Of Time, Honor, and Memory: Oral Law in Albania
Oral Tradition, 23/1 (2008): 3-14 Of Time, Honor, and Memory: Oral Law in Albania Fatos Tarifa This essay provides a historical account of the role of oral tradition in passing on from generation to generation an ancient code of customary law that has shaped and dominated the lives of northern Albanians until well into the mid-twentieth century. This traditional body of customary law is known as the Kode of Lekë Dukagjini. It represents a series of norms, mores, and injunctions that were passed down by word of mouth for generations and reputedly originally formulated by Lekë Dukagjini, an Albanian prince and companion-in-arms to Albania’s national hero, George Kastriot Skanderbeg (1405-68). Lekë Dukagjini ruled the territories of Pulati, Puka, Mirdita, Lura, and Luma in northern Albania—known today as the region of Dukagjini—until the Ottoman armies seized Albania’s northernmost city of Shkodër in 1479. Throughout the past five to six centuries this corpus of customary law has been referred to as Kanuni i Lekë Dukagjinit, Kanuni i Malsisë (the Code of the Highlands), or Kanuni i maleve (the Code of the Mountains). The “Code” is an inexact term, since Kanun, deriving from the Greek kanon, simultaneously signifies “norm,” “rule,” and “measure.” The Kanun, but most particularly the norm of vengeance, or blood taking, as its standard punitive apparatus, continue to this day to be a subject of historical, sociological, anthropological, and juridical interest involving various theoretical frames of reference from the dominant trends of the eighteenth and nineteenth centuries to today. The Kanun of Lekë Dukagjini was not the only customary law in Albania. -
And Christos Zacharakis (PPE-DE)To the Commission (30 November 2001)
26.9.2002 EN Official Journal of the European Communities C 229 E/13 (2002/C 229 E/011) WRITTEN QUESTION E-3321/01 by Stavros Xarchakos (PPE-DE)and Christos Zacharakis (PPE-DE)to the Commission (30 November 2001) Subject: Targeted demolition of buildings belonging to Greeks in Albania According to complaints by the Greek community of Cheimarra on 22 November 2001 the selective demolition of buildings and homes belonging to members of the internationally recognised Greek ethnic minority of southern Albania is scheduled to commence. The buildings concerned are properties returned to their rightful owners by the local authorities immediately following the fall of Hoxha’s communist regime and include houses, taverns, cafes and offices belonging to Greek organisations together with a Greek language tuition centre. The new mayor of Cheimarra, who belongs to the Socialist party, sent fifteen selective letters of notification of demolition to members of the Greek ethnic minority on the grounds that the buildings concerned, which have been standing for many years and were returned to their rightful owners following revocation of the provisions confiscating them decreed by the previous Communist regime were unauthorised. What view does the Commission take of this? Are such racist tactics by the Albanian authorities against ethnic Greeks in Albania consistent with officially accepted principles in the EU Member States? What immediate measures can be taken to halt the measures thus decided and end the persecution by the Albania of members of the ethnic Greek minority which is recognised not only internationally but also by Albania itself? Reply given by Mr Patten on behalf of the Commission (22 January 2002) The Commission is not aware of the selective demolition of buildings and homes belonging to the ethnic Greek minority in Albania. -

Albanian Families' History and Heritage Making at the Crossroads of New
Voicing the stories of the excluded: Albanian families’ history and heritage making at the crossroads of new and old homes Eleni Vomvyla UCL Institute of Archaeology Thesis submitted for the award of Doctor in Philosophy in Cultural Heritage 2013 Declaration of originality I, Eleni Vomvyla confirm that the work presented in this thesis is my own. Where information has been derived from other sources, I confirm that this has been indicated in the thesis. Signature 2 To the five Albanian families for opening their homes and sharing their stories with me. 3 Abstract My research explores the dialectical relationship between identity and the conceptualisation/creation of history and heritage in migration by studying a socially excluded group in Greece, that of Albanian families. Even though the Albanian community has more than twenty years of presence in the country, its stories, often invested with otherness, remain hidden in the Greek ‘mono-cultural’ landscape. In opposition to these stigmatising discourses, my study draws on movements democratising the past and calling for engagements from below by endorsing the socially constructed nature of identity and the denationalisation of memory. A nine-month fieldwork with five Albanian families took place in their domestic and neighbourhood settings in the areas of Athens and Piraeus. Based on critical ethnography, data collection was derived from participant observation, conversational interviews and participatory techniques. From an individual and family group point of view the notion of habitus led to diverse conceptions of ethnic identity, taking transnational dimensions in families’ literal and metaphorical back- and-forth movements between Greece and Albania. -

At the end of the eighties, life expectancy at birth passed the boundary of seventy, although the country’s GDP per capita was $ 2500 in 1990, the lowest in Europe (Madison 1995).This puzzled scholars, who either doubted the success of Albania, or because of the lack of firm information, speculated with different explanations (Watson, 1995). This research was initiated by this controversy in trying to first, estimate the scale of Albania’s success in improving life expectancy and document the mortality transition in Albania during the period 1950-1990. -

Political Relations Between Albania and France 1945- 1990
ISSN 2039-2117 (online) Mediterranean Journal of Vol 8 No 5 S1 ISSN 2039-9340 (print) Social Sciences September 2017 Political Relations between Albania and France 1945- 1990 Arshela Arapi Ministry of Foreign Affairs, Paris, France Abstract This paper focuses on the relations between Albania and France in the period 1945-1990 in the political optics, and aims to evaluate the dynamics of this cooperation, pointing to the different intensity at different times during dictatorship, byhilosophical demagoguery of the Albanian party and the identification of collaborative priorities extended over 20 years. Albanian - French cooperation spread in all fields. Since our country was still unconfirmed as a state, it needed the experience of other countries. France was a kind of guide to our country, as it was a developed country. Albania also linked with France by some traditional and conjunctural elements. France regarded Albania as very important, and considered it as an opportunity to expand its economy and improve its situation. France needed the mineral resources of Albania. In general, our relations with France has been normal and were concretized in several areas of mutual interest, such as trade and culture. In various speeches, the Albanian leadership has expressed the desire to strengthen more these relations on the basis of the recognized principles of equality, non-interference and mutual benefit. But at certain times, there was also anxiety, and in July 1984, there was a regress of state relations. Keywords: France, collaboration, convention, strategy 1. Introduction In the framework of the complex historical evaluation of the diplomatic policy of the Albanian country, the relationships, with the European countries in general and those of the Western Europe especially, hold a great importance.
