PRCS (Pakistan Red Crescent Society’s) IDPs Operation

Operation Update – March 2010

What Happened! Pakistan faced an enormous humanitarian crisis in Malakand division (North-West Frontier Province) and the Federally Administered Tribal Areas (FATA) triggered by fierce fighting between Government security forces and militants. While the hostilities were on-going since August 2008, it gained intensity from May 2009. This conflict situation resulted in migration of around 2.8 million individuals; majority of whom shifted to the districts Mardan, Malakand, Dir (lower Dir), Nowshera, Peshawar, Charsada and Swabi.

Since the start of the voluntary return of displaced people on 13 July 2009, an estimated 1.66 million individuals have returned to the areas of Swat, Buner and Malakand with the majority of the displaced people returning back to the Swat area.

Conflict between the military forces and the militants in Orakzai Agency in the Federally Administered Tribal Areas (FATA) is on-going. So far approximately 23,800 families (approximately 135,000 individuals) have fled to the neighboring Hangu and Kohat districts, where the displaced people are living with host families. Only a small fraction of them (around 179 families) are living in a Government established camp in Hangu district.

What PRCS is Doing! PRCS provided Shelter, Health Services, Medicines, RFL, PSP, WATSAN, Food and Non Food Items to the IDPs. PRCS has run IDPs operation worth more than PKR. 2667 million with support from Movement partners, PNSs and other stakeholders.

Shelter The PRCS with support of ICRC had established 9 x IDP Camps (including 3 x previous camps) at different locations accommodating over 6,500 families of Swat and Buner

But the renewed conflicts in Buner and FATA agencies resulted in more displacements. To cater for these displacements, PRCS with support of ICRC is still operating 4 camps (2 previous and 2 newly established).

In the third phase of IDPs Operation starting from May 2009, more than 160,000 beneficiaries (including in-camp, out of camp and residents) have been treated by PRCS health teams.

Food The food package is a standard package consisting of Flour (50 kg), Rice (20 kg), Beans (20 kg), Cooking Oil (15 kg), Sugar (10 kg) and Tea and Salt (1 kg each) making a total Food Pack of 117 kg for one month’s usage.

• PRCS is providing food to all the in-camp IDPs with support of ICRC. • PRCS-ICRC is distributing food packages to different areas of Malakund, Dargai, Dir and Swat. First round of Food Distribution has finished and so far with PRCS has distributed food packages to more than 180,000 IDP families with support of ICRC. • Also with support of ICRC, PRCS is distributing food items to displaced families in Hangu. So far PRCS has distributed food packages to 9,110 IDP families living with host families. • PRCS-IFRC also distributed food to around 4,000 IDP families, settled in Mansehra, Attock, Haripur, Hasnabdal and Batagram areas. • Furthermore, PRCS is providing food rations to 600 families of Swat for three months with support of Japanese Embassy.

So in all, PRCS has distributed food packages to more than 200,000 IDP families with support of its Movement Partners.

Agriculture (Economic Recovery) PRCS-ICRC have distributed seed and fertilizer to 29,444 families in Buner and to some 16,124 families in Lower Dir. Altogether, about 300,000 people have already benefited from the scheme, which is still continuing. (One family unit comprises 25 kg Seed (wheat) and 50 Kg Fertilizer).

NFI and other Services • Complete NFI packages have been provided to all in-camp IDPs by the PRCS. Apart from that PRCS-IFRC distributed NFI packs to around 15,000 out of camp IDP families of Mansehra, Attock, Batagram and Hasnabdal. • PRCS provided PSP and RFL Services to all in-camp IDPs. These teams successfully carried out community based activities, restored broken links between families and also ran successful vocational training centres. • PRCS-IFRC is distributing Winterized CGI sheets and Shelter toolkits to 3,000 families of snowbound areas of SWAT. So far 1,266 families have been provided with these NFIs. • PRCS with support of Islamic Development bank is working on provision of educational support to 15,000 children.
