Newly added Section 512(a)(7) of the Internal Revenue Code states, “Unrelated business taxable income of an organization shall be increased by any amount for which a deduction is not allowable…by reason of section 274 and which is paid or incurred by such organization for any…parking facility used in connection with qualified parking…The Secretary shall issue such…guidance as may be necessary…including regulations or other guidance providing for the appropriate allocation of depreciation and other costs with respect to facilities used for parking…” Tax practitioners who have evaluated Section 512(a)(7) generally believe that the result of this new provision is that tax‐exempt organizations that provide parking to their employees will be subject to unrelated business income tax on the cost of the parking provided. A nonprofit organization that simply allows its employees to park in a parking lot or garage that is part of the organization’s facilities will be subject to a tax on the cost of the parking provided. How the parking costs must be measured remains to be addressed in the “regulations or other guidance” to be issued by the IRS. To apply this new requirement, nonprofit employers and their accountants must have guidance addressing exceedingly complex questions of allocations of basis, depreciation, and rent payments among different structures and between employee and non‐employee users.

    Why My Dog Tag Had the Letter ‘B’ Deuteronomy 30:11-20 Steve Hollaway Harbor Church October 27, 2012 This week marked the 50th anniversary of the Cuban missile crisis. Even those of us who were children at that time remember talking on the playground about what would happen if the bombs were dropped on us. We remember the incredibly pointless exercises of hiding under our desks at school during “bomb drills.” Some of us remember church basements marked with the yellow-orange and black pie slices indicating that they were to serve as bomb shelters. One memory that came back this week from the Cold War days was the experience of being issued dog tags. After some calculation I realized that it was before the Cuban missile crisis that I got my dog tag in school. It was 1961, during the first year of the Kennedy administration. My family had come back to the States from Japan for a furlough in Arkansas. At some point in that year, each of us—at least in the third grade—was issued a dog tag, just as if we were in the army. There were several messages in that gesture. One was that in the nuclear era there are no civilians. We are all soldiers now. We all have to be prepared for battle. This message was not lost on me, or on a generation of children. Dog tags were issued to second and third graders in New York City as early as 1951 [http://www.thomhartmann.com/users/leighmf/blog/2012/02/dog-tags-children], for the explicit purpose of identifying bodies in the event of a nuclear attack.

    If Christ Has Not Been Raised 1 Corinthians 15:12-26 Steve Hollaway Harbor Church April 8, 2012, Easter Sunday In her best-known story, “A Good Man Is Hard to Find,” Flannery O’Connor tells the story of the Misfit, a criminal and serial killer roaming the highways of Georgia. Near the end of the story, the Misfit has sent members of a family one by one into the woods to be shot by his men. Now he holds the grandmother at gunpoint, and she begins to talk to him about Jesus. The Misfit gives a speech that puts the choice we face on Easter about as starkly as it can be put: “Jesus was the only One that ever raised the dead, and He shouldn’t have done it. He thrown everything off balance. If He did what He said, then it’s nothing for you to do but thrown away everything and follow Him, and if He didn’t, then it’s nothing for you to do but enjoy the few minutes you got left the best way you can—by killing somebody or burning down his house or doing some other meanness to him. No pleasure but meanness.” The apostle Paul puts the matter a little more politely by quoting an Epicurean motto: if Christ has not been raised, and he does not raise us from the dead, “Let us eat and drink, for tomorrow we die” (1 Cor. 15:32). Or as Peggy Lee put it, “If that’s all there is, my friend, then let’s keep dancing, let’s break out the booze and have a ball.” Did Peggy Lee ever live on Block Island? There’s an interesting scene in Acts 17 where Paul is in Athens, on Mars Hill, at the place where philosophers gathered to hear what was “trending.” The Greek philosophers are fine with this itinerant Jewish preacher as long as he tells them what they want to hear.
