GENILO, SJ Loyola School of Theology, Philippines The leadership of the Church in the Philippines has historically exercised a powerful influence on politics and social life. The country is at least 80% Catholic and there is a deeply ingrained cultural deference for clergy and religious. Previous attempts in the last 14 years to pass a reproductive health law have failed because of the opposition of Catholic bishops. Thus the recent passage of the ‘Responsible Parenthood and Reproductive Health Act of 2012’ (R.A. 10354) was viewed by some Filipinos as a stunning failure for the Church and a sign of its diminished influence on Philippine society. This article proposes that the Church’s engagement in the reproductive health bill (RH Bill) debate and the manner of its discourse undermined its own campaign to block the law.1 The first part of the article gives a historical overview of the Church’s opposition to government family planning programs. The second part discusses key points of conflict in the RH Bill debate. The third part will examine factors that shaped the Church’s attitude and responses to the RH Bill. The fourth part will examine the effects of the debate on the Church’s unity, moral authority, and role in Philippine society. The fifth part will draw lessons for the Church and will explore paths that the Church community can take in response to the challenges arising from the law’s implementation.

    Interview: Civil Aviation Minister Wellington Moreira Franco --“I am certain our airports will be ready to handle the World Cup.”— Brazil’s airports will be ready for the soccer World Cup, to be hosted in 12 Brazilian cities starting June 12, but not in accordance with every detail of the government’s original plan for the event. At least one airport will be serviced by temporary facilities. Another will have a contingency plan in place in the wake of a recent power blackout. Longer term, Brazil’s government needs to speed up work on expansion and technical upgrades at some of its airports while simultaneously moving ahead with an ambitious program of private concession auctions. These were the messages from Civil Aviation Minister Wellington Moreira Franco at a recent meeting with investors and reporters. Excerpts follow: • On preparations for the soccer World Cup: “I am certain our airports will be ready to handle the World Cup. I’m confident we won’t have another blackout at Rio’s airport, like the one on April 18, during the World Cup. There’s no risk of blackouts at other Brazilian airports.” • On the blackout at Rio de Janeiro’s international airport: “The airport administration blames the electric company and the electric company blames the airport administration for the blackout. I’m going to make sure there are no more misunderstandings of this nature. Together, the airport administration and the electric company are going to iron out a contingency plan. Gershon Hacohen BESA Center Perspectives Paper No. 1,291, September 16, 2019 EXECUTIVE SUMMARY: Beyond its unquestionable vitality for Israel’s security, the Jordan Valley in its full geographical scope can accommodate millions of Israelis and national infrastructure that cannot be compressed into the coastal plain. If PM Netanyahu’s declaration of sovereignty is not immediately borne out by a surge of building and focused governmental support, it will sputter and die. PM Netanyahu’s promise to apply sovereignty to the Jordan Valley is worthy of praise. The reasons for doing so were already evident to PM Levi Eshkol in the immediate wake of the 1967 the Six-Day War, and were fully fleshed out in the Allon Plan. As the plan stated: “The eastern border of the state of Israel must be the Jordan River and a line that crosses the Dead Sea in the middle…. We must add to the country—as an inseparable part of its sovereignty—a strip approximately 10-15 kilometers wide, along the Jordan Valley.” The plan was presented to the government headed by Eshkol, who, with his Mapai mindset, chose to introduce it without putting it to a vote. Typically for those days, the plan moved immediately to the implementation stage, and a settlement infrastructure was built that has existed ever since. In line with the plan, the Allon Road was paved and the Jordan Valley communities were built along Road 90 and the Allon Road. In the Knesset debate on the Oslo Interim Agreement in October 1995, PM Rabin, about a month before his assassination, outlined his position and stated: “The security border of the State of Israel will be located in the Jordan Valley, in the broadest meaning of that term.” The notion of applying sovereignty to the Jordan Valley has always enjoyed a broad national consensus.

In October of 2003, increasing concern about the construction by Israel, the occupying Power, of a Wall in the Occupied Palestinian Territory, including East Jerusalem, in departure from the Armistice Line of 1949 (the Green Line) and deep into Palestinian territory, brought the issue to the forefront of attention and debate at the United Nations. The Wall, as it has been built by the occupying Power, has been rapidly expanding as a regime composed of a complex physical structure as well as practical, administrative and other measures, involving, inter alia, the confiscation of land, the destruction of property and countless other violations of international law and the human rights of the civilian population. Israel’s continued and aggressive construction of the Wall prompted Palestine, the Arab Group, the Non-Aligned Movement (NAM) and the Organization of the Islamic Conference (OIC) to convey letters to the President of the United Nations Security Council in October of 2003, requesting an urgent meeting of the Council to consider the grave violations and breaches of international law being committed by Israel. 2. The Security Council convened to deliberate the matter on 14 October 2003. A draft resolution was presented to the Council, which would have simply reaffirmed, inter alia, the principle of the inadmissibility of the acquisition of territory by force and would have decided that the “construction by Israel, the occupying Power, of a wall in the Occupied Territories departing from the armistice line of 1949 is illegal under relevant provisions of international law and must be ceased and reversed”.

    Fencing Explanatory Guide About the Explanatory Guides Published in July 2015, the Explanatory Guides offer a detailed introduction to each sport at the Rio 2016 Olympic Games, as well as providing information on a variety of other fundamental topics that may be of importance to teams as they continue their planning and preparations. This guide is divided into several sections: • A general introduction to Rio de Janeiro and to the Games; • Sport-specific information on subjects such as the competition format, schedule and venue; rules; training; and qualification criteria; • General information touching on accreditation, ticketing, accommodation, medical services, doping control and transport; • A directory that contains contact details, maps and a daily competition schedule for all sports. All information provided in this Explanatory Guide was correct at the time of publication in July 2015; however, please note that these details may change between this date and the Games. NOCs are advised to check the IOC’s NOCnet (http://extranet.olympic.org/nocnet) and Rio 2016’s Rio Exchange (https://rioexchange.rio2016.com) for important updates on topics, such as to the competition schedule.
