• 23,000 acres of banana fields are damaged. Several hundreds of acres of rubber plantations and coconut trees tapioca and paddy fields were damaged. The figure will go up as the survey is yet to be completed. • More than 10,500 electric poles and several transformers were destroyed. As of now 7,500 poles are replaced. The electricity power has been restored in 41 of the 51 Town Panchayats and 55 of the 95 Village Panchayats. • Exact damage assessment could not be done due to lack of access(transport and communication to remote tribal villages). Hence, it was decided to do an sample assessment is the remote villages as early as possible which is under progress. More information awaited will be included in next sitrep.

IAG decisions and plans

All the members present in coordination meeting unanimously decided to:

1. Undertake a detailed study of the damages to houses and the livelihood loss (damages caused to agriculture-Banana trees, rubber plantation, boats & nets and loss of employment) and consolidate them for collaboration with the Government. 2. Emerging Needs:

In Tribal belt

1. As electricity is not till restored and transport access is very limited - relief kits for 1500 tribal families consisting of the following items:

I. Food materials with safe drinking water. II. Lighting (kerosene, candles) III. Cloths, Bed sheet, Blankets. IV. Health/hygienic kits including sanitary napkins. V. Medicines/Medical camps. VI. Mosquito nets VII. Cooking vessels. VIII. School note books for children

In agrarian areas

2. Nearly 30,000 severely affected families – as they have totally lost their household things, source of livelihood and agriculture cultivation - need relief support which include:

I. Cash for work II. Food materials with safe drinking water with cooking vessels III. Cloths, Bed sheet, Blankets. IV. Household things to restart their living V. Health/hygienic kits including sanitary napkins and mosquito coils and nets. VI. Medicines/ Medical camps VII. Supplementary food for infants and school books and stationery for children

In the coastal area

3. As they have loss employment and continuing cyclonic threat and social unrest may take a few more weeks to resume normalcy. Further the cultural sentiments call for support to the entire community in a area – nearly 40,000 families need to be supported with:

I. Food packets / Food materials with safe drinking water II. Cloths, Bed sheet, Blankets. III. Health/hygienic kits including sanitary napkins and mosquito coils and nets. IV. Medicines/ Medical camps V. Supplementary food for infants and school books and stationery for children

Advocacy and preparedness

1. Submitting a memorandum to Home Ministry through the State Government for consideration of revising norms of the National Disaster Response Fund notification no:32-7/2014 dated 01-04-2015of the Home Ministry, Government of . 2. Half day capacity building training on mobile app based assessment and to do the damage assessment. 3. To collate desegregated data for children, pregnant women, lactating mothers, marginalized / excluded groups, other vulnerable groups and their specific needs

1. The water level has increased in Kalpany, and Kavarathy. 2. All the drinking water sources are disrupted and contaminated. 3. All the buildings in the Islands are damaged in one way or other. The roofing other than concrete are dislocated by the wind. The Government department offices are damaged. Some of the offices could not function. 4. Most of the small as well as large Jettys are damaged, especially in Minicoy the transportation facilities are fully blocked due to fall of coconut trees. 5. No communication, electricity is available. 6. The detailed damages could not be assessed for lack of transport and communication and assessment is in progress. 7. The main port in Kalpeny also is damaged along with one break water jetty 8. 32 pax newly arrived along with 60 pax early reached in Islands. Now the total number of new arrivals is 92. 9. State Education Minister Vinod Tawde announced a “precautionary holiday’ on Tuesday (December 5) for all schools in the coastal districts of Palghar, Thane, , Raigad, Ratnagiri and Sindhudurg, in view of the predictions for the cyclone. 3. Mumbai Disaster Management unit of the Brihanmumbai Municipal Corporation (BMC) issued an advisory against visiting the beaches Tuesday and Wednesday. 4. The Western Railway (WR) said it has taken necessary precautions and made suitable arrangements in view of the warning about the cyclone. The WR’s engineering control has been kept on alert to keep a watch on water level over railway tracks More Details Awaited

Interventions by Government:

1. Mr. Davidson, District Project Officer, District Disaster Management Cell informed that the electricity restoration works is completed in all the towns and the remote villages will be restored within a few days. Damage assessment is in progress, which is expected to be completed and released by the District administration on 8th evening. He suggested to provide mosquito nets, ensure chlorination of drinking water at household level, mobile generator, medicines and to conduct medical camps. 2. Search operations are continuing by coast guards through ships, helicopters and with the help of the International ships passing through the area. 3. The Madras High Court directed the District Collector and the District Superintendent of Police to provide basic amenities like drinking water, food, electricity and medical facilities to people, who have been affected by cyclone Ockhi and to file a status report on 7th of December. 4. Tamil Nadu government will provide relief worth Rs 41 lakh to houses that have suffered full and partial damage. A government release quoting revenue secretary B Chandramohan said 1,687 houses had been damaged completely while 2,814 houses suffered partial damage. 5. Government officials have said that 33,000 people in Kerala are affected. The Centre said 39 people have lost their lives and another 167 are missing. 6. Multiple rescue operations are being conducted across Kerala, Tamil Nadu and Lakshadweep where authorities are also trying to locate the missing people. 7. Kerala chief minister Pinarayi Vijayan said there was no advance warning about Cyclone Ockhi. “There was no advance information about Cyclone Ockhi at all. On November 30, at 8.30 a.m. the India Meteorological Department intimated about a very deep deep depression about 170 km off (Tamil Nadu) coast. Even at that time, there was no mention of cyclone. And by that time fishermen had already ventured into the sea,” he said. 8. Health minister JP Nadda said he has spoken to health ministers of Tamil Nadu and Gujarat regarding Cyclone Ockhi. “Have assured them that all support will be extended by the Centre, in terms of medicines and medical teams,” he said. 9. Puducherry chief minister V Narayanasamy has urged external affairs minister Sushma Swaraj to intervene and secure release of 10 fishermen of Karaikal region, taken into custody by the navy for allegedly entering their waters when cyclone Ockhi struck. 10. The office of North Goa’s district magistrate has done a preliminary assessment of the damage caused in Pernem and Bardez talukas, where several prominent beaches, including Morjim, Arambol, Candolim, Baga and Calangute, are located, an official release said on Tuesday. The report says there was no danger caused to human life but there was considerable damage caused to around 50 shacks in Morjim, Mandrem, Arambol and Querim beaches in Pernem taluka. 11. North Goa’s District Magistrate Nila Mohanan has sent a report to the state government on the damages caused and recommended to include ‘sea ingress due to rise in high tide levels’ in the list of disasters, so that compensation can be released to the affected shack owners, the release said. 12. Relief material, carried on Indian Navy ships, reached the island of Minicoy on Sunday and the and islands on Monday, a defence mnistry spokesperson said. “A

total of four tonnes of disaster relief material, including dry provisions like rice, dal, salt and potatoes, water, blankets, raincoats, disposable clothes, mosquito nets and dhurries, has been handed over to the local administration,” the spokesperson said. Dry provisions and ready to eat meals are also being dispatched to Bitra Island by chopper from the INS Dweeprakshak (base) at Kavaratti.The relief material will last seven days for about 2,000 people, he added.
