    BASQUE LEGACY IN THE NEW WORLD: ON THE SURNAMES OF LATIN AMERICAN PRESIDENTS Patxi Salaberri Iker Salaberri UPNA / NUP UPV / EHU Abstract In this article we explain the etymology of the surnames of Basque origin that some presidents of Latin American countries have or have had in the past. These family names were created in the language called Euskara, in the Basque Country (Europe), and then, when some of the people who bore them emigrated to America, they brought their sur- names with them. Most of the family names studied here are either oiconymic or topo- nymic, but it must be kept in mind that the oiconymic ones are, very often, based on house-nicknames, that is, they are anthroponymic in the first place. As far as possible, we have related the surname, when its origin is oiconymic or toponymic, to its source, i.e. to the house or place where it was created. The following countries have provided updates to certain mail services: Mauritius UPDATE: Mauritius Post has advised that the Government of Mauritius has announced the easing of COVID-related restrictions as of July 1, 2021, subject to strict adherence to sanitary protocols and measures. On July 15, 2021, Mauritius will gradually open its international borders. However, COVID-19 continues to have a direct impact on international inbound and outbound mails to and from Mauritius. Therefore, the previously announced provisions and force majeure continue to apply for all inbound and outbound international letter-post, parcel-post and EMS items. New Zealand UPDATE: New Zealand Post has advised that the level-2 alert in the Wellington region has ended as of June 29, 2021. Panama UPDATE: Correos de Panama has advised that post offices, mail processing centers (domestic and international) and the air transhipment office at Tocúmen International Airport are operating under normal working hours and the biosafety measures established by the Ministry of Health of Panama (MINSA). Correos de Panamá confirms that it is able to continue to receive inbound mail destined for Panama. However, Correos de Panama is unable to guarantee service standards for inbound and outbound mail. As a result, force majeure with respect to quality of service for all categories of mail items will apply until further notice.

Design:Sample philatelic materials including stamps, first day covers and stamped postcards, all related to obstetrics and gynecology, from the senior author’s personal archive were grouped according to their titles and evaluated in detail. Setting:We examine how stamp designers use visual imagery to convey information to those who see, collect, and use stamps. Method:Sample philatelic materials, related to obstetrics and gynecology, were grouped according to their titles and evaluated in detail. Main outcome measures:Stamps dedicated to the Obstetrics and Gynecology are usually printed in order to (a)pay tribute to the pioneers of Obstetrics and Gynecology, (b)commemorate important Obstetrics and Gynecology Facilities&Hospitals, (c)announce solid improvements and innovations in the field or (d)memorialize important meetings. Results:The initial use of postage stamps was solely to pay the fare of a postal service. Later on it was discovered that by using stamps it was possible to distribute ideas and news among people and also to inform them about developments, inventions, achievements and historical facts. Collecting Gynecology related philatelic materials is a very specialized branch of medical philately. In general, the subjects of the stamps dedicated to Obstetrics and Gynecology are, pioneers of Obstetrics and Gynecology, important Obstetrics and Gynecology Facilities&Hospitals, solid improvements and innovations in the field and important meetings.
