Neben seiner Verlegertätigkeit übte Carl Bertelsmann das Amt des staatlichen Steuereintreibers aus und verwaltete die Gütersloher Kommunalkasse. Der C. Bertelsmann Verlag vertrieb hauptsächlich Erbauungsliteratur für die pietistische Erweckungsbewegung, der Carl angehörte und über deren Organisationsstrukturen auch der Vertrieb erfolgte. Hinzu kamen Schul- und Jugendbücher, sowie weltliche Liedersammlungen. Seinem pietistischen Glauben entsprechend widmete sich Carl der Armenpflege und engagierte sich für die Gründung des Evangelisch-Stiftschen- Gymnasiums in Gütersloh. Unter seinem Sohn Heinrich Bertelsmann (Verlagsleitung ab 1851) stieg der C. Bertelsmann Verlag zu einem der vier größten theologischen Verlagshaus Deutschlands auf. Als zweites Standbein setzte Heinrich auf ein pädagogisches und literarisches Mischprogramm bereits etablierter Autoren. Neben dem Direktvertrieb erweiterte Heinrich seinen Kundenkreis ab 1864 über den Vertrieb an der Haustür durch so genannte Kolporteure. Auch Heinrich übernahm Ehrenämter in der Kirchengemeinde und betätigte sich als Wohltäter, der für Schulen und Armen- und Krankenpflege großzügig spendete. Um politischen Einfluss zu gewinnen brachte Heinrich Bertelsmann 1859 ein Volksblatt heraus, gründete die Christlich-Konservative Partei und ließ sich zum Stadtverordneten wählen. Dennoch blieb er politisch erfolglos. Zum Ende seiner Zeit als Verlagschef gründete er eine Invaliden- und Pensionskasse für die ArbeiterInnen und Angestellten des Betriebs. Die Fürsorge in Verbindung mit strengen Disziplinierungsmaßnahmen sollte das Pflichtbewusstsein und die Leistungsbereitschaft der Beschäftigten stärken. Mit fristlosen Entlassungen war bedroht, wer sich während der Arbeitszeit wiederholt Speisen und Getränke holen ließ.
