Background, Socio-economic condition, Disaster vulnerability, Hard-to-reach area 1.1 Background Chandpai is a Union of Mongla Upazila under Bagerhat district. The Union was established in 1954. Once upon a time Chandpai was the part of the Sundraban. It is only three km away towards south from Mongla Upazila head quarter and 65 km from district HQ. Mr. Mollah Mohammed Tariqul Islam is the present UP chairman, have been elected for the 3rd term at a row from 24 March’ 1998. Total area of the union is 20.55 sq. Km. 1.2 Socio-economic condition: Like other rural areas of Bagerhat district about 55% (approx.by UP representatives) people are living below poverty line. Main occupations of the population are fishing, fish culture, day labor, port labor, agriculture, honey collection from Sundarban. The main crops are paddy, vegetable, banana and main export item are Fish (Shrimp) and honey. Fishing and fish (shrimp) culture are considered as major livelihood; children are engaged in those activities. Children are deprivation of their rights and those are the main concern of education. There are brac,ASHA,Grameen Bank and some others NGOs who are involved in micro–credit program. Overall the community people socio-economic condition is not good. 1.3 Geography: The union is located in east bank of Passur River and very close to Mongla (Chalna) Sea port. It lies bounded on the north by Sunaitala union, on the east by Mithakhali union, on the south by Chila union and on the west by Monla Port Pourashava and Passur River 1.4 Disaster/ Vulnérabilités: Chandpai union is a highly disaster prone area and get affected very often by Cyclone and tidal surge due to this area is very close to Bay of Bangle. It is situated in the bank of the big River Passure but the embankment was washout at many places during disaster AILA 25 May’ 2009. Cyclone and tidal wave hits almost every year and affects the people, damages their houses and crops and increase their sufferings which push them away towards below poverty line. In the rainy season paddy, vegetable and other crops usually inundate by water logging and fish farmers loss their fishes due to overflow of water. There are 9 Cyclone shelters with the capacity of 7000 only but they have no any killa for protection of Animal. Cyclone Preparedness Programme (CPP) is working on cyclone preparedness and early warning system. They have 9 units with trained and well equip volunteer (male-90 and female 45). P a g e | 5 1.5 Hard-to-Reach Areas, villages and communities: There is no hard to reach areas in this union. Internal communication is almost good with 13 km carpeting road, 45 km brick soling road, 16 km earthen road and 8 km embankment. Motor cycle and Rickshaw/van are usually used as vehicle within the union. Sometimes people can face difficulty to get health service specially ANC service due to long distance in between FWC, CC and community. Population Profile: 2.1 Population in general The total population of the union is 17,662 in 4248 households (Census 2011), and population density is 1024 per Sq Km. But there is a variation on the number of HH of the Union as “the holding assessment 2012-2013” which was conducted by union parishad itself, and number of HH is 4482. Union Parishad claimed that the holding assessment is updated. Around 64% population of this union are Muslim, 21% Hindus and 10% are from Christian religion. The details are shown in the Table 1.1 in the Annex I. 2.2 Child Population: According to the Census 2011, total child population in the union from 0 to 19 years of age are 6,770 which is 38.33% of the total population (from 0 to 4 is 1,360, 5-9 is 1,678, 10-14 is 2,066 and from 15 to 19 is 1,666). Community data provides more age specific information than census data and the total child population from 0 to 18 years of age is 5,542, from 0 to1 year is 386, 1 to 2 years 298, 5 to 6 years 470 and 6 to 10 years 1429. This provides an increased number of populations than Census as usual. Table 1.2 shows the details The details are shown in the Table 1.2 in the Annex I. However, 97 Pregnant Women have completed 4 ANC visits and only three pregnant women did not receive the full package of the service. None of the health centers in the union have any facility for deliver so no administrative data is available on this indicator. The table above shows that 17 children do not have full coverage of vaccination out of 142 children (Community data). Data are not available on nutritional status of children in any form. Community do not have much idea on this however, they identify healthy (fatty) and unhealthy (thin) children and think that most of the children are healthy. Health centers do not record the height or weight of the children. The table above shows that 16 children of 1 year of age do not have birth certificate out of 142 children (Community data).
