RUNNING HEAD: Paramilitary Police Paramilitary Police Organizations Abstract After providing the reader with examples of paramilitary structures and formalizing a definition of paramilitary, this manuscript analyzes the literature available and discusses several important themes, including: the rise of police militarization, international perspectives, community policing, hierarchy, subculture, and training. As the topic of community policing reemerges, the philosophical appeal remains, despite its use as a form of face saving and as a means to fund tactical units. On a subtler level, this study proposes that police subculture in the United States contrasts the general populace significantly, which could explain tensions between the police and public. Examination of the characteristics of this subculture shed some light onto the policing paradigm and on how communication unfolds inside and outside of police organizations. Through this synthesis, the appropriateness of a quasi-military paradigm and its resulting structure, language, and behavior, is brought into question. Most people, across all cultures, have some notion of what policing is and some opinion of what it should be. In the past three decades a rise in the militarization of policing in the United States has been speculated, observed, and critiqued by many scholars in academia and professionals in law enforcement. -

U N I T E D S T A T E S A I R F O R C E BRIGADIER GENERAL JAMES R. CAMP Brig. Gen. James R. Camp is the Assistant Adjutant General for Air, Ohio National Guard. He is responsible to the Ohio Adjutant General for directing Air National Guard operations and establishing policy to ensure mission readiness of more than 5,100 personnel assigned to four flying wings and six geographically separated support units. General Camp earned his commission in 1990 through the Academy of Military Science, McGhee Tyson Air National Guard Base, Tennessee. Following his commission, General Camp attended Undergraduate Pilot Training at Columbus Air Force Base, Mississippi. Prior to assuming the post of Assistant Adjutant General for Air, General Camp commanded the Ohio Air National Guard’s 179th Airlift Wing, Mansfield, Ohio. He has served in a number of operational and staff positions throughout his career to include the Ohio National Guard Director of Human Resources, 745th Special Operations Squadron (Provisional) Commander, and Coordinator and Tanker Control Duty Officer with the 618th Tanker Airlift Control Center. General Camp is a command pilot with more than 4,000 hours of military flight time. Throughout his career, he has deployed in support of operations Deny Flight, Decisive Endeavor, Noble Eagle, Northern Watch, Southern Watch, Iraqi Freedom, and Enduring Freedom. The team found that the potential benefit of Automatic Number-Plate Recognition (ANPR) technology was not being fully realised due to technical limitations. Journal of Military and Strategic VOLUME 14, ISSUE 1, FALL 2011 Studies ‘Something is wrong with our army…’ Command, Leadership & Italian Military Failure in the First Libyan Campaign, 1940-41. Dr. Craig Stockings There is no question that the First Libyan Campaign of 1940-41 was an Italian military disaster of the highest order. Within hours of Mussolini’s declaration of war British troops began launching a series of very successful raids by air, sea and land in the North African theatre. Despite such early setbacks a long-anticipated Italian invasion of Egypt began on 13 September 1940. After three days of ponderous and costly advance, elements of the Italian 10th Army halted 95 kilometres into Egyptian territory and dug into a series of fortified camps southwest of the small coastal village of Sidi Barrani. From 9-11 December, these camps were attacked by Western Desert Force (WDF) in the opening stages of Operation Compass – the British counter-offensive against the Italian invasion. Italian troops not killed or captured in the rout that followed began a desperate and disjointed withdrawal back over the Libyan border, with the British in pursuit. The next significant engagement of the campaign was at the port-village Bardia, 30 kilometres inside Libya, in the first week of 1941. There the Australian 6 Division, having recently replaced 4 Indian Division as the infantry component of WDF (now renamed 13 Corps), broke the Italian fortress and its 40,000 defenders with few casualties. The feat was repeated at the port of Tobruk, deeper into Libya, when another 27,000 Italian prisoners were taken. -
