These provisions limit campfires or stoves to designated recreation sites, limit smoking to enclosed vehicles, and require spark arrestors on internal or external combustion engines used on national forest system lands. Additional restrictions pertain to the Selway-Bitterroot, Frank Church-River of No Return and Gospel-Hump Wilderness areas, Palouse Ranger District and non-forest system lands west of the Forest boundary. Contact your local Forest Service office for specific information. The Forest anticipates the localized closures to continue to change. Please contact us or visit our website for additional information. HUNTERS: The closures remaining in place will affect portions of hunting units 10, 10A, 12, 14, 15, 16, 16A, 17, and 20. Please contact the Idaho Fish and Game website ( http://fishandgame.idaho.gov ), local Ranger District Office or the Nez Perce – Clearwater Forests Supervisor’s Office for additional information. Characterization of Ecoregions of Idaho

C e n t r a l B a s i n a n d R a n g e Ecoregion 10 is an arid grassland and sagebrush steppe that is surrounded by moister, predominantly forested, mountainous ecoregions. Road #221 is paved to Boulder Creek (milepost 36.6), about 4 miles south of Rocky Bluff Campground. You continue along this route to milepost 40.4 and then turn left on Forest Road #394 which intersects with For- est Road #643. After traveling 1.4 miles from this intersection, you will reach the primitive road that services the Florence cemetery. Access from the south leaves US Highway 95 near the south city limits of Riggins. The route crosses the Little Salmon River and follows the Salmon River Road #1614 for 9.7 miles. At milepost 9.7 you will turn north and travel on the Gran- geville-Salmon Road #221. Clearwater and Nez Perce counties each account for approximately 24 percent of the subbasin. Twenty two percent of the subbasin is in Latah County, 18 percent in Lewis County, 13 percent in Idaho County and less than 0.5% in Whitman County, Washington. -

4 ENVIRONMENTAL CONSEQUENCES 4.3 AIR QUALITY 4.3 A IR Q UALITY 4.3.1 Effects Analysis Indicators and Methodology of Analysis The indicators for the air quality resource reflect four components of air quality impact: magnitude or intensity, duration, geographic extent, and context. The issue and indicators analyzed for air quality are as follows: Issue: The Stibnite Gold Project (SGP) may affect air quality characteristics and resources that are affected by air pollutants. Indicators: • Geographical extent of pollutant concentrations and deposition. • Type and volume of air pollutants emitted, including haze precursors, airborne dust, and hazardous air pollutants (HAP). • Criteria air pollutant ambient air concentrations outside the Operations Area Boundary anywhere the public is allowed unrestricted access. • Comparison of predicted ambient concentrations to Class I and Class II increments and Significant Impact Levels. • HAPs (including mercury [Hg]) emissions and Hg deposition. • Deposition of nitrogen and sulfur compounds in Class I and specified Class II areas. • Near-field plume blight and far-field regional haze in protected areas. Environmental consequences related to air quality are evaluated by comparing to objective, usually numerical, standards. In this case, the assessment of potential air quality impacts relies on a quantification of the emissions from the construction and operations phase of the action alternatives. It is typical practice for analysis of air quality effects to evaluate the period during which emissions are predicted to be highest. If the resulting indicators for that period are below the appropriate standards, then impacts for other periods can be reasonably concluded to be of lower magnitude and extent. -

Maintenance of Non-Motorized Trails Issue Brief No. 21 on National Forests in Idaho: September 2017 Funding Background and Opportunities for State Assistance by Philip S. Cook, Matthew Courtney, and Dennis R. Becker* ABSTRACT National forests in Idaho, managed by the USDA Forest Service (USFS) contain about 10,000 miles of non-motorized trails. Data are not readily available on the amount of trail maintenance conducted annually on only non-motorized trails; therefore, all trail maintenance—both motorized and non-motorized—is reported. Although Idaho’s national forests saw increasing amounts of trail maintenance over the last decade due in part to increased funding from the American Recovery and Reinvestment Act of 2009 (i.e., the stimulus bill), the proportion of Idaho’s national forest trails that met National Quality Standards was steady over the last decade, averaging 30%. Funding for national forest trail maintenance comes from a variety of sources, including federal appropriations, donated services from volunteers and partnering organizations, and state funding. Federal appropriations for the USFS Capital Improvement and Maintenance—Trails (CMTL) in Idaho’s national forests were $4.6 million in FY 2007, $5.9 million in FY 2011, and $4.8 million in FY 2015 (inflation-adjusted 2015 dollars). In FY 2016, almost 66,000 hours of trail maintenance valued at over $1.5 million dollars were contributed by volunteers and cooperators on Idaho’s national forests. Sources of state funding available to support non-motorized trail maintenance in Idaho include the Recreational Trails Program, the Idaho Department of Parks and Recreation’s (IDPR) Non-Motorized Trails Program, three motor vehicle specialty license plates, and IDPR’s winter recreational parking permit. -
