Making Meaning Together: Information, Rumor, and Propaganda in British Fiction of the First World War
ABSTRACT Title of Document: MAKING MEANING TOGETHER: INFORMATION, RUMOR, AND PROPAGANDA IN BRITISH FICTION OF THE FIRST WORLD WAR. Rebecca Borden, Ph.D., 2012 Directed By: Associate Professor Peter Mallios, Department of English. Through an examination of fiction by H.G. Wells, Joseph Conrad, and John Buchan, this dissertation examines information as a category as it exists under conditions of modernity, and how the contours of and changes in definitions and understandings of modern information become more visible, and are likely accelerated by, the complex information challenges brought about by the disruptions of the First World War. Given that “information” is a key building-block in understanding systems of knowledge in modernity, this dissertation incorporates theoretical constructs describing information drawn from a variety of disciplines, all of which circle around the problems and concerns of the increasingly saturated, complex, and untethered nature of information as experienced by an individual in modern life. This project also highlights the role that rumor plays in modernity. The war years bring an expansion of government-directed information control, both in the form of actively produced propaganda and in the form of censorship, disrupting the conduits along which information travels under normal conditions. Rumor, generally considered a pre-modern form of communication, remains a part of modern information systems and provides a mechanism for making meaning when other sources of information begin to fail. This dissertation also considers how “wartime” fiction, as a category distinct from pre-war and post-war fiction, is a revealing domain of literature in its own right, and one that has been overlooked in scholarship on literature of the First World War. -

However, the effort to assess this process has been neglected in the historiography. This article explores British attempts to gauge the success of their strategy of wearing down German manpower. Efforts in London proved unable to supply a convincing answer. Using General Headquarters’ dubious estimates from the front, Field Marshal Sir Douglas Haig argued that his strategy was working. Prime Minister David Lloyd George’s inability to confound these estimates shaped his decision to permit the Passchendaele offensive. INTRODUCTION Assessing the manpower resources of an enemy state in war, and the attrition inflicted upon it, is a challenging form of strategic assessment. Producing an accurate answer requires significant quantities of detailed and accurate intelligence, which is hard to find. Low-grade sources are unlikely to produce material of the required accuracy and specificity, which even high-level penetration may fail to gather, for the states under assessment may not know the 2 answers themselves. This article explores the efforts of the British government to assess the manpower of Germany, and its casualties, during the First World War. More specifically it analyzes the attempts of the Enemy Personnel Committee, a sub-committee of the Committee of Imperial Defence (CID) comprised of statisticians, intelligence, and operations staff, to solve this problem.2 Limits to sources produced an intelligence lacuna, forcing these people to rely on comparative methods and extrapolation from unreliable data, so producing estimates of dubious power. -

Abstract The United States Army, like its counterparts in Europe, especially the United Kingdom, struggled to achieve recognition as a profession during the late 19th and early 20th centuries. The Army developed educational institutions, improved standards of conduct, and further developed specialized knowledge in areas such as intelligence. US army officers and military officials sponsored these changes knowing and sometimes adapting from similar developments in other armies. When the First World War started in 1914, the American army was close to par with the British army in its development of intelligence as a specialized field and body of military knowledge. By 1917, Britain and the other belligerents had tremendously advanced their intelligence practices as part of the broader development of warfighting techniques through three years of warfare. -

At this date copyright is owned by the author. 1 ABSTRACT Sir Henry Wilson remains one of the most controversial British Army generals of the Great War. A colourful character in life, he attracted admirers and detractors in equal measure; in death, his reputation was ruined by a biography based on his personal diaries. The Wilson of the historiography is, at best, a politician rather than a soldier, at worst an ambitious Francophile intriguer. This thesis looks beyond this accepted characterisation, reassessing his role in the formation of British and Allied strategy in the final months of the war. Wilson attained influence, and subsequently power, when Lloyd George consulted him after failing to persuade Britain’s leading generals to change their strategic focus. -

Field-Marshal Sir Douglas Haig, the commander of the British Armies in France, served with or under all four of France's high commanders during the war. Despite his understandable sensitivity to excessive French domination, he was more than cooperative with all of these men and, in many instances, submerged his personal desires in order to maintain a semblance of unity in joint military action on the Western Front. The immense influence—both positive and negative— which Haig exercised over the schemes for cooperative action has been largely overlooked or unappreciated by intervening analysts. There can be little doubt that Field-Marshal Haig was the single most important commander in the Allied coalition during the final two years of the war. His armies prevented the Germans from destroying the French at Verdun and distracted the German High Command from the utter help¬ lessness of the French during the Army mutinies of 1917. -

Previous studies have often viewed learning and institutional change through the lens of the ‘learning curve’, a concept which emphasises that the high command of the British Army learned to win the war through a combination of trial and error in battle planning, and through careful consideration of their collective and individual experiences.
