ASSESSMENT OF THE SITUATION IN SUBSTANDARD ROMA SETTLEMENTS IN 21 MUNICIPALITIES IN SERBIA IV [ ASSESSMENT OF THE SITUATION IN SUBSTANDARD ROMA SETTLEMENTS IN 21 MUNICIPALITIES IN SERBIA ] ACKNOWLEDGMENTS The project Assessment of the Situation in Substandard Settlements in 21 Municipalities in Serbia has been implement- ed by the Ecumenical Humanitarian Organization (EHO) from Novi Sad as part of the housing component of the project We are here together – European support for Roma inclusion, implemented by the OSCE Mission to Serbia to support the implementation of the Strategy for Improvement of the Status of Roma in the Republic of Serbia. The project is funded by the European Union under the Instrument for Pre-accession Assistance – IPA) for the year 2012. The beneficiaries of the housing component of the project are the Ministry of Construction, Transport and Infrastructure, and 20 pilot mu- nicipalities: Sombor, Odžaci, Novi Sad, Kovin, Pančevo, Palilula, Zvezdara, Valjevo, Koceljeva, Smederevo, Kragujevac, Kruševac, Knjaževac, Prokuplje, Leskovac, Vranje, Bujanovac, Bojnik, Žitorađa and Bela Palanka. In June 2014, the Delegation of the European Union, the OSCE Mission to Serbia and EHO agreed that, due to the cat- astrophic floods that occurred in Serbia, the project would include the 21st municipality – City Municipality Obrenovac. Coordination of the project Assessment of the Situation in Substandard Settlements in 21 Municipalities in Serbia, in all its stages, was performed by EHO Deputy Director and Programme Coordinator Robert Bu. EHO Project Coordinator, Slađana Jovanović, was responsible for cooperation with the key stakeholders in 21 municipalities, collection of relevant data in each municipality, expert support to research conducted in substandard settlements and preparation of study. Robert Bu and Slađana Jovanović are also the authors of complete project documentation, the Study on the Assessment of the Situation in Substandard Settlements and the Plan of Intervention for the Improvement of Housing Conditions in Substandard Settlements in 21 Municipalities including the estimates of required funds. The expert team of EHO was responsible for the implementation of project activities in the field. The expert team mem- bers were: Anamaria Farago, Stanka Janković, Marija Manić and Danilo Ćurčić. The report was developed on the basis of extensive field research in six EHO teams with a total of 18 researchers. Field research was conducted after intensive work on relevant data collection in direct cooperation with representatives of 21 local self-governments. EHO is grateful to all collaborators, and especially to the researchers who significantly contributed to the success of the project. We thank all the Roma, men and women, from substandard settlements and the representatives of local self-govern- ments who were involved in the implementation of the project. We would especially like to thank the OSCE Mission to Serbia for entrusting us with the project implementation and presentation of our experience, skills, knowledge, methods and instruments for the implementation of participatory projects for the improvement of housing conditions for the Roma living in substandard settlements in Serbia. RadakovićA,B Received: September 12, 2019 | Accepted: December 27, 2019 DOI: 10.5937/ZbDght1902112P ABSTRACT: Even though climate variability, geology, and human activity are main trig- gers of landslides, based on earlier research, precipitation is considered the most impor- tant natural factor responsible for soil erosion in the landslide context. In this study land- slide activation has been correlated with precipitation in least developed municipality of Crna Trava located in South-east Serbia. The purpose of this study is analyzing the precip- itation in thirteen surrounding settlements: Vranje, Leskovac, Babušnica, Bela Palanka, Pirot, Dimitrovgrad, Kalna, Kriva Feja, Vladičin Han, Vučje, Vlasotince, Grdelica, Bresto- vac and finding its correlation to landslide occurrences. Precipitation for seven decades (period 1946-2017) has been interpolated by IDW method in the software ArcMap 10.5 and correlated to Crna Trava slope map. Potential locations of landslides were deter- mined and compared to the recent landslides which occurred in July in 2018, in Bankov- ci village. Potential years for landslide activation were compared to calculated values of The Precipitation Concentration Index (PCI), The Modified Fournier Index (MFI), and Lang Aridity Index (AILang). The case study was done based on fieldwork which happened in a period from 20 to 26 of July 2018 in the village of Bankovci. On the 25 of July landslides were activated because of the extreme weather conditions, which affected wider region in Central and South-east Serbia: 100 liters of rain fell during the three-hour period.

    Prethodna Studija izvodljivosti izgradnje RVS Dubovac-Zrenjanin-Kikinda-Knjiga 2 1. Uvod Brz razvoj privrede i društva i urbanizacija naselja u proteklom periodu na području Vojvodine nije uporedo pratila izgradnja infrastrukturnih objekata koji obezbeđuju stabilno i kvalitetno vodosnabdevanje. Neadekvatno rešenje vodosnabdevanja ogleda se pre svega u nestašici vode pri čemu posebno treba istaći neadekvatan kvalitet isporučene vode, koji u pojedinim regionima Vojvodine predstavlja osnovni problem vodovodnih sistema. Javno snabdevanje vodom u Vojvodini je orijentisano isključivo na korišćenje podzemnih voda iz različitih vodonosnih sredina: aluvijalnih sedimenata u priobalju Save i Dunava - "prva" izdan (dubine bunara do 50 m), osnovnog vodonosnog kompleksa - osnovna izdan (dubine bunara od 50-250m) i subarteske i arteske izdani - duboka izdan (dubine bunara od 250m do 350m) Problemi koji se javljaju u vodosnabdevanju prema svojoj prirodi mogu se generalno svrstati u dve grupe: 1. problemi vezani za resurs podzemnih voda 2. problemi vezani za vodovodne sisteme Problemi vezani za resurs podzemnih voda se mogu svrstati u dve kategorije: problemi nedovoljnih količina podzemnih voda i problemi neodgovarajućeg kvaliteta. Period od početka organizovanog vodosnabdevanja 60-tih godina prošlog veka do danas karakteriše se izrazitim porastom eksploatacije podzemnih voda na području cele Vojvodine (Zahvaćene količine podzemnih voda iz izdani koje se sporo obnavljaju (osnovne i duboke izdani) su znatno veće (4600 l/s) od količina zahvaćenih iz relativno brzo obnovljive izdani ("prve" izdani) - oko 1900 l/s. S obzirom na činjenicu da su izvorišta formirana u naseljima ili u njihovoj neposrednoj blizini, eksploatacija podzemnih voda se vrši na malom prostoru što je dovelo do sniženja nivoa podzemnih voda, kako lokalno tako i na širem području.

The Government of the Republic of Serbia is intensifying the work of national and local institutions dealing with social inclusion of Roma, reducing their poverty and combating discrimination, as well as creating conditions for full access to human rights. The project supports development of skills and employment of 45 young Roma in local institutions to formulate, implement and monitor Roma inclusion policies at the local level. Map of Engagement RESULTS TO DATE 45 selected young Roma increased their 27 knowledge on human rights, discrimination, legally invisible people, stateless persons, 17 18 internally displaced persons and returnees, 22 vulnerable group rights (access to social 2 20 4 welfare, employment, education), functioning 32 of mechanisms for social inclusion and Roma 24 inclusion at the local level.
