As of 4/5/2020 3:45 PM COVID-19 2020 State & Local Government Report Legislative, Executive, Regulatory, and Local Status* Since the global outbreak of coronavirus: ► Over 85 bills have been introduced in 25 states, Puerto Rico, and the District of Columbia on paid sick leave and worker protections as well as appropriations requests. ► Over 425 executive actions have been issued in 50 states, Puerto Rico, the District of Columbia, Guam, and the Virgin Islands. These executive actions include but are not limited to declarations of states of emergency, school closures, prohibition of mass gatherings, retail and business closures, and stay at home orders. ► 20 task forces have been established by 13 governors. ► Over 25 states and the District of Columbia have issued emergency regulations on a number of issues including but not limited to insurance carriers, labor and wage, and medical licensure. ► 62 legislative chambers have either temporarily adjourned, moved to virtual meetings, or announced an early recess or sine die. Additionally, this report includes actions coming from the administrations of the 100 most-populated cities and counties. *This report will be updated as the situation develops. COVID-19 Updated 4/5/2020 | 3:45 PM Local, Legislative, Executive and Regulatory Report State Type of Action Action Summary Status Executive Governor Kay Ivey (R) declared a state of emergency in response to COVID-19. Alabama Executive Action Active Proclamation The order makes changes to standards of care. The order prohibits price gouging. Executive Governor Kay Ivey (R) has postponed the upcoming primary runoff election to July Alabama Executive Action Active Proclamation 14. Executive Governor Kay Ivey (R) has temporarily authorized DOT to suspend rules Alabama Executive Action Active Proclamation surrounding motor carriers. Executive Alabama Executive Action Governor Kay Ivey (R) has extended the tax deadline to July 15. Active Proclamation Governor Kay Ivey (R) announced that K-12 schools will be closed for the Alabama Executive Action School Closures Active remainder of the school year. Governor Kay Ivey (R) and the State Health Officer have ordered entertainment venues, athletic facilities, close-contact service providers, furniture stores, clothing and shoe stores, department stores, book stores, and more to close. Alabama Executive Action Active Executive Directive The order prohibits gatherings of 10 or more people. The order closes all on-premise dining facilities. Take-out and delivery are available. Governor Kay Ivey (R) has expanded the scope of practice for certain healthcare Executive professionals; directed various Boards to adopt emergency rules related to Alabama Executive Action Active Proclamation practice by out-of-state healthcare practicioners; expanded capacity of healthcare facilities; required shareholder metings to be reduced; and more. Refer to order. Executive Alabama Executive Action Governor Kay Ivey (R) has temporarily suspended evictions. Active Proclamation Governor Kay Ivey (R) has issued a Stay At Home Order. Non-essential businesses must close. Stay Home Order; Essential businesses include healthcare operations; critical infrastructure; food Non-Essential estbalishments; media; critical manufacturing; certain professional services; all Alabama Executive Action Business Closure - sectos on the U.S. Department of Homeland Security CISA list; and more. Directive Essential businesses remaining open must limit occupancy to no more than 50%; implement social distancing protocols; and comply with the CDC's sanitation guidelines. Legislature Alabama Legislative Action Temporarily The Legislature has adjourned until April 28. N/A Adjourns Appropriates $5 million from the General Fund to the Department of Public Health Alabama Legislative Action HB 186 Enacted to be used for Coronavirus response and preparedness activities. School Closure – Governor Mike Dunleavy (R) has closed state libraries, museums, archives, and Alaska Executive Action Governor’s Health Active residential schools. Mandate 002 Governor Mike Dunleavy (R) has ordered all bars, breweries, restaurants, food and beverage kiosks or trucks, and other establishments serving food or beverages to stop on-premise dining. The governor has also required elective oral health care procedures to be postponed for a period of one month. Alaska Executive Action Active Governor’s Health Mandate 009 The order prohibits gatherings of 10 or more people. Retail Closure; Governor Mike Dunleavy (R) has ordered all people arriving in Alaska, whether Alaska Executive Action Governor’s Health resident, worker or visitor, are required to self-quarantine for 14 days and monitor Active Mandate 010 for illness. Stay At Home Governor Mike Dunleavy (R) has issued a Stay At Home Order. Non-essential Order; Non- businesses must close. Essential Alaska Executive Action Active Business Closure - Essential businesses include healthcare operations; critical infrastructure; public Governor’s Health safety; gas stations; media; transit; food stores; hardware stores; laundromats; Mandate 011 and more. Governor Mike Dunleavy (R) has prohibited all in-state travel between Governor’s Health communities, whether resident, worker, or visitor, unless travel is to support critical Alaska Executive Action Active Mandate 012 infrastructure, or for critical personal needs. Approval; HB 234 Pending Governor’s Approval Mandates that, for the duration of the state emergency and for 30 days thereafter, when determining the eligibility of an individual for medical assistance the HB 312 individual is entitled to receive the same level of medical assistance as the Alaska Legislative Action 1st Chamber SB 242 individual would have received had there been no Alaska permanent fund dividend program and no money paid to the individual by another state or federal program because of the outbreak of novel coronavirus disease. It orders the Department of Health Services to issue emergency rules for skilled nursing facilities, intermediate care facilities, and assisted living facilities. It orders the Department of Health Services and the Department of Insurance to require all insurers regulated by the state cover COVID-19 diagnostic testing regardless if the lab is in network. It orders the Department of Health Services and Executive Order Arizona Executive Action the Department of Insurance to require all insurers regulated by the state to cover N/A No. 2020-07 telemedicine visits at a lower costsharing point than in-office visits. It orders the Department of Health Services and all Arizona health regulatory boards to prohibit, investigate, and take action against any licensed health professional or institution that engages in price gouging in relation to COVID-19. Price gouging is defined as the provider or institution charging a grossly higher price than that which was charged before the onset of the emergency. Governor Doug Ducey (R) has declared a state of emergency due to COVID-19 Declaration of Arizona Executive Action which allows for the expenditure of emergency funds and use of the Division of Active State Emergency Emergency Management.
