PRCS IDPS OPERATION

Situation Background Pakistan faced an enormous humanitarian crisis in division (North-West Frontier Province) and the Federally Administered Tribal Areas (FATA) triggered by fierce fighting between Government security forces and militants. This conflict situation resulted in migration of around 2.8 million individuals; majority of whom shifted to the districts Mardan, Malakand, Dir (lower Dir), Nowshera, , Charsada and Swabi.

According to OCHA report (16th April 2010), since the start of the voluntary return of displaced people on 13 July 2009, an estimated 1.95 million individuals have returned to the areas of , Buner and Malakand with the majority of the displaced people returning back to the Swat area.

Conflict between the military forces and the militants in Orakzai Agency in the Federally Administered Tribal Areas (FATA) is on-going. So far more than 30,000 families have been registered in Hangu and Kohat districts, where the displaced people are living with host families.

What PRCS is Doing!

PRCS provided Shelter, Health Services, Medicines, RFL, PSP, WATSAN, Food and Non Food Items to the IDPs with support from Movement partners, PNSs and other stakeholders.

PRCS with its Movement Partners has provided the following assistance to the IDPs of Swat, South Waziristan, Buner and FATA: -

PRCS Hunza Landslide Operation Update

A massive landslide hit Hunza District on Monday 4th January 2010. This was followed by rolling boulders and rocks, sliding two villages including Atta Abad into the Hunza River. This resulted in blocking Shahra-e-Karakorum (KKH) and the Hunza River. People got displaced and Upper Hunza got cut-off. According to initial reports, over 2,500 people were affected and out of these 1,673 men, women and children have been settled in camps set up in four schools in Altit and the rest with host families. At least 15 people have been killed and infrastructural damage is reported to have affected 260 houses.

Landslide

Debris blocking the Hunza River created an artificial dam which has reached dangerous height and breakage is expected. Potential overflow/outburst is expected to displace more people. Since access by road is impossible during the last couple of months, the relief goods were being transported through boats.

SITUATION OF IDPS CAMP SHISHKAT VILLAGE (UPPER STREAM) Due to this alarming situation, Govt. High school at Shishkat has turned into an IDP camp by the local authorities. The position of IDPs in this camp as reported by PRCS Disaster Management (DM) Cell Hunza is shown below:

SITUATION OF OLD IDPS CAMP AT ALTIT HUNZA (DOWN STREAM) The position is same as before. 141 families of Attabad, Salmanabad and Sarat are residing in the 4 x camps setup by the local Government in school/colleges of Altit. PRCS has distributed Food items to these families as well as to some IDP families residing with host families in Altit. PRCS health teams also provided health services to these in-camp IDPs.

EXPECTED EVACUATION OF POPULATION The vulnerable population to be evacuated after 15th May 2010 is estimated to be around 10,000 individuals. There are less chances of sudden outburst of the lake yet after overflow through spill-way, flooding may happen because the debris comprise of boulders, sand and soil etc. Therefore, the population living at river-banks is likely to suffer for which the contingency plans have been prepared. However, the evacuation of population is taking place from 15-20 May 2010.

As per decision taken in the meeting on 30th April held in the office of Deputy Commissioner/ Chairman PRCS District Committee, PRCS Gilgit-Baltistan Branch has been assigned the responsibility of 195 households, having a population of 1,538 of village Chilmisdass. The breakdown of these households is as follows:

PRCS RESPONSE

So far PRCS with support of IFRC has carried out Hunza Operation worth more than PKR. 27 million

To cater for this situation PRCS GB branch has Disaster Management team, Medical team and a team of trained volunteers ready to be deployed immediately. PRCS NHQ is also on standby with their Response team for facilitating as per need.

Shelter PRCS GB Branch has erected 100 tents in Chilmisdass and another 100 are in the process of being erected today. By tomorrow, the PRCS Chilmisdass camp shall be ready to accommodate the designated 195 families.

Health PRCS health teams are already present on site and are ready to aid the IDPs as they come in the new camp. Apart from this the team has already provided health services to the in-camp IDPs at Altit.

Medicines for 2,000 individuals for 3 months period have been packed and are ready to be deployed from PRCS NHQ.

WATSAN PRCS Incharge WATSAN is dispatching the required material for WATSAN facilities and shall move to the camp to monitor the camp facilities.

PSP PRCS PSP Coordinator is assessing the PSP needs and already trained PSP volunteers on-site at Hunza are being mobilized to cater for these psychosocial needs of the IDP families. A complete PSP plan is being formulated.

PSP team had already worked in camps at Altit and conducted training and orientation sessions there in Hunza.

Coordination PRCS is in close coordination with the local government and district authorities as well as all the other key stakeholders for smooth running of the Hunza operation and to accommodate and facilitate the expected IDP families.

ERUs (Emergency Response Units) from PRCS comprising of PRCS employees & trained volunteers for Search & Rescue, relief operations and first aid/ medical facilities are being deputed & put on high alert throughout this period. One ambulance at BHU Gilgit and three vehicles-one single cabin and two double cabins would be made available during relief operations.

FOOD ITEMS – A CRITICAL NEED PRCS along with the Government is making its utmost efforts to facilitate the population of upper stream Hunza with food supply and health care. For this purpose Government helicopters are operating regularly and boats have been provided in the lake for transportation of daily necessities of life to the population of 25,000 scattered in various villages of upper Hunza. The position of food supply to the IDPs is becoming critical day by day. Keeping the need in mind, PRCS NHQ (with support of IFRC) dispatched 200 Food packs to Hunza on 27th April 2010, which were distributed to in-camp Hunza IDPs in Altit. But with the new expected displacements, the need for food and non food items is still critical.

PRCS Swat Operation Highlights

WINTERIZED CGI SHEETS (WCS) For helping the Swat IDP families through the rehabilitation process and especially during the tough winter season, PRCS with support of IFRC started providing them with WCS and shelter toolkits.

The plan was to assist 3000 affected families in the snowbound areas of Swat and the th distribution has been completed on 24 April 2010.

HEALTH Currently PRCS is running 5 x Mobile Health Units (MHU) and 1 x Basic Health Unit (BHU) for assisting the IDP families and communities in Swat. Out-of-Camp Health Beneficiaries BHU Swat 32,539 5 x MHUs Swat 54,652 Total 87,191

Conflict situation in Upper Orakzai resulted in a new influx of IDPs in Hangu.

REGISTRATION PRCS Hangu Branch (with support of ICRC and in coordination with Local Authorities) is carrying out the registration of the IDPs residing in Hangu.

FOOD The first phase of Food Distribution by PRCS-ICRC to the registered IDP Families is complete and second phase is in progress.

The IDPs are being provided with free medicines and First Aid. PRCS-ICRC medical teams are also looking into making BHUs in Hangu functional. So far 109 cartons of medicines have been delivered to Hangu.

What PRCS is Doing!

PRCS provided Shelter, Health Services, Medicines, RFL, PSP, WATSAN, Food and Non Food Items to the IDPs with support from Movement partners, PNSs and other stakeholders.

Shelter (Malakand, Lower Dir and Risalpur)

The PRCS with support of ICRC had established 9 x IDP Camps (including 3 x previous camps) at different locations accommodating over 6,500 families of Swat and Buner

The voluntary returning of IDPs back to Swat resulted in closure of camps all over and today 6 camps of PRCS-ICRC have closed down. But the renewed conflicts in Buner and FATA agencies resulted in more displacements. To cater for these displacements, PRCS with support of ICRC is still operating 4 camps (2 previous and 2 newly established). These PRCS-ICRC camps host about 1,400 families.

PRCS-IFRC has distributed CGI sheets and Shelter toolkits (under Winter Shelter Program) to 3,000 families of snowbound areas of SWAT.

In the third phase of IDPs Operation starting from May 2009, more than 173,000 beneficiaries (including in-camp, out of camp and residents) have been treated by PRCS health teams.

Food (Swat, Hangu, Dir, Buner, Malakand, Mansehra, Attock, Haripur, Hasnabdal, Batagram, other areas of and Baluchistan)

The food package is a standard package consisting of Flour (50 kg), Rice (20 kg), Beans (20 kg), Cooking Oil (15 kg), Sugar (10 kg) and Tea and Salt (1 kg each) making a total Food Pack of 117 kg for one month’s usage. PRCS is providing food to all the in-camp IDPs with support of ICRC.

Agriculture (Economic Recovery) PRCS-ICRC has distributed seeds and fertilizer to 29,444 families in Buner 16,124 families in Lower Dir Altogether, about 45,568 families (more than 300,000 people) have benefited from the scheme. (One family unit comprises 25 kg Seed (wheat) and 50 Kg Fertilizer).

NFI and other Services • Complete NFI packages have been provided to all in-camp IDPs by the PRCS. Apart from that PRCS-IFRC distributed NFI packs to around 15,000 out of camp IDP families of Mansehra, Attock, Batagram and Hasnabdal. • PRCS provided PSP and RFL Services to all in-camp IDPs. These teams successfully carried out community based activities, restored broken links between families and also ran successful vocational training centres.

PRCS COLLABORATIONS

PRCS-JAPAN PRCS in collaboration with the Japanese Embassy in Pakistan is distributing food packs to 600 IDP families of Swat for 3 months. This operation is worth PKR 15.7 million. The exercise will run through four different of locations i.e. Kanju, Migora, Bandai and Malakand in Swat district. The ration shall be standard 117 kg package per family. Identified families will receive 3 supplies of packages each month for 3 months. The distributions shall take place at the key place of the said locations.

PRCS staff and volunteers have successfully completed the first round of food packs distribution in March 2010. The distribution was checked and monitored by the special PRCS project task committee.

The food rations for the second round have already been transferred to Swat. Out of these, 51 food packages have been distributed among 51 widows of Malakand on 16th May 2010.

PRCS-Islamic Development Bank (IDB)

PRCS is collaborating with IDB for the provision of school bags, notebooks, stationery, lunchboxes and uniform to 10,000 primary school children of poor families in Malakand division. The operation is worth US $ 200,000. The target areas are Swat (Kanju, Migora, Kamber), Dir (Tamer Gara) and Buner (Pir Baba).

IDB representative shall arrive in Pakistan on 13th May 2010 to oversee the process and the distribution process has started from 15th May 2010 and shall end on 21st May 2010. The special PRCS project task force will also be part of the initial monitoring and supervision.
