Part A: General Information

1. Background, Socio-economic condition, Disaster vulnerability, Hard-to-reach area

1.1 Background

Chandpai is a Union of Mongla under . The Union was established in 1954. Once upon a time Chandpai was the part of the Sundraban. It is only three km away towards south from head quarter and 65 km from district HQ. Mr. Mollah Mohammed Tariqul Islam is the present UP chairman, have been elected for the 3rd term at a row from 24 March’ 1998. Total area of the union is 20.55 sq. Km.

1.2 Socio-economic condition: Like other rural areas of Bagerhat district about 55% (approx.by UP representatives) people are living below poverty line. Main occupations of the population are fishing, fish culture, day labor, port labor, agriculture, honey collection from Sundarban. The main crops are paddy, vegetable, banana and main export item are Fish (Shrimp) and honey. Fishing and fish (shrimp) culture are considered as major livelihood; children are engaged in those activities. Children are deprivation of their rights and those are the main concern of education. There are brac,ASHA,Grameen Bank and some others NGOs who are involved in micro–credit program. Overall the community people socio-economic condition is not good.

1.3 Geography:

The union is located in east bank of Passur River and very close to Mongla (Chalna) Sea port. It lies bounded on the north by Sunaitala union, on the east by , on the south by Chila union and on the west by Monla Port Pourashava and Passur River

1.4 Disaster/ Vulnérabilités: Chandpai union is a highly disaster prone area and get affected very often by Cyclone and tidal surge due to this area is very close to Bay of Bangle. It is situated in the bank of the big River Passure but the embankment was washout at many places during disaster AILA 25 May’ 2009. Cyclone and tidal wave hits almost every year and affects the people, damages their houses and crops and increase their sufferings which push them away towards below poverty line. In the rainy season paddy, vegetable and other crops usually inundate by water logging and fish farmers loss their fishes due to overflow of water. There are 9 Cyclone shelters with the capacity of 7000 only but they have no any killa for protection of Animal. Cyclone Preparedness Programme (CPP) is working on cyclone preparedness and early warning system. They have 9 units with trained and well equip volunteer (male-90 and female 45).

1.5 Hard-to-Reach Areas, villages and communities: There is no hard to reach areas in this union. Internal communication is almost good with 13 km carpeting road, 45 km brick soling road, 16 km earthen road and 8 km embankment. Motor cycle and Rickshaw/van are usually used as vehicle within the union. Sometimes people can face difficulty to get health service specially ANC service due to long distance in between FWC, CC and community. 2. Population Profile:

2.1 Population in general

The total population of the union is 17,662 in 4248 households (Census 2011), and population density is 1024 per Sq Km. But there is a variation on the number of HH of the Union as “the holding assessment 2012-2013” which was conducted by union parishad itself, and number of HH is 4482. Union Parishad claimed that the holding assessment is updated. Around 64% population of this union are Muslim, 21% Hindus and 10% are from Christian religion.

The details are shown in the Table 1.1 in the Annex I.

2.2 Child Population:

According to the Census 2011, total child population in the union from 0 to 19 years of age are 6,770 which is 38.33% of the total population (from 0 to 4 is 1,360, 5-9 is 1,678, 10-14 is 2,066 and from 15 to 19 is 1,666). Community data provides more age specific information than census data and the total child population from 0 to 18 years of age is 5,542, from 0 to1 year is 386, 1 to 2 years 298, 5 to 6 years 470 and 6 to 10 years 1429. This provides an increased number of populations than Census as usual. Table 1.2 shows the details

Part B: Situation of Children and Women The following chapters describe the sector wise facilities and situation of children and women in the Union. The following table gives a snapshot of the situation of children and women in the union:

*administrative data, **community data ***BRIS data as of January 2014 The union has 100 pregnant women and as of September 2014 all of them have visited the health center at least once for checkup. However, 97 Pregnant Women have completed 4 ANC visits and only three pregnant women did not receive the full package of the service. None of the health centers in the union have any facility for deliver so no administrative data is available on this indicator. The table above shows that 17 children do not have full coverage of vaccination out of 142 children (Community data). Data are not available on nutritional status of children in any form. Community do not have much idea on this however, they identify healthy (fatty) and unhealthy (thin) children and think that most of the children are healthy. Health centers do not record the height or weight of the children. The table above shows that 16 children of 1 year of age do not have birth certificate out of 142 children (Community data). Birth registrations within 45 days are 65 and over all birth registration status of Chandpai union is very good. 207 children are not enrolled in GPS PPE class but they enrolled in NGO run PPE school those information are not available in upazila primary education office. 689 children of school going age at primary level and all are enrolled in the school. According to community information a significant number of children are out of P a g e | 7 secondary education in the union. Child marriage is occurred but it is not recorded as the age is recorded above 18 years in the register during marriage.

3. Health and Nutrition

3.1 Situation of Children and Women in the Union According to the AHI 125 children have received vaccines out of 142 children of 1 year of age in the month of September 2014. Community thinks that every child is vaccinated but there might be a few left out children which are not counted or recorded.

Table 2.1 shows the Number of Pregnant women with status of IFA intake in Annex II.

Community data says that the Union has 162 pregnant women as of March 2014 and 89 completed 4 ANC and intake 100 IFA. This data varies with the administrative data i.e. Family Planning Office enlisted 100 pregnant women out of which 97 have completed 4 ANC visits, 100 have received IFA tablets and 93 have consumed 100 IFA during last six months up to September 2014.

Table 2.2 shows the Number of Pregnant women with status of IFA intake in Annex II.

A few numbers of institutional deliveries takes place in the upazila level. Institutional delivery rate is very low and it is assumed by the community that 25 to 30 deliveries take place in upazila health center. These deliveries mostly occur in case of complicacy or in the case of women from well off families or who are well aware.

3.2 Facilities and services available in the Union: The Union has a Family Welfare Center (FWC), 2 functional Community Clinics (CC), 8 Satellite Clinics and 24 EPI sites. There are health services in the Union provided by NGOs which are mainly community awareness.

Table 2.3 in annex II shows the available facilities in the Union.

3.3 Status of Human Resource:

3.3.1 Department of Health: The Union is served by 1 MO, 1 SACMO, 1 Assistant Health Inspector (AHI). Out of 3 sanctioned posts of Health Assistants, 2 posted and 1 are currently vacant. Though the MO and SACMO is posted in the union but they rarely provide services to the people. Community people informed that both the Health and Family Planning Personal visit the FWC every two to three months and do not come regularly. Shortage of human resources hampers the regular services of pregnant mothers and children.

Table 2.4 in annex II shows the HR status of Health and Family Welfare services in the Union.

3.3.2 Department of Family Planning: The Union is served by 1 Family Welfare Visitor (FWV), 1 Family Planning Inspector (FPI), 5 Family Welfare Assistants (FWA) and 1 is vacant (six posts are sanctioned).

4. Situation of Birth Registration, Disability, Child Marriage and Child Labour

4.1 Birth Registration: Only 16 of one year old do not have birth certificate. Community data shows that 126 children have birth certificates out of 142 children. Till September 2014, 105 child births were registered under 45 days (BRIS data) which is exceptional result of Bagerhat district. The Union Parishad is well equipped for providing services for ensuring birth registration of children. It is served by a Secretary, and two UISC Entrepreneurs. This progress happened with the support of the District, Upazila administration, UNICEF and NGOs joint efforts. The UP is providing free services to the children of below two years.

4.2 Children with Disability: There are 279 (Census 2011) but as UP only 65 children with disability in the union. Few of them are attending school and many of them do not have opportunity to attend school as the school does not have physical structure or friendly environment for them. Data are not available neither with the community or the government department on how many children are attending schools and how many do not attend.

4.3 Child Marriage: Though child marriage occurs, no data available on child marriage.

4.4 Children detached from families: As per UP information about 27 children are detached from their family. But community does not have correct information on whether these children are all orphan or where they are engaged in. The UP is trying to collect the real information and accordingly make a plan for their survival.

4.5 Status of HR: The Union has one Secretary who is responsible for all the activities in the UP including birth registration. According to the UP Act 2009, the UP should have at least another staff that will look after the accounts and other administrative issues. However, the UISC Entrepreneurs are providing support in birth registration. The Union is also served by a government social worker.

4.6 Child Labor: According to the community the Union has 44 children who are engaged with informal labor. Children are mainly engaged in agricultural works, fishing and non-formal sectors like hotels and tea stalls. Those children are out of schools. Though some of the children are getting conditional cash transfer from the government supported by UNICEF, it is not able to cover all of the children out of school.

The details are shown in the Table 3.1 in the Annex I.

5. Education: Pre Primary, Primary and Secondary Education

5.1 Coverage of Education: According the survey conducted by the DPE, the Union has a total of 310 pre-school aged children among which 103 children are enrolled in GPS pre- primary class and there is no record on how many children are out of school. But 133 children enrolled in NGO and Missionary run schools. The Upazila primary education office (UPEO) shows the union has a total of 525 children of aged 6–11 and all are enrolled in Government Primary School-GPS. The total number of children of aged 5 to 6 differs with the data provided by community which is 1429. Some of them enrolled in different GPS those are in Municipality area. NGOs do not conduct any survey on how many eligible children are in the Union rather they use the departmental data and enroll children within the surrounding of the school. According to the community people, there are many children who do not attend pre-primary class because of lack of early learning centers or school within their reach (within a kilo meter) and for poor road communications. According to UPEO data there are 525 children of 6-10 years old and all are enrolled in the primary schools run by Government. As per community data the union has a total of 1429 children of 6-10 years of age and among them 1376 is enrolled in primary schools run by Government, NGOs and missionary. There are 53 children who are not enrolled in the primary schools. Many children are attending Madrassas for their education both at primary and secondary level and data are not available.

At secondary level, there are 1,500 children are enrolled in different schools (Girls: 908 & boys: 592) students are enrolled in two secondary level registered schools and three Secondary level Madrasa within the union. Some students also enrolled adjacent Municipality area secondary schools. There is no data for how many children are ount of secondary school.

Table 4.1, 4.2 and 4.3 shows the data on Education coverage in Annex IV.

5.2 Available Facilities: The Union has five Government Primary Schools (GPS), one community school, 7 schools run by NGOs for primary education coverage. Out of 9 (nine) villages in the Union, there are 4 villages without government schools. However, there are some schools in those villages run by NGO and community. The Union has only 2 secondary schools and 3 secondary level Madrasa to cover the children of the whole Union. Mongla Port Municipality is adjacent to union so large number of students are enrolled in municipality area;s school.

Table 4.4 shows the data on facilities in Annex IV.

5.3 HR status in the Education Sector: There are 5 posts for Head Teachers and 23 posts for Assistant Teacher sanctioned in 5 GPS and only 2 Assistant Teacher posts are vacant. According to the Government policy standard, the teacher student ratio for PPE is 1:30 and for primary class the ratio is 1:45. The data in table 5.2 shows that there are 525 children enrolled in 5 GPS but some Schools do not follow this standard. Discussion with different school teachers and community, it is found that a few of the schools are overcrowded and more than 50 children are enrolled in each class. This overcrowds hampers the learning process of the children.

6. Water and Sanitation

6.1 Safe Water Facility: DPHE does not have record on total number of tube wells, Rain water harvesting system, PSF and pipe line supply water points in the union. They have record only government supplied water source but there are many water source established by private and NGOs. According to the Census 2011, only 17 HH used tap water and 4 HH used tube well water which is 0.4% and 0.1% of total HH. This figure widely varies with the community data. Community data shows that the Union has one deep tube well, 29 PSF and pipe line tap and 928 RWHS. Almost 9 months all HH have access to safe water and rest three months about 40% HH used protected pond as safe water source According to the Government Policy, every 5 households should have one safe water points.

6.2. Sanitation coverage: Sanitation coverage in the Union is good. The union has 4221 (Census 2011) households where 2554 households (60.5%) have hygienic latrines, 30% has sanitary latrine without water seal, 5.9% households have unhygienic latrines and 3.6% households do not have any latrines. Community data widely varies with this data. Table 5.2 P a g e | 10 in Annex V shows that 4143 households have hygiene latrines, 324 households use unhygienic latrines 15 households do not have any latrines out of 4482 households

6.3. Status of HR: The Union is served by 0.50 (one for two unions) tube well mechanic who is responsible only for the DPHE provided water points. There is a Sub-Assistant Engineer in the Upazila.

7. Services by NGOs: There are six to seven NGOs including BRAC, CARITAS, World vision, Muslim Aid, Rupantar working in the Union on health, education, child protection, water and sanitation, disaster preparedness, micro credit etc. is implementing by different Project

8. Functional Status of Union Parishad The Union Parishad is functioning with the Chairman, 12 members and a Secretary. The UP holds coordination meeting in every months regularly. All the standing committees have been formed and most of the committees are functioning and holding meeting to discuss the relevant issues. The present UP chairman have been holding this position from 1998 and he is very popular in the community due to his good performance. The UP secretary also awarded the best Secretary in Bagerhat district and received a gold medal from Deputy Commissioner, Bagerhat.

Ward Shova: Ward Shovas were held in all the Wards in March and April 2014 and children issues were discussed in each Ward Shova. Members proposed specific needs of children related to education, child rights, safe water and sanitation to incorporate in the UP plan. Last year UP expenses Tk. 17,44,290/= from their annual budget to address children issues and total budget was Tk. 1, 95,21,226/= The current fiscal year 2014-2015 UP allocated Tk. 17,44,290/= in UP annual budget to address children needs and total budget is Tk. 1,62,08,030/=
