As of 4/5/2020 3:45 PM COVID-19 2020 State & Local Government Report Legislative, Executive, Regulatory, and Local Status* Since the global outbreak of coronavirus: ► Over 85 bills have been introduced in 25 states, Puerto Rico, and the District of Columbia on paid sick leave and worker protections as well as appropriations requests. ► Over 425 executive actions have been issued in 50 states, Puerto Rico, the District of Columbia, Guam, and the Virgin Islands. These executive actions include but are not limited to declarations of states of emergency, school closures, prohibition of mass gatherings, retail and business closures, and stay at home orders. ► 20 task forces have been established by 13 governors. ► Over 25 states and the District of Columbia have issued emergency regulations on a number of issues including but not limited to insurance carriers, labor and wage, and medical licensure. ► 62 legislative chambers have either temporarily adjourned, moved to virtual meetings, or announced an early recess or sine die. Morehead State University Class of 1996 Spring Commencement Saturday, May 11, 1996 r•] Academic Costumes The wearing of academic costumes is a custom that goes back to the Middle Ages. Since the early European and English universities were founded by the church, the students and teachers were required to wear distinctive gowns at all times. Although the custom was brought to this country in Colonial days, the requirement for students was soon dropped. The custom for professors was confined to special occasions such as graduating exercises and inaugurations of new presidents. With the increase in the number of educational institutions and the development of new subject-matter fields, some confusion arose in time about the type of gown and the specific color co denote various degrees. To introduce desirable uniformity and set up a clearing house for new developments, a commission representing leading American colleges produced The Intercollegiate Code in 1895. ln 1932, a national committee of the American Council on Education revised this code into The Academic Costume Code. It was revised in 1959. Although not obligatory, most of the educational institutions in the country follow it in awarding their degrees, earned and honorary. The most significant part of the academic dress is the hood. The color of its velvet border indicates the academic field, and it is lined with the color or colors of the institution granting the degree. The hoods of those receiving a Master of Arts or an honorary degree of Doctor of Letters have those same color indications, but each successively higher degree carries with it a longer hood. -

Kentucky’s Senate race has so far been a hard fought one, with Democrat Alison Lundergan Grimes hoping to unseat the current Senate Minority Leader, Mitch McConnell. Despite McConnell’s relative low popularity ratings, Anne Cizmar argues that Grimes faces an uphill battle, having already had to distance herself from President Obama. She writes that barring a shake up to the campaign, McConnell looks on course to win a race which may see more than $100 million spent between the two candidates. Unseating a U.S. Senator is a steep uphill battle. Since the Carter-Reagan election of 1980, a full 75 percent of Senate incumbents have survived their six-yearly appearance on the ballot, with 91 percent winning reelection in 2012. The incumbent’s popularity isn’t always an indicator of trouble—good news for Kentucky’s Mitch McConnell who seems likely to win his hard-fought battle with Alison Lundergan Grimes despite his Obama-low job approval ratings. McConnell, a Republican and 30-year incumbent, is the current Senate Minority Leader. He’s not well liked in Kentucky polling at around 34 percent job approval in the state. But the state is increasingly Republican; 5 out of 6 House of Representatives members from Kentucky are now from the GOP, and Kentucky has voted for the Republican presidential candidate in every election since 1996. -

MEMORANDUM OPINION AND ORDER GOVERNOR ANDY BESHEAR DEFENDANT Introduction This lawsuit is brought by parents on behalf of their children, who are students at St. Joseph Elementary School, a Catholic parochial school in Cold Spring, Kentucky. Plaintiffs challenge the legality of an Executive Order issued by Governor Andy Beshear on August 10, 2021, which requires all teachers, staff, students, and visitors in Kentucky schools (preschool through grade 12) to wear face masks while indoors, regardless of vaccination status.1 The Court will explain in more detail below the background to this dispute and the bases for plaintiffs’ claims. Recognizing the urgency of this matter, however, the Court is issuing an initial opinion as expeditiously as possible. 1 That Executive Order may be found in the electronic record of this case at Doc. 6-3, pp. 7-11. CEO Salaries Were on the Rise. Then Came COVID-19
September 9, 2020 Volume 16, Number 34 CEO salaries were on the rise. Then came COVID-19. The agriculture industry was able to wrap up its annual early-year blitz of meetings and conventions before the onset of the coronavirus led to months-long event cancellations, but with next year’s crop of meetings in jeopardy, organizations are taking a nervous look at their balance sheets — including what they pay their CEOs. “A key driver for a lot of organizations is going to be how are they now going to measure success?” asked Bob Skelton, the chief administrative officer at the American Society of Association Executives. Financial indicators have been an easy metric to follow in recent years; an organization with good cash flow generally means a CEO receives a healthy bonus or raise. In fact, Skelton said a 5% bump in pay had become standard for association executives across many different sectors. Now, with the lost revenue of canceled events, one area where there might be some savings is in payroll, specifically in the compensation of their top executives. The numbers reported in this year’s Agri-Pulse CEO salary report just might represent a peak of sorts, and the financial hit of COVID-19 could deal a blow to organizations that will require years of recovery. “The whole landscape right now is murky, and there’s going to be changes,” Skelton said. “We’re not going to know all the details about those changes for another year, but things are definitely going to look different.” www.Agri-Pulse.com 1 But prior to COVID-19, CEO salaries were on a predictable upward trajectory. -

Emerge Speaker Bios Jonathan Beatty Jonathan Beatty is a corporate analyst turned Social Entrepreneur from Hazard, Kentucky. He graduated with honors from the Gatton College of Business and Economics with a double major in Marketing and Management. Over his college career, Jonathan was very active in Lexington, serving in a multitude of leadership positions within Alpha Phi Alpha Fraternity, Inc., the National Association of Black Accountants, and Alpha Kappa Psi business fraternity. In addition, he regularly volunteered with Big Brothers/Big Sisters, the Ronald McDonald House, the Salvation Army, and Habitat for Humanity. After graduation, Jonathan went on to earn a M.B.A. as a Lyman T. Johnson Fellow, and later began his career as a Senior Analyst at Procter & Gamble in Cincinnati, Ohio. After almost seven years with P&G, Jonathan left the company to pursue his dream of working in San Francisco, California where he served as a Finance Manager for McKesson Corporation and Big Heart Pet Brands. During his time in San Francisco, Jonathan was responsible for providing financial leadership for McKesson’s $3 Billion Technology segment, and developing key strategies while at Big Heart Pet Brands. Jonathan left the corporate realm and founded Servonta Strategic Philanthropy to create positive, measurable, and sustainable social change. Task Force on Neighborhoods in Transion Meet the Task Force Councilmember James Brown, 1st District – Task Force Chair James Brown is in his second term as 1st District Councilmember. A native of Lexington, KY, James is a graduate of Paul Laurence Dunbar High School. James’ previous employment include stints at Lexmark and GTE, before beginning a career in the automotive industry, working for 13 years at the Toyota Motor Manufacturing plant in Georgetown, KY. After that, James made a career change becoming a full-time real estate professional, selling both residential and commercial property for United Real Estate. James is extremely passionate about service to neighborhoods and the local school system. He has served as the President of the Radcliffe–Marlboro Neighborhood Association and helped initiate several neighborhood programs. In the past he served as the President of the 16th District PTA and chaired the Douglass Park Centennial. Currently, he serves as the Vice Chair of the Planning & Public Safety Committee and is on the city’s Affordable Housing Governing Board. Vice Mayor Steve Kay, At-Large Steve Kay is in his second term on Council and his first term as Lexington’s Vice Mayor. He chaired the Mayor’s Commission on Homelessness, whose recommendations informed the creation of the Office of Homelessness Prevention and Intervention, the complementary Office of Affordable Housing and the Affordable Housing Fund. He has served on the boards of the Lexington Transit Authority (LexTran), LFUCG Planning Commission, the Martin Luther King Neighborhood Association and Good Foods Co-op. GOVERNORS The Gubernatorial Elections of 2015: Hard-Fought Races for the Open Seats By Jennifer M. Jensen and Thad Beyle Only three governors were elected in 2015. Kentucky, Louisiana and Mississippi are the only states that hold their gubernatorial elections during the year prior to the presidential election. This means that these three states can be early indicators of any voter unrest that might unleash itself more broadly in the next year’s congressional and presidential elections, and we saw some of this in the two races where candidates were vying for open seats. Mississippi Gov. Phil Bryant (R) was elected to a second term, running in a state that strongly favored his political party. Both Kentucky and Louisiana have elected Democrats and Republicans to the governorship in recent years, and each race was seen as up for grabs by many political pundits. In the end, each election resulted in the governorship turning over to the other political party.
