Message from Mayor

It gives me great pleasure to extend a warm welcome to Lower Hutt for the 37th Annual Māori Bowls Tournament.

Hutt City Council is proud to support this fantastic event and I wish all the players the best of luck.

Wainuiomata Bowling Club is a great venue for the tournament and one I know well as my Dad played there regularly.

The next few days will be busy with players taking to the greens to battle it out but I encourage you to take the opportunity to explore our city and everything it has to offer.

There is always something happening in Lower Hutt and this Waitangi weekend it is action packed!

One of the stand out attractions is Te Ra O Te Raukura on Sunday. Come along to Te Whiti Park and enjoy a day filled with traditional arts and crafts, kapa haka, delicious kai, fabulous stalls, carnival rides and great live music.

I know you will enjoy your stay in Lower Hutt and hope you return home safely with many happy memories of your time with us.

Message from Centre President

Kia ora and welcome to all participants and supporters to this prestigious tournament. As visiting bowlers I am sure you will be treated well by all clubs in the especially the host club Wainuiomata.

I trust you will enjoy playing bowls and the social facilities that are provided for you and I know the organisers have gone to great lengths to ensure your well-being during your stay.

Have a good tournament and remember it is participating that creates new friendships and make us return to these events each year. So enjoy your stay in our region and take away many pleasant memories.

Unfortunately I will be away in Ngā Puhi country while you are here, but others of the Wellington Centre Executive will be available to assist in any matters that may arise.

On behalf of the organising committee and members of the Wainuiomata Bowling Club, I would like to extend a warm welcome to all players and supporters that have travelled, in many cases huge distances, to participate in this tournament.

A special thank you must go to our sponsors and to the volunteers from our club, along with other participating Hutt Valley bowling clubs who have made their premises available for this event. Without the help of volunteers, events such as this could not happen.

It is with sadness I acknowledge the passing of a dear friend, wife and mother. To Herewini, MJ and whanau all our aroha and prayers are with you. Waina was an inspiration to everyone she encountered, and she will be greatly missed.

Finance This year we have not had to fundraise or apply for funding, but in the near future we will need to raise the levy fees to assist the board to operate. Your comments through your Councillor would be appreciated.

Tournaments 2010 Kawerau Congratulations Mataatua for overcoming all the pre-tournament hitches and turning it into a memorable tournament. The venue was absolutely wonderful and the hospitality terrific. To the major sponsor Omataroa Rangitaiki No 2 Trust “Nga mihinui ki a koutou”, your generous contribution helped towards a successful tournament.

2011 Onerahi Tai Tokerau are on track with all preparation for their tournament. Still have a lot of fundraising to tackle and are seeking the support of all the members.

2012 Te Arawa Planning has begun and fundraising for the event is well underway.

TAONGA TUKU IHO

The Taonga/Treasure would be passed down from host to host at the annual event of the Aotearoa National Bowls Tournament. The mauri/spirit of the taonga will keep the tournament alive.

BACKGROUND

Thames - 1990 At the Delegates meeting Fred Bristowe made a request to Waikato to withdraw their application to host the 1992 Tournament.

One of the original fraternity members Bill Knott of Russell BC was in very poor health, hence his request to host the tournament back up north in Kaikohe. As a token of appreciation to Waikato for honouring his request, Fred donated the beautiful taonga.

Dannevirke - 1993 The taonga was presented to Dave Uerata of the Aotearoa National Bowls Board.

Tokoroa - 1996 Waikato and Te Arawa finally came to a decision on how the taonga would take its journey.

Rotorua - 1998 Waikato received the taonga in its original state, but because of the mana the taonga was given, it was placed on a carved base then adorned with a korowai crafted and presented by Hona Herbert.

Masterton - 2007 The Taonga was blessed and given its name “TAONGA TUKU IHO”.

Ruawai - 2008 Te Taitokerau had the Taonga enclosed in glass.

Te Tairawhiti - 2009 Te Tairawhiti reveals the history of the taonga, as told by Jack Owens of Waikato.

CONSTITUTION AND RULES OF THE AOTEAROA NATIONAL BOWLS TOURNAMENT

Name: The Aotearoa Bowling Fraternity Objects: To promote the sport of bowls within the Maori Fraternity and to conduct the annual National Tournament of the Fraternity. Membership: Membership shall be to persons of Maori descent who are financial members of a Bowling Club affiliated to Bowls (BNZ). Executive: The members within each BNZ Centre District hosting the tournament shall elect their own President, Secretary, Treasurer, Public Relations Officer and Executive Committee who shall officiate as such nationally during which the National Tournament is held within their district. Meetings: Meetings of the Delegates may be convened by the Aotearoa Bowling Board’s (ABB) President at the discretion of the host Committee, on the day prior to or during the Tournament. Delegates: The Delegates to the Annual General Meeting shall be two (2) Members from each Bowling Centre and elected by the members therein. Business: (a) Confirmation of Minutes of previous Annual Meeting; (b) Report on the previous season’s National Tournament; (c) Financial report of the previous season’s National Tournament; (d) Allocation of venue for the National Tournament for three (3) years ahead; (e) All applications to host tournament must be in writing and accompanied with respective Centre approval and state entry fee.

Tournament Rules: (a) The duration and number of games, set by controlling body; (b) Qualifiers: the number of qualifiers be determined by the Controlling body; (c) Duration of post section play, conducted by the number of qualifying teams; (d) The tournament shall be conducted under BNZ Laws of the Game.

Composition of Men’s And Women’s Teams: (a) A team shall be four (4) members of the Fraternity; (b) A team must be three (3) members of the fraternity plus one (1) invited member of any affiliated Bowling Club, who shall not skip; (c) Failure to comply with the above result in: (1) Disqualification (2) Forfeiture of games and entry fee. Ballot Teams: The hosts Committee have decided that local teams will be included for this tournament.

Alteration to the Tournament Constitution: Alterations shall be by remit in writing fourteen (14) days prior to the Annual meeting of delegates.

Monday 7 February 2011 8.00am Breakfast at Wainuiomata Marae 9.00am Poroporoaki / Farewell at Wainuiomata Marae CONDITIONS OF TOURNAMENT PLAY (MEN AND WOMEN)

1. All games will be played in accordance with Laws of the Sport of Bowls, Bowls New Zealand Domestic Regulations and the requirements of the Constitution and Rules of the Aotearoa National Bowls Tournament. 2. Skips will be responsible for ensuring that all bowls played by team members comply with the Laws of the Sport of Bowls. 3. Variation of programme. The Controlling Body reserves the right to alter or amend the programme if necessary. If any games have to be abandoned due to adverse weather conditions or other unforeseen circumstances five (5) ends will constitute a game. 4. Trial Ends. Trial ends (one in each direction) will be permitted but must be completed five (5) minutes before the scheduled start of play. 5. Score cards. Full names of team members to be entered on the card at the start of each day. At the completion of each game, cards must be checked, signed and handed to the controller for recording. Skips throughout the day should ensure the result of their games have been recorded correctly. 6. Default. A team that is absent or incomplete ten (10) minutes (and this is the ruling for this tournament - not Law 46) after the round has begun shall forfeit the game to their opponents. The defaulting team shall have a loss and no points, their opponents shall have a win and the average of the winning scores – percentage rounded down for less than half or up for half or more - for that round on the green. 7. Draws. For the duration of the tournament in the event of a draw an extra end is to be played. Not to be killed or counted just to get the win. If the jack becomes dead during this extra end it shall be repositioned on the centre line of the rink 2 meters from the front ditch and the end played out.

8. FIRST DAY – SATURDAY 5TH FEBRUARY – GAMES START AT 9.00AM Five (5) games of 1 hour 15 minutes to the bell to be played. Team positions will be determined at the end of the days play according to wins - if equal then ends won, then shots, then points differential of each team as a (+) or (-) over the five games. The top 16 men’s and women’s teams will qualify for the National Championships and will be drawn into four sections of four teams with teams finishing in positions 1,5,9,13 in Section 1, teams 2,6,10,14 in Section 2, teams 3,7,11,15 in Section 3 and teams 4,8,12,16 in Section 4. The order of play within each section will have been drawn for each section.

The remaining teams will play in the Flights sections and be drawn into 3 sections of 12 for the Men and 1 of 14 and 2 of 12 for the Women.

SECOND DAY – SUNDAY 6TH FEBRUARY – GAMES START AT 8.30AM Men’s and Women’s National Championship – to be played at the Wainuiomata Bowling Club in Sections of four with a round robin of three (3) games of 1 hour 15 minutes. The winner of each section will then be drawn to play a semi-final - of 1 hour 15 minutes commencing at 1.30pm. The winners will then play a final of 10 ends with no time limit commencing at 3.15pm.

Flight Championships Flight 1 Men: 17th to 28th team - to be played at the Park Avenue Bowling Club Flight 2 Men: 29th to 40th team - to be played at the Hutt Bowling Club. Flight 3 Men: 41st to 52nd team - to be played at the Petone Central Bowling Club. Three (3) games of 1 hour. The top four teams of each Flight will then be drawn to play a semi-final - of 1 hour 15 minutes at the Wainuiomata Bowling Club commencing at 1.30pm. The winners will then play a final of 10 ends and no time limit commencing at 3.15pm.

Flight 1 Women: 17th to 30th team - to be played at the Stokes Valley Bowling Club. Flight 2 Women: 31st to 42nd team - to be played at the Eastbourne Bowling Club. Flight 3 Women 43rd to 54th team - to be played at the Naenae Bowling Club. Three (3) games of 1 hour will be played. The top four from each Flight will then be drawn to play a semi-final - of 1 hour 15 minutes at the Wainuiomata Bowling Club commencing at 1.30pm. The winners will then play a final of 10 ends and no time limit commencing at 3.15pm.

Wristbands The wristbands are to be worn throughout the duration of the tournament for purposes of admission into tournaments, meals, entertainment and marae.

Meal Tickets This process is for the purpose of Wainuiomata Maori Bowls catering requirements. Please be advised that tickets will be required to be handed over to catering staff at every tournament venue, including marae on receipt of collecting meals.

Those supporters/visitors who are not registered and wish to purchase a meal should do so directly at the venue they are attending. A fee will be charged.

No wristband, no admission! No wristband and no meal ticket, no kai!

Please do not offend if you are not permitted into tournament fixtures because you have no identification.

Wainuiomata Maori Bowls Committee would like these wristbands to be put on immediately upon receipt of your Registration Pack to ensure you are easily identified as a Bowler or Supporter. These bands are waterproof and light and would not come off easily once they are put on. The Committee would like you to wear these until you leave the tournament.

It is recommended that the wristband is placed on your non-bowling wrist.

Entertainment Please note that registered players, registered supporters and registered individuals, who wish to go to the entertainment at the Wainuiomata Bowling Club on Friday, Saturday and Sunday MUST WEAR THEIR WRISTBANDS. Non registered persons must sign in.

Furthermore, please note the club will not allow entries after 10:00pm on these nights.

Transport Shuttles From Entertainment The use of shuttle vans Shuttle vans are operated by volunteers and they should be treated with the utmost courtesy because they are giving up their time to offer you a service. Shuttle vans will be used to move only registered bowlers and registered supporters who are participating in the Maori Bowls tournament, to and from designated areas.

The shuttle service will only apply within the Wainuiomata area, commencing at 7.00am though to the end of the daily activities around 10.30pm

If members and supporters require transport beyond Wainuiomata e.g. to accommodations in Petone, Hutt City area, then a koha of $5 per person will apply. Vans will only leave Wainuiomata club with full loads of eight to nine passengers, passenger must have a ticket. No money will be taken by the volunteer drivers. Tickets will be available from the transport coordinator.

Smoking or consumption of alcohol in shuttle vans is prohibited at all times.

The driver has the right to refuse entry to over intoxicated passengers.
