Updated NI 43-101 Technical Report – Resources for the Tantalus Rare Earth Ionic Clay Project Page IV 1 Executive Summary Tantalus Rare Earths Malagasy SARL (‘TREM’) holds the exploration licences grant PR 6698 in the province of Antsiranana, Madagascar. Tantalus Rare Earths AG (TRE AG) has previously mandated SGS Canada Inc. – Geostat Office (hereafter “SGS Geostat”) to complete a resource estimate technical report for the PR 6698 licenses (“The Project”). 100% of the Tantalus Rare Earth Project is held through Tantalum Rare Earth Malagasy SARL (TREM), which is a 100% owned subsidiary of Tantalum Holding (Mauritius) Ltd, which in turn is 40% owned by Tantalus Rare Earths AG (TRE AG) and 60% owned by REO Magnetic Pte Ltd, a Singapore incorporated company. ISR Capital Limited, a Singapore incorporated company, is presently in discussions with REO Magnetic Pte Ltd for the acquisition of a portion of the TRE project. ISR Capital Limited requested this updated technical report in relation to the contemplated transaction with REO Magnetic Pte Ltd. No new resource estimation was done for this updated report; the effective date of October 20th, 2014 remains. This report presents a technical review of the geology and the mineralization on the property. It includes a summary of previous work, a detailed description of the new geological work carried out by Tantalus, updated resource estimation, and a series of recommendations to advance this project. Site visits of the Property were completed by Claude Bisaillon, Eng, SGS Geological Engineer, between 26 April and May 3, 2013, and September 12 and September 28, 2013. A third site visit was conducted by Guy Desharnais Ph.D., P.Geo. between November 28 and December 8, 2013. License grant PR 6698 is situated approximately 40 km south-west of Ambanja and covers an area of 300 km² in the Antsiranana province. The project is currently held 100% by Tantalum Rare Earth Malagasy SARL (TREM) in Madagascar, a wholly owned subsidiary of Tantalum Holding (Mauritius) Ltd. Access to the Property is by road from Ambanja or by boat from Nosy Be. The TRE property was first recognized for hosting mineralized dykes hosting high grade Rare Earth Elements (REE) in fresh rock. REE hosted within the regolith (or soil profile) was recognized in 2012; and it has become clear that this “ionic clay” style of mineralization has the most significant economic potential. The ionic clays are most important mineralization type for Tantalus due to the relatively simple process required to put the REE into solution and the fact that neither Thorium nor Uranium is concentrated through this process; this is in stark contrast to most REE deposits being developed or promoted in the western world. Additionally, the geological setting of the TRE project is analogous to the source of most of the Heavy REE (HREE) currently produced in China. A massive amount of data has been collected by excavating shafts by hand and sampled along the depth. A total of 4474 test pits have been completed with an average depth of 5.8m with a maximum depth of 10m. The sampling methodology was validated in the field by SGS Geostat and this has produced reliable data that has been integrated into the following resource estimation. The limitations of this method include safety considerations (including a 10m depth limit) and the impossibility of collecting data below the water table. A total of 4412 pits were retained for the resource estimation along with 359 drill holes. SGS Canada Inc. REE grades were interpolated separately by ordinary kriging and blocks were cut- off based on their conceptual amenability to in-situ leaching or tank leaching. The base case resource with tonnage and grade is presented in the Table 1-1. These elements are termed “critical” because of their scarcity. As shown in the criticality matrix below, those elements deemed critical are: Dysprosium, Europium, Neodymium, Terbium, and Yttrium. Since publication of this report, we have seen a significant drop in the prices of all REE; however the Critical REE (CREE) have retained their value better than their “non-critical” counterparts. The Tantalus Ionic clay project includes appreciable amounts of critical rare earths Dysprosium, Europium, Neodymium, Terbium, and Yttrium. This, combined with anticipated growth in demand, makes these higher valued elements the ones expected to experience the best price performance over the next decade. Table 1-2 shows the tonnage of the individual oxides contained in the project mineral resources along with the distribution of the tonnages in Figure 1-1. Taking into account the individual REO recoveries and values (detailed in section 14), the distribution of the potential revenues generated by each REO is shown in Figure 1-2. SGS Canada Inc. Morphological character data are used to show that a distinct morphotype of Dioscorea L. from the Irodo valley (East of Sadjoavato) in Antsiranana Province of Madagascar is an undescribed species, differing in its leaf arrangement, pubescence form and male inflorescence structure from all other taxa. It is described as Dioscorea irodensis Wilkin, Rajaonah & Randriamb., illustrated and a distribution map and ecological information provided. It is known from three sites, but is likely to have been eradicated from one of them. The population that has been studied in the field contains a very low number of adult plants. Tubers have been extracted for use as food at a level that appears to be unsustainable. Thus its provisional IUCN conservation status assessment is that it is critically endangered (CR). Its vernacular name in Irodo is Bemandry. Famintinana. Since 2016, Monitoring has been expanded in other villages where network of investigators have been established in the various potential fishing areas. At each catch landings, an investigator collects tuna catch data and other catches, and also performs sampling. The date of landing, the time at sea, fishing zone, the weight and total number of individuals landed are recorded; and measurements of tuna and tuna like species are conducted. According to the catch monitoring since the pilot phase in 2015, it can be seen that the tuna season in the northern waters of Madagascar is from June to October. In 2016, catches from small-scale fisheries in these two pilot villages reached 102 tons, including 59 tons of tuna and 43 tons of other catches. The tuna average catch is estimated at 5.3 tons per month. In 2017, total catches in the North of Madagascar reached 3 704 tons including 80 tons of tuna and 4 tons of swordfish from 192 692 landings. Indeed, tuna represents only 2% of total catch for these villages because small-scale and artisanal fishermen still face a challenge, which is the lack of appropriate equipment for catching tuna and tuna like species.

    © Sam Cotton, Bristol Zoo Gardens ANNUAL REPORT 2019 A MESSAGE FROM THE AEECL PRESIDENT It seems strange to be looking back a year after the awful events that 2020 has seen so far and with the full horror of the coronavirus epidemic sweeping across the globe. However, this report focuses on the AEECL activities in 2019 so I will mainly concentrate on the progress we made last year within the Sahamalaza National Park. Our biggest challenge in 2019 was replacing the AEECL truck. For those of you who have been lucky enough to visit this area of Madagascar you would be only too aware of the severe restrictions on travelling due to the poor infrastructure of the roads between the villages and main cities. Without our trusty 4x4 to get AEECL team members from A to B we would not be able to carry out our vital work and with little funds available for such purchases we had no choice but to turn to our wonderful members and the wider zoo community. We were so delighted and grateful to get such a fantastic response and we are so indebted to those collections that have helped us keep mobile by funding a new truck. Thank you so much to Opel Zoo, Mulhouse Zoological & Botanical Park, Zoo La Palmyre, Zoo Heidelberg, Zoological Society of East Anglia, Parc Merveilleux, Zoological Society of Hertfordshire and to our major donator Wilhelma Zoo. 2019 also saw the continuation of the new Ankarafa Field Station construction. This will be an amazing upgrade to the facilities of the AEECL and is being generously supported by Bristol Zoo Gardens in the UK.

    ANNUAL REPORT OF THE HUMANITARIAN / RESIDENT COORDINATOR ON THE USE OF CERF GRANTS Country Madagascar Humanitarian / Resident Coordinator Mr. Xavier Leus Reporting Period 1 January 2007- 12 August 2007 I. Executive Summary On the 20 February 2007, the Malagasy Government declared a national state of emergency in Madagascar after a succession of particularly severe storms – including Bondo, Clovis, Favio and Gamede – had battered the island since December. By the end of March, the combined effects of extensive floods in the northern part of the country and drought in the south resulted in nearly 500,000 people in need of assistance. Against this backdrop, a new cyclone, Indlala, struck the north-eastern coast of Madagascar on 15th March, with winds of more than 230 km/h. Even after moving inland, it still registered gusts up to 125 km/h. The storm also continued to unleash torrential rains. Floods washed away villages in the northeast of the country, silted paddy fields and other large agricultural areas, damaged road infrastructure, washed away bridges and made it impossible to reach a number of remote villages where communities remained in dire need of immediate relief aid. These conditions contributed to extensive flooding in heavily populated and cultivated areas throughout the country, including the capital region, the northwest, the northeast, and the southeast. The food security situation deteriorated dramatically, and the risk of maternal and child mortality linked to lack of access to services, and water- and vector-borne diseases, increased. The situation threatened to deteriorate further were timely assistance not provided to address immediate needs and restore agricultural production and livelihoods before the next cyclone season.
