In order to develop Lithuanian railway infrastructure purposefully, correspond to the needs of customers and people who live in the vicinity of railway infrastructure and ensure the implementation of legal requirements, the long-term Lithuanian Railway Infrastructure strategy (until 2030) was approved in August 2018.

Lithuanian railway infrastructure manager prepared this Public Railway Infrastructure Manager`s Business Plan for 2021-2024 in accordance with the Part 16 of the Article 23 of the Railway Transport Code of the Republic of , the Part 3 of the Article 8 of the Directive 2012/34/EU of the European Parliament and of the Council of 21 November 2012 (OL 2012 L 343, P. 32) establishing a single European railway area and the Description of the Procedure for Preparation of Public Railway Infrastructure Manager`s Business Plan approved by the order of the Minister for Transport and Communications of the Republic of Lithuania No 3-259 of 30 May 2017 (the recast of the order of the Minister for Transport and Communications of the Republic of Lithuania No 3-152 of 1 April 2019), taking into account the National Transport Development Program 2014-2022 approved by the decision of the Government of the Republic of Lithuania No 1253 of 18 December 2013 (the recast of the decision of the Government of the Republic of Lithuania No 1443 of 15 December 2014) and in pursuit of the development of the infrastructure according to the directions settled out in the long-term strategy.

The implemented plans for maintenance, renewal, modernization and development of public railway infrastructure provided in this Business Plan will ensure high quality of the railway infrastructure manager`s services, make the railway infrastructure more attractive for business, allow to generate higher economic benefit for the Republic of Lithuania and its people, and ensure higher life quality for the people who live in the vicinity of the railway infrastructure. II. Public railway infrastructure manager. Mission, vision and main activities

After the implementation of provisions of the 4th Railway Package of the European Union, JSC “LTG Infra” (hereinafter – the Infrastructure Manager) performs the functions of the public railway infrastructure manager from 8 December 2019. In order to achieve the aforementioned objectives, the Infrastructure Manager also implements organizational measures. By implementing Infrastructure Excellence program, the Infrastructure Manager seeks to increase the efficiency through organizational and technological solutions - optimizing traffic management, deploying integrated planning solutions, and developing an operational architecture.

In order to increase the efficiency by adapting IT architecture for future needs, the Infrastructure Manager seeks to create added value by using high-level technologies that change culture and employees‘ thinking – IT functions are being transformed according to the best international practices as well as IT architecture and innovation ecosystem are being developed. IV. Description and technical characteristics of public railway infrastructure manager`s network

The description of the public railway infrastructure network is provided in the Regulations of the Public Railway Infrastructure Working Timetable for 2021-2022 approved by the order of the Director General of JSC “Lithuanian Railways Infrastructure” No IS-PAJ(LGI)-462 of 11 December 2020 (hereinafter – Network Statement).

The Regulations provide information about general characteristics of the Lithuanian public railway infrastructure: geographical location, connections with the railway infrastructure of neighboring countries, track gauge, electrified lines, maximum load capacity and maximum speed, etc. V. Terms for the use of public railway infrastructure

The terms of the use of public railway infrastructure are regulated by the Railway Transport Code of the Republic of Lithuania. Detailed information on the conditions of the use and references to legal acts are provided in the Network Statement. The Network Statement provides basic requirements for the access to public railway infrastructure: what kind of companies (railway undertakings) can use the infrastructure, their licensing order, civil responsibility of companies (railway undertakings), etc. The Network Statement also provides terms for carriage of oversized, heavy and dangerous goods as well as the list of legislation governing these issues.

In accordance with the principles of non-discrimination, efficiency and cost- effectiveness, equality, competitiveness, legal certainty and transparency, the Infrastructure Manager allocates the capacity of public railway infrastructure. The agreement between the Infrastructure Manager and the applicant is concluded for the capacity allocation for the duration of one working timetable period. VI. The largest development of the Lithuanian public infrastructure is related to the implementation of the Rail Baltica project.

During the next four years, active project implementation activities will be carried out in all geographical parts of the project in Lithuania.
