government relations. A public policy profes- sional with extensive experience bridging the international, national, state and local levels, Sean was previously director of trade and economic development for Snohomish County, Washington. He has served as executive director of the U.S.-Korea Business Council and director for Japan and Korea at the U.S. Chamber of Commerce in Washington, DC, where he led policy initiatives on Japan and Korea, including a broad-based business coalition that led a successful campaign for Congressional approval of the U.S.-Korea Free Trade Agreement. A Council on Foreign Relations International Affairs Fellow in Japan and former visiting fellow at the East-West Center, Sean is active in national initiatives on U.S.-Asia economic relations, and chairs the Washington State China Relations Council’s govern- ment affairs committee. Sean holds a bachelor’s degree with high honors from Wesleyan University and a master’s degree in international affairs from The George Washington University.

Lynne Jordan, Director of Investor Relations, Communications and Events Lynne manages external relations with EDASC Investors, program partners, and community members. Lynne comes to EDASC with 15 years of non-profit and public sector experience in Washington. She has led development and communications programs for marine, agri- culture, transportation, and conservation organizations, most recently as Development and Communications Director at Skagit Land Trust. Lynne is a 2014 Leadership Skagit gradu- ate, and has a bachelor’s degree in sociology with honors from Colorado College, a Master of Environmental Studies from The Evergreen State College, and a Certificate in Marketing Management from the University of Washington. Lynne serves on the Skagit Transit Community Advisory Committee and is an active community volunteer.

Andrew Miller, Director of Business Retention and Expansion Andrew Miller, who works primarily with existing local businesses, is a proud Skagit County native, and has returned to the Skagit Valley to raise his six children after a distinguished military career as an intelligence and counter-terrorism officer, and homeland security/ cyber strategist leading global teams at Expedia, Weyerhaeuser, and Amazon. A nationally- recognized subject matter expert in strategy and sense making in dynamic environments, Andrew has taught graduate-level courses in strategy, leadership development, organiza- tional effectiveness, communication and technology integration. Andrew holds a JD from the Seattle University School of Law, an MBA from Pacific Lutheran University, a master’s degree in organizational leadership from Gonzaga University, and a master’s degree in strategic studies (homeland defense) from the Naval Postgraduate School. He is a dis- tinguished graduate of the US Air Force Officer Training School, Air Command and Staff College and National Defense University Joint Staff College.

Diana Morelli-Klima, Director of Latino Business Retention and Expansion Diana Morelli-Klima earned her Ph.D. in Romance Languages, Literature and Linguistics from the University of Washington. From 2004 through 2012, and again from 2015 to the present, she has served as director of the EDASC Latino business retention and expansion program, the only program of its kind to have found long-term success in Washington. The success of this program has been documented in her article in the International Economic Development Journal, “Mindsets that Build Bridges across Cultures and Champion Latino Small Businesses.” At this point, she feels very lucky to be back with EDASC on a part- time basis.

Annette Pankey, Office Manager Annette Pankey joined EDASC in June 2015, bringing with her over 15 years of executive administrative experience in government, corporate and not-for-profit arenas. As office man- ager she provides administrative support to EDASC’s CEO and staff. She previously served as executive assistant to the President of imPRESSions Worldwide in Skagit County. Before moving to Washington, she held positions in Baltimore, Maryland, including as staff assis- tant in workforce operations for the Mayor’s Office of Employment Development. Annette was the operations meeting specialist for the Annie E. Casey Foundation, and communica- tions associate at the YMCA of Central Maryland. Annette has been a teacher and televi- sion syndicator, and has a diverse background in public relations, marketing, and event planning. Annette has a bachelor’s degree in communication arts from the College of Notre Dame of Maryland in Baltimore.

Tony Salas, SBDC Certified Business Advisor Tony joined the SBDC Network in 2015 after 35 years in the retail and restaurant indus- tries. In this capacity, Tony provides free business advising throughout the region. Tony has served as a manager, district manager, regional manager, trainer, and consultant, and over 20 years as the owner of a consultancy to help small and medium sized businesses maximize their sales and profitability. Tony’s broad experience in business gives him the unique ability to see a business from both the inside and outside, making his work with clients easy to understand and impactful. Tony has developed courses for businesses in marketing, networking, and sales process design. He has participated with numerous com- munity business organizations to promote small business growth and sustainability, and is the immediate past president of the Sedro-Woolley Chamber of Commerce. Tony serves Skagit County along with businesses in neighboring Island and San Juan Counties.

Kate Bennett, Director of Leadership Skagit – EDASC Foundation In her position as the director of Leadership Skagit, Kathryn Bennett (“Kate”) is respon- sible for the program’s ongoing development, delivery and direction. Prior to joining the EDASC Foundation in 2008 as the director of its community leadership program, Kate served in executive director positions with the American Red Cross, the Leukemia and Lymphoma Society of Washington and Alaska, and the Island Hospital Foundation. For the majority of her thirty-year career in non-profit management, Kate served with the American Red Cross in Washington and Hawaii. In December 2013, she was appointed by Washington Governor Jay Inslee as a trustee of Skagit Valley College and now serves as chair of the board. A self-professed leadership junkie, Kate is passionate about “engaging and encouraging” community leadership and was recognized as the 2014 SWAN Woman of the Year for her role in mentoring others.

Our cover this year features the maritime sector of the Skagit economy. Skagit County has a vibrant maritime industry, strategically located along major shipping routes and close to world-class recreation areas. The Port of Anacortes, a natural deep-water port, hosts major shipbuilding and repair facilities, with capabilities for dry bulk cargo exports, vessel moorage, industrial projects, and a spacious marina, accommodating both visitors and residents. The Port of Skagit’s La Conner Marina also offers a premier destination for recre- ational boaters, commercial fishers and marine-related businesses and manufacturers.

Through 2017, EDASC is working with our partners at the City and Port of Anacortes to formulate a strategic action plan that drills down further to analyze, strengthen and grow all aspects of the maritime sector, including manufacturing, service, tourism, land use, logistics, retail and mixed-use development, and workforce to support all of these.

Where Skagit Comes Together As Skagit County’s leading organization dedicated exclusively to advancing economic development county-wide, EDASC offers a diverse range of services supporting businesses and communities within the county, as well as people, businesses, and organizations from around the world interested in investing and building partnerships here.

EDASC serves as a convener and facilitator for issues that affect Skagit County and the surrounding region, particularly as they impact the economy and the ability to retain and attract businesses and workers. We offer a neutral, common ground where Skagit County, its cities and towns, ports, tribes, educational institutions, state and federal government, the private sector, and non-government and community organizations can come together in developing mutually beneficial initiatives and solutions that will support sustainable, inclusive, and equitable economic development and growth in Skagit County and northwestern Washington.

Information Clearing House EDASC serves as an information clearinghouse for Skagit County on economic development and related topics. We offer tailored research, statistical data for market research and analysis, and business referral services through its statewide network of partnerships and resources.

Business Retention and Expansion (BRE) Program EDASC’s BRE program works to identify, analyze, propose and implement programs and practices that facilitate the expansion and retention of existing businesses and encourage entrepreneurial initiatives across and within existing business clusters and ecosystems. At its core, the EDASC BRE program is a planning-to-action initiative that continually reaches out to existing businesses to understand their needs, directly engage in problem solving, and increase their awareness of resources to help resolve issues and take advantage of opportunities to thrive and expand.

Business Attraction EDASC is the first point of contact for businesses and site selectors exploring opportunities to invest and establish operations in Skagit County. EDASC can assist in identifying potential locations, navigating the permitting and regulatory processes, and researching and facilitating connections related to workforce resources, infrastructure, access to capital, incentives, customers and suppliers, and other support services. EDASC works in close partnership with Skagit County, our cities, towns, and ports, and the Washington State Department of Commerce in these activities. With our international and foreign language capabilities, EDASC has a global reach to seek inbound investment opportunities to enhance and diversify our County and economy.

Small Business Programs EDASC offers support to small businesses and entrepreneurs through its partnerships with the Small Business Development Center (SBDC), SCORE, the Northwest Innovation Resource Center (NWIRC), and our own Latino business retention and expansion program.

Small Business Development Center (SBDC) EDASC partners with the Washington SBDC to provide free expert business advising, management training, and market research for Skagit County small business owners. SBDC certified business advisors offer one-on-one technical assistance to support small business owners with strategic planning and long-term growth issues. Business advisors are knowledgeable professionals who have extensive experience owning, managing, or guiding businesses in a wide variety of industries. The Skagit County SBDC is co-located with EDASC, and serves Skagit, Island, and San Juan Counties. SBDC is a partnership between the U.S. Small Business Administration (SBA), Washington State University, and other Washington higher education institutions and economic development organizations, funded in part through a cooperative agreement with the SBA.

SCORE SCORE is a non-profit association dedicated to helping small businesses get off the ground, grow, and achieve their goals through education and mentorship. SCORE works in partnership with SBA, and provides volunteer mentors, business tools, and workshops. For more information visit www.score.org.

Entrepreneurship – NW Innovation Resource Center EDASC partners with the NW Innovation Resource Center (NWIRC), which assists entrepreneurs and inventors from throughout Skagit County create the strategies they need to evaluate their ideas and obtain the resources they need to bring the ideas to life. Their Enterprise Program assists the entrepreneur from innovative idea to startup business. The Build It Program helps inventors develop their product and get it to the market. Latino Business Support EDASC’s Latino business retention and expansion program, conducted in partnership with Skagit Valley College, provides one-on-one business counseling and broad-based support for Latino entrepreneurs and business owners looking to start or expand their business. The customized bilingual approach focuses on building bridges with the local community through cultural awareness and collaborative educational opportunities.

EDASC Foundation The EDASC Foundation develops, implements and funds innovative skills development and education programs in cooperation with the institutions of higher education, private business and other interested parties. The EDASC Foundation is the governing entity for Leadership Skagit, and also provides leadership in building coalitions on issues of early learning, STEM, and other programs in the community to strengthen our future workforce. Through the Foundation, EDASC also offers professional development training and mentorship through the NextExec 2.0 program for existing and emerging leaders in a wide array of industries.

Annual Report 2016 Skagit County Economic Snapshot

Industry and Employment Update 2016 by Anneliese Vance-Sherman, Ph.D., Washington State Employment Security Department Regional Labor Economist

kagit County’s largest job providing sector is the private service- providing sector, making up 57.3 percent of total non-farm S employment in 2015. Local government made up 19.4 percent of non- farm jobs in 2015, with most of those jobs in K-12 education. The county has some heavy industry including oil refineries and manufacturers that support the marine and aerospace industries, food manufacturing and other niche businesses that contribute to a fairly well-rounded economy.

Industry During the recent recession, goods-producing jobs fell from a peak 21.2 percent share of non-farm jobs in 2007 to 17.5 percent in 2011. By 2015, these industries made up a 19.5 percent share of total non-farm employment. Goods-producers supplied an average of 9,400 jobs in 2015, up 1.4 percent from 2014. • Manufacturing employment in Skagit County fell by 900 or 15.5 percent from peak employment in 2007 to the lowest observed levels in 2010. From 2010 to 2014, 1,000 manufacturing jobs were created. From there, 100 jobs were shed in 2015. Manufacturing as a whole has reached pre-recession employment levels. • Skagit County’s manufacturing base is diverse. The three largest manufacturing industries in terms of employment are food manufactuing, machinery manufacturing and wood product manufacturing. Petroleum and coal products manufacturing has also historically been one of the largest employers in the region. Although recovery took a long time, manufacturing is one industry that has played an instrumental role in Skagit County’s recovery. • Construction employment tumbled from 2007 to 2011, shedding 1,600 or about 36 percent of all jobs over that time period. From 2011 to 2015, construction employers have collectively created about 800 new jobs. Construction employment expanded by nearly 5 percent over the past year.

Employment Washington State and the U.S. both reached their lowest employment levels in 2010 and began to recover from there; Skagit County’s entry into post-recession recovery lagged by a year. Recovery began tentatively in 2010 and really began to take hold in 2013. From 2014 to 2015, Skagit County businesses added 500 jobs with growth in all major sectors except for manufacturing.

Skagit County’s civilian labor force averaged 58,044 in 2015. Of that, 53,967 resident civilians were employed and 4,077 were estimated to be unemployed and actively seeking work. The average unemployment rate in 2015 was 7.0 percent. The unemployment rate in July 2016 was 6.8 percent. The county’s 2015 average annual wage was $43,175. In 2015, Skagit County’s median hourly wage was $20.10, lower that the state median of $23.15.
