HRHOA Newsletter Spring 2018 Harbour Rise Home Owners Association www.harbourrise.com.au [email protected] Newsletter The Harbour Rise Home Owners Association (HRHOA) was formed for the interest of home owners of Harbour Rise Hillarys, to monitor and facilitate the maintenance and use of common areas in the Harbour Rise estate. The HRHOA consists of voluntary committee members. Home owners wishing to participate on the committee are encouraged to contact the HRHOA via email to: [email protected] leading up to the annual general meeting in October, where the committee is voted in. Letter from the Chairperson Hi and welcome to the Spring 2018 edition of the Harbour Rise Home Owners Association newsletter. Since the HRHOA was formed the committee has been successful in representing the Estate owners with respect to a number of initiatives: The landscaping contract for the Estate reviewed and renewed every three years; Replacement of assets within the Estate including lake fountains, bollards, street lights and garden beds; Provision of exercise equipment in Harbour View Park; Improved response times to security issues; Accountability of the City of Joondalup (COJ) operations and budget with respect to the Estate; and Progression of the exercise stairs and look-out in Whitfords Nodes. During the past twelve months, the committee has continued to monitor and progress the above initiatives as well as address the following: Promoted a reduced speeding on Estate perimeter roads by lobbying for an extension of the current 50 Km/hr coastal speed zone between Hepburn Avenue and Angove Drive; Responded to hooning behaviour with promotion of improved Police surveillance; Promote a safer pedestrian crossing point to Hillarys Boat Harbour; Lobbied for improved presentation of Hepburn Avenue (Iconic Road Program) and initiatives to improve parking and reduce congestion; Lobbied for major asset replacement specifically boardwalks and play equipment; and Lobbied for retention of the estate features and infrastructure including but not limited to entry statements, paving and street lighting. I ampleased to advise that there has been progress with the above, specifically as follows: Mayor Albert Jacob has advised that there has been agreement with MRWA to extend the 50Km/hr coastal speed zone on West Coast Drive north along Whitfords Avenue between Hepburn Avenue and Angove Drive. In August I will be meeting with Mayor Albert Jacob, Peter Katsambanis MLA Member for Hillarys and Ian Goodenough MP Member for Moore to discuss a tripartite Government response to the hooning issue in and around Hillarys boat harbour. Mayor Albert Jacob has advised that the median palm trees in Hepburn Avenue will be replaced with the Norfolk Island Pines as a commencement to the upgrade of the Hepburn Avenue streetscape. There is work planned for Marbella Park in the 2018/19 COJ Capital Works Program and the committee continues to lobby for the replacement of the deck to the boardwalk with a more durable product. The committee supported the new parking prohibitions in and around Lot 1 and has now formed a good relationship with the parking management at the COJ to continue to improve parking congestion around Page 1 the Estate. HRHOA Newsletter Spring 2018 The COJ has committed to commence the streetlight base replacement program and the committee has commenced dialogue regarding the replacement of the streetlight luminaires with a more sustainable LED technology. The committee’s major role is to work with the COJ to plan and monitor all developments executed in the Estates parks and gardens in agreement with the Special Area Rates (SAR) Agreement. The committee has welcomed back COJ representative James Hamp who meets with the committee every second month to discuss issues related to the Agreement as well as plan for continued improvement. James cannot do it all by himself and we thank Charon Olsen and Nicholas Jury for their tireless work throughout the year. The COJ are currently progressing with the revamping of gardens throughout the Estate in stages as agreed with the committee. If you are missing a tree on your verge, or the street tree is looking a bit “sad” we recommend that you contact the COJ to see if you can have a new tree planted or the existing tree attended to. The Estate’s street trees add appeal and visual impact which ultimately increases the value of our homes. Clean Up Australia Day Christmas Picnic In The Park. The committee continued to support the annual events organised specifically and The collection on Clean Up Australia Day only takes a little more than an hour (because the Estate is generally clean) but you are still encouraged to attend. Unfortunately last year’s Christmthas Party in the Park was rained out except for a couple of very hardy residents but hopefully this year, Sunday 9 December 2018 will be kinder, come along to Harbour View Park it’s a great afternoon and a chance to meet your neighbours. Finally, a huge thank you to our wonderful Harbour Rise committee members – Sam, Paul, Stefan, Mary, Julia, John, Peter, Neil, Vicki, Brad and David for their ongoing commitment and support. Letter from Albert Jacob - Mayor, City of Joondalup It is a great pleasure to deliver this message to the residents of Harbour Rise via your Home Owners Association Newsletter for the first time since being elected Mayor of the City of Joondalup in October 2017. Residents of Harbour Rise are fortunate to live in one of the City’s most sought-after coastal suburbs. It encapsulates all that is good about Joondalup – beautiful parks and open spaces, well-maintained roads and footpaths, and above all, close to world-class beaches and the many attractions on offer at Hillarys Boat Harbour. It’s an exciting time for residents of Harbour Rise and in the next 12 months we will see progress on the Health and Wellbeing Project at the nearby Whitfords Nodes Park. If there are any issues or general queries that you wish to raise, please don’t hesitate to contact myself or your local ward councilor (Mike Norman or Christine Hamilton- Prime). Clean Up Australia Day As part of the event, HRHOA organises a clean up day for the estate parks, gardens and verges. The clean up days are generally held in March/April. It involves one good hour of clean-up usually between 9:00 and 10:00 am on a Sunday. Come and join us and support your community in 2019 at the Tennis Court – we’ll let you know the date for 2019 as it gets closer. Rangers Report By Malcolm Jenkinson, Manager Rangers Parking and Community Safety, City of Joondalup A few common issues that may assist in keeping the Harbour Rise community friendly and safe. When parking a vehicle, be mindful that vehicles; Should be parked on the road in the direction of traffic and in accordance with any parking signage. Should not be parked on someone else’s verge without their permission. Trailers, caravan, buses and commercial vehicles shouldn’t be parked on the verge. In regard to your pets; When walking/exercising your dog, it must be on a leash unless you are at the Hillarys Dog Beach or in a park (permitted dog exercise area) other than Mawson or Whitfords Nodes Park. You must pick up the poo from your dog. Cat and dog need to be registered with the City and must have a microchip. Cats should be kept in at night or restricted from roaming as this affects other residents as well as local wildlife. CityRangers provide a 24/7 patrol and response service dealing with many common issues such as; Anti-social behaviour. Cat and dog complaints. Parking. Noisy parties. Litter issues. Advertising sign. As part of their patrol duties they will report graffiti and maintenance issues to assist in keeping the City clean and functional. They will also address issues such as parking, advertising signs, shopping trolleys and local law offences in a proactive manner providing immediate attention when an incident is observed.
